I am sorry for bothering you but i am not getting it that where it the problem than? You mentioned about the ease of movement has it got to do with anything else besides the size?

The official one can't be customized that easily. Moreover the official one grabs your neck and shoulder area pretty hard which restricts your movement while aiming and firing.

Should they not be testing the kits prior to release, or someone higher up in their wisdom decided to purchase the cheapest one to provide to all units. I know here, they have dedicated centres that test new kit in multiple conditions to ensure that soldiers are relatively comfortable and that new kit is not impeding the motion or being constrictive while carrying out maneuvers.
