It is true that many everyday Pakistanis are friendly towards Indians, in fact I suspect they have a kind of reluctant grudging admiration. (Ok don't shoot me Pak people - yes I know toilets, poverty blah blah) .
When the Indian Mars mission reached orbit, I happened to be passing through Dubai and talked to several Pakistanis, ordinary folk, I got the distinct feeling that they were very proud that a South Asian country did this. In fact my cabbie who was Pakistani was very excited ( he also cracked a joke that he was surprised that Indians who he said were very bad drivers actually found Mars ! We both laughed about it) .
I had a similar experience in Malaysia, again with a Pak cabbie who refused to take money from me because I was Indian. On the way back my cabbie was a Sikh and he tried to over charge !!! So there you go...figure it out.
Unfortunately I don't think these very hospitable people have much say in their country's policy towards India and that policy is unfortunately quite insufferable and unwarranted.
