I think he is addressing his troops. That's clearly his personal view once he says hum nay apnay toor per geo k boycot ka Faisal Kia hai. There is nothing as such as policy or orders.

His uniform risks confusing his personal opinions with official policy. He should not do that wearing his uniform during a formal address to his troops. He deserves a reprimand at the least.

Good. It is high time the Generals realize they need to follow the same rules they expect their subordinates to follow. After all, they are subordinates to their higher chain of command too.
