I wouldn't rule out the V upgrade entirely, the PAF Viper fleet isn't going anywhere fast, especially the newbuild Block-52s. I'm not saying that's what the date implies, but the Vipers will be in PAF service for some time to come, possibly with the addition of further examples, used or new.

Each weapon system is handled by a project. It’s responsible for handling OEM and logistical issues of the system. There’s nothing unusual about this, it’s just a posting.
