I think so Manmohan Singh for best for India in given time.
His image as non-corrupt and very intelligence leader is helping India on international. Specially in this economy downturn because of his skills as one of the best economist in world he drove Indian economy out of turmoil very successfully.

He has very polite and strong opinion for many of our foreign policies as well as India's position at G20 got stronger because of him.

He silently started many big projects on micro economy scales too.

Again he is one of the most educated leader any nation can have at this time.
