Former President Pervez Musharraf on Saturday said that the Pakistan army wants resolution of the dispute with India. Speaking at the Hindustan Times Leadership Summit in New Delhi, Musharraf said that it was important to resolve the root cause of dispute between the two countries and then take the relations forward. Musharraf said that some people suggest taking the socio-economic relations ahead, keeping the political issues aside for the time being is the way forward, but in his opinion both political and socio-economic relations can be taken up simultaneously.
Specifying that he was not speaking for the govt of Pakistan, Musharraf said that in his opinion Pakistan was in favour of resolving the Siachin dispute.
Speaking on the topic 'Uniting South Asia: the way forward', Musharraf gave some of the causes of acrimony in the relations between the two countries. Violent partition, three wars, arms race, confrontation between intelligence organisations of the two countries, total breakdown of trust and confidence were reasons for acrimony between the two countries, Musharraf said. The former Pakistan president said that there was a need to open our eyes to the new reality and cooperate for deprived people of two countries.
Musharraf said there was a need of paradigm shift in the thinking of the leadership of two countries to take the relations forward. In his opinion, the three essential prerequisite for improving ties between the two countries was good Neeyat (intention + desire from heart) of the leadership of the two countries, compromise and cooperation between the leaders of the two countries and leaders forcing their will on the diplomats to take forward the ties were important.
The former Pakistan president said that being a big country India should take the lead in improving ties and show that it has a big heart.
Getting into the specific reasons of the dispute between India and Pakistan, Musharraf said that there was a need to tackle terrorism and extremism on both sides of the border. Musharraf said that Pakistan is confronted with a number of situations in this regard like - presence of al-Qaeda elements, Pakistan Taliban, Mujahideens and LeT . He also mentioned Talibanisation, coming of Taliban from Afghanistan in Pakistan as a problem.
Musharraf stressed on the need to have patience to solve this problem. He said that there was a need to control publication and distribution of inflammatory material and documents in Pakistan and bringing the students of Madrasa into the mainstream in Pakistan.
Speaking on Kashmir, Musharraf said both the countries should work together to solve the Kashmir issue.
He suggested demilitarization of the area, giving the local people maximum self-governance and making the LOC irrelevant by opening up a number of routes to better the situation in Kashmir. He further said that the wounds of Kashmir continues and needs to be addressed.
Musharraf said that water dispute between two countries had seeds of confrontation and the two countries should adhere to the Indus water treaty. He stressed on the need to undo military standoff between the third and sixth largest army having both conventional and nuclear capabilities.
In Musharraf's opinion, Pakistan was ready for mutual, proportional reduction of forces. He also said that the Afghan situation was also a very sensitive one. He said that India should avoid any attempt to create anti-Pakistan Afghanistan.
Musharraf also stressed on easing visa regime, increasing people to people contact and improving communication facilities between the two countries.
Musharraf also stressed on the need of intelligence agencies of the two countries to stop damaging the other nation. Musharraf hoped that the leadership of both sides will rise to the occasion and normalise ties, with India taking the lead.
"Compromise and accommodation should come from the bigger and the stronger," he said, adding that people interpreted it negatively if it came from the "smaller and weaker".
He said the South Asia could move forward smoothly only with India and Pakistan solving their mutual problems.
Pervez Musharraf said that India and Pakistan should emulate the European Union to improve bilateral relations.
