Overseas assets: Sale of PIA hotels likely to rake in $700 million

The government is expecting to get a minimum of $700 million in net proceeds from the sale of Roosevelt Hotel New York and Hotel Scribe Paris, owned by Pakistan International Airlines (PIA), and deals could be struck as early as January next year, says Mohammad Zubair, the prime minister’s privatisation wizard.


The money raised by selling both the assets will be used to clear PIA’s debt, which currently stands at Rs191 billion (about $2 billion).

Zubair, chairman of the Privatisation Commission, was speaking about the government’s privatisation plans during an interaction with media on Wednesday.

He said the deadline of December 2014 for selling a minimum 26% shares of PIA to strategic investors could not be achieved and the date had been extended by another six months.

This is the second extension as under the original plan PIA was to be privatised by June this year. However, the plan to raise at least $430 million by selling 20% shares of United Bank Limited to institutional investors before the end of June remains on track.

According to Zubair, both PIA hotels could be sold by January next year and receipts will be far more than the estimates. The hotels are situated at prime locations in New York and Paris – the cities that are major tourist attraction.

“To kick-start the process, we will hire a financial adviser by mid-May,” he said. The government will not transfer PIA’s liabilities to the buyers and only its core business will be up for grabs.

“My assessment is that if we sell 50% of shares, the airline will become profitable from day one after privatisation,” he said.

Those employees that were not associated with the core business would be kept in the PIA holding company and nobody would be laid off before and after privatisation, he added.

Over the years, PIA’s cumulative losses have swelled to Rs191 billion. In 2013, the national flag carrier posted a loss of Rs43.65 billion.

However, it reduced losses by 77% in the first quarter (January-March) of this year as they came down to Rs1.98 billion compared to Rs8.62 billion in the comparative period in 2013.

The focus was on restructuring and privatisation at the same time, Zubair said.

UBL and OGDC

From next week, the government will kick off the process to sell 20% shares of United Bank Limited. The Privatisation Commission chairman will hold roadshows in seven major cities around the world and at least $430 million is expected to be collected in revenue. This offer will be closed by the first week of June.

The government is running against time to earn a minimum of $850 million by issuing Global Depository Receipts equal to 10% shares of Oil and Gas Development Company on the London Stock Exchange.

Zubair acknowledged that there were difficulties in meeting regulatory requirements of London authorities by May 15 and if the deadline was missed, the share float would be delayed until September.

However, the government was confident of finalising the deal for offloading 5% shares of Pakistan Petroleum Limited in domestic capital markets by the third week of June.

Power plants

Discussing the privatisation of power companies, Zubair stressed that the sell-off alone would not solve the problems, but agreed that privatisation was an important part of power sector reforms.

He said they were also focusing on the post-privatisation regulatory framework for the sector.

He pointed out that the government had advanced the privatisation calendar of power distribution companies and now the process would begin next year. The Faisalabad Electricity Supply Company will be privatised by March 2015.

PMLN after creating a chaos between media army and general public is doing PRIVATIZATION and selling each and every asset!!! Did anybody hear anything about this from Imran Khan or Asad Umar or PPP opposition or media? NO!!

That's a news. I always thought why they are not selling Roosevelt Hotel to improve the service of PIA by utilising the same funds for better. It was a profitable deal for us but when you need such a amount to run your normal affairs, you need to not think twice.

British Airways did the same when they were having losses. Halifax bank closed all the operations outside UK when they were having losses. PIA should have done this long ago, sell all your assets which you have acquired abroad and focus on your prime business first.

If we sell 50% shares, PIA will be back to profit. But If we sell 100% shares, the money can be further used to purchase aircraft.

You don't want to see Privatization (at least 26% shares). You don't want Hotels (at least 50% shares) being sold. You don't like the idea of purchasing 20 new fuel efficient aircraft on lease

So whats your solution to bring $1.9 Billion Loss to 0 ?

Nawaz Sharif has always sold state property. It does make the Country look like it has money but once the property is sold he has no plan to make the money work and expand. He'll spend it on some small projects here and there, give some to some politicians, and in the end all it does is it makes us look good on paper for a little bit. We need a strategy other than just sell everything you've got.

Nawaz has allies but he can't be PM forever he needs to make sure the country can operate without "his connections" as well.

firstly the hotels are not in losses...

start with depoliticizing the institution, take it from PM's discretion, make it an independent corporation through amendment in its charter. PIA has monopoly on many routes, it can recover faster by efficient management than by selling out assets and getting easy money.. and this again will not solve the issue of bad management, which is causing PIA the losses..

further I already said to lease the hotels, they will raise same amount of money and we will still be retaining the asset, rather than to sell it off foolishly.
 
The public sector has no place in running hotels on behalf of an airline.
As long as the hotels aren't sold undervalued, and as long as there is no corruption and personal commissions involved, it's fine.

Well does it really make a sense that an international airline is running a hotel somewhere in United States of America? who is not even it's main customer? As I gave an example of Halifax Bank, during recession Halifax was making lots of money from overseas including Pakistan but their main business hub was United Kingdom where they started incurring losses due to recession. So what they did is, they said they didn't want to lose the business in UK, so they sold all their assets overseas to bring the money back in the United Kingdom and started focusing back to banks in UK only. After a couple of years they are standing in a good position to restart their business overseas if need be.

We bought Roosevelt Hotel when we were one of the best airlines in the world, it's time to sell it (even if that means sell to the Government of Pakistan) to pay off it's rising debts so it can focus on it's main business

It really sounds funny that an organisation incurring billions of rupees of losses each year owns 700-800 million dollars of Hotel somewhere in alien world and not using its assets for the business it intends to do forever.

If we sell 50% shares, PIA will be back to profit. But If we sell 100% shares, the money can be further used to purchase aircraft.
After 100% selling of shares why would government provide any funding to PIA as it will be fully privatized.

If we can't sell the profitable business of Hotel then we can probably sell the falling business of Airline. That means PIA will be transforming her business from Airlines to Hoteling :)

If they don't sell the assets and sit idle, The Government can prefer to continue subsidising them forever and keep the burden of PIA on her shoulders forever. The only alternative is, our economy grows dramatically so The government offers them like 2-3 billion dollars out from their pocket to use it for total overhaul of PIA and major changes backed by dollars and sensible management revamps the PIA from scratch.

PIA ki first priority Airlines hain na ke Hotel is liye baaqi sab batain less priority ki hain. Agar Hotel acha chal raha hai lakin aik bohat bari investment ko block kiya howa hai to harj nahi ke socha jaye ke us fund ko release kaise kar sakte hain apne main business ke liye. Agar aap ne jaise bola ke usay lease pe de dain to lease main kya milna hai.. Lease main jitna rent milna hai us se zayada to shayad hum net-earnings main already kama rahay hon ge. Lease pe business tab detay hain jab abundance of money hoti hai aur business ko expand karne ke liye property lease pe di jaati hai. Lease se to shayad 15 saal main saari investment recover ho gi. Hamain 2014 main funds chahiye.. jo sirf sell karne se hi mil sakte hain. We had a detail discussion about Roosevelt Hotel back in 2011/12 and most people on PDF agreed that we should sell it.
