That's why they have to import it all. In reality, they should be building/manufacturing their own weapons!

Turkiye is fairly democratic. Perhaps one of the only real functioning democracies of the Muslim world.

You mean Saudis specifically. One would find extremes of both wealth and poverty amongst Arab people, the same is true of ability and knowledge. That being said, Iran's doctrine and that of Saudi Arabia is very different and more so because of experiences. For Iran, in particular the 8-year Imposed War in which it was severely handicapped. As such, whereas Iran is keen on being independent in the military sphere whereas Saudi Arabia is keen on maintaining a technological and numerical advantage, which in the absence of other means is done almost exclusively through purchases.
