Floods give renewed clout to Pak Army


MULTAN (Reuters) – The message in black Urdu lettering on a white sack of supplies for flood relief says it all: “In tough times, the Pakistan Army is with you.”
The military has taken the lead in providing relief - dwarfing the civilian government - and in doing so has greatly enhanced its prestige and influence.
And while nobody expects it to take over, the renewed clout of the army is perhaps the biggest political change brought by the floods, one likely to define its relationship with, and leverage over, the civilian government for years to come.



The army, which became deeply unpopular in the final years of former president Pervez Musharraf, who seized power in a coup in 1999 and stepped down in 2008, had already clawed back considerable influence over foreign and security policy.

But in the flood relief it has become very visible as the only national institution with the manpower, the organisational skills and the equipment - including helicopters and boats - to help some 20 million affected by the floods.


At a boys’ college turned warehouse in Multan, soldiers work around the clock to assemble packages of emergency relief. With leaves cancelled and rations donated to the cause, the sense of pride is palpable.


The commander in charge of the area has been on the go since the floods hit a month before, says Major Farooq Feroze, the officer in charge of public relations in Multan.
“He is supervising each and every movement,” he says. “He keeps us all alert. He himself is sleepless.”
That is in stark contrast to the sluggish response of the civilian government.
Technically, the army is working on the orders of the government, and at the operational level, civilian and military authorities are working together closely.
“There is co-operation going on at every level,” says Brigadier Zahid Usman at a field turned helicopter base in the town of Jampur in south Punjab. “We know where they are going; they know where we are going.”
But the subtlety of that message is often lost in a country where much of the media is sympathetic to the army and where security officials grumble privately about the failings of democracy and the ruling Pakistan People’s Party (PPP).

I think it's only in Pakistan that army is thought of as a separate entity to civilian administration. At least in other democracies, if army does something it does on the order of the president. It seems Pakistanis will be happy to have a military dictatorship. They couldn't live in democracy for just 2 years. I know civilian administration sucks right now, but how is it democracy's fault? You guys voted this government to power. Let it be for this term and elect a right government next time. But hey, what do I know? I am just a stupid Indian who is fed by Indian propaganda that somehow democracy is good for the people.

Pak Army is doing alot BUT then again they are expected to! they are the only organization that can! so infact they are just doing part of their duty!! that is why they are paid!

secondly army is lagging behind in BALUCHISTAN relief operations! if they really have clout NOW is the time to step up and be counted! and turn the tide in Baluchistan!

Oh come on! Army is not going to come back. They are only happy that they have regained respect and trust of people after a long period of facing defamation. That's it.

As for the democracy, noone is protesting against it. Have you seen any country wide protests in Pakistan in favour of army? Or let's say anti Govt protests? People only like to criticize Govt which is their right.

Good point. Yes Baluchistan should be their priority now.

Peoples of Pakistan always liked Army ruled as it was always in the favor of general public.........but who don't like is Politiicans, fudels and theivies.....as they had been putted in a corner.......not much given chance to loot this country.
Just see now its the most corrupt govt. of Pakistan's history.
Just see the Railway, Education, Tourism, Export Ministry, Power Sector, Sports etc. Ministries.........the people who are head (Political persons) of these ministeries are totaly uneducated..........who even don't know the difference between and underware and software.....Will these people rule my country..??

If some one Like Police but hate Paramilitary does that means the Police is not working under Govt or The Paramilitary is not working under teh govt. Many In the US hated the Govt that started teh war. But they loved their soldiers for giving life for their country. Now This also means the Army is not under control of Govt as people love their army not Govt.

Democracies vary from western to eastern and some to Arab world.

Anyway thats another debate.

As far as army/defence i wonder if the world ever had noticed that all US foreign policies are made, enforced/implemented by hook or by crook by Pentagon/ the military/defence orgs.


As far as renewed clout of Pakistan Army is concerned its good that civilians know that only Army is the institution that is organised, honest viz a viz relief funds and activities.

I think retired generals of the Pakistan Army should start participating in General Elections, like how Musharraf is trying.
Not just generals, all other accomplished personnel can participate and will get a good reception from the public.

Asim i feel that its the institution that makes a difference otherwise many retired individuals have jumped and even won elections BUT again they join these worn out political parties and again their party line is which they toe
