In what appears to be the result of sustained diplomatic pressure from India, the United States on Friday declined to commit any funds to help refugees affected by Operation Zarb-e-Azb, resulting in the failure of the third Donors’ Conference to raise the target $380 million needed to fund the government’s return and rehabilitation program.


In the eyes of the finance ministry, the biggest setback came from the United States that did not commit any funds at the conference held at the PM House. US Ambassador to Pakistan Richard Olson was expected to announce $250 million for internally displaced persons (IDPs). That expected announcement was also one of the main reasons behind holding the third Donors Conference, said a senior finance ministry official.

After the launch of Operation Zarb-e-Azb, an action the US government had been persistently asking Islamabad to undertake, the government has held conferences with foreign governments and aid agencies to try to raise money to help the people of the tribal regions displaced by the military’s actions against the Taliban.

In the second donor conference, held on November 11, the government asked for $753 million (Rs75.4 billion) for a return and rehabilitation programme. The government managed to get $375 million in commitments from the World Bank and European governments, including $150 million from the UK, $108 million from the World Bank, and $76 million from Italy, but nothing from the United States. US officials were expected to have announced their government’s commitment at the third conference.

But when Olson did not make any commitments on behalf of Washington, the conference effectively collapsed, leaving Finance Minister Ishaq Dar disturbed and questioning the very rationale for calling the meeting in the first place. In his last meeting with Dar, Olson had told the finance minister that the US would disburse $532 million to Pakistan under the Kerry-Lugar assistance package, of which $250 million would be for the IDPs, according to one finance ministry official.

In recent days, however, the United States has come under sustained diplomatic pressure from India over its financial assistance to Pakistan. New Delhi wants the US to stop all aid to Pakistan until terrorists it accuses of having masterminded attacks on Indian soil are caught and punished. A US embassy official claimed that the US had provided approximately $100 million for the IDPs, but a finance ministry official contradicted that account, saying that the numbers quoted by the US officials were amounts pledged in the past and related to wheat procurement and processing.

The setback comes at a time when the Pakistan Army has announced that it will be safe for the IDPs to return to their homes starting in February. The government has been scrambling to find the funds for the return and rehabilitation program ahead of that deadline. While the finance ministry has so far disbursed Rs30 billion for Operation Zarb-e-Azb, the government has been resorting to desperate measures to raise more revenue, including raising the sales tax on petrol from 17% to 22%.

More than 300,000 families have been displaced from their homes in the tribal areas, mostly from North Waziristan. The Pakistan Army estimates that there has been significant damage as a result of the military operation against the Taliban, with 47% of the infrastructure in Waziristan estimated to have been completely destroyed and even much of the remaining 53% being badly damaged. Miranshah and Mir Ali are among the worst affected towns.

Out of the Rs75.4 billion ($753 million) requested by the government, Islamabad wants to spend Rs12.5 billion for cash disbursement, Rs11.5 billion for rehabilitation costs, Rs1.4 billion for transportation and Rs15 billion for compensation of damaged private property, Rs5 billion for restoration of basic services and Rs30 billion for reconstruction activities. The government has also sought $350 million (Rs35 billion) for establishing a Counter Terrorism Task Force over the long term.

The only decision taken at the third Donors Conference was an agreement on using the ‘Support and Management Secretariat’ of the Engineers Division of the army as the central secretariat for rehabilitation of the IDPs and spending on infrastructure projects. The donors will also coordinate with Fata Secretariat for implementation of the projects.

What did you expect? the US has never actually fully followed through with it's commitment claims, unless it has no other choice. It asks others to do more, but we all know that the US itself never follows it's own advice. Pakistan was promised that the US would station troops on the Afghan border to catch fleeing terrorists, never happened; the US swore that it would send military aid in the form of anti-insurgent equipment (helis, MRAPS) to Pakistan, only received the MRAPS becaues the US didn't want to spend any money taking it back home, and the US swore that Pakistan would receive complete financial compensation in order to offset the cost of this war, we're still waiting on that as Pakistan continues to be cheated out of what it is rightfully owed.

Pakistan was alone from the beginning of this operation, and it will finish this alone, with or without the US's help.

Why are we getting so mad at US for not giving us AID??? When they do give Aid our public and some newly married leaders call OUR War on terror as war of the west for dollars and totally disregard the fact that these terrorist killed 60000 worthless civilians and 132 Army men children. We block their supply in response to drone attacks because we think artillery is more accurate than drones. While protesting against drones we also forget that drone was the one who took revenge of 50000 worthless civilians and killed Hakim Ullah and Baitullah Mehsood. So lets stop this "Sub Amerika aur yahoodiyo ki wajah sey hai aur Amerika key har kaam mein sazish hai"

As usual, blame India and the evil Yindoo banyas for pressurizing America!! So what's new? India has become the convenient whipping boy for everything going wrong in Pakistan.

I think this is getting beyond silly. This Indian paranoia isn't going to help. Next: Nawaz has constipation. Blame India.

Secondly, how about diverting funds amounting to billions of rupees from your useless nuclear weapons program which will never be used (whatever happened to your doctrine of 'minimum deterrence'?) You priorities are all mixed up. They need to be re-worked.

Pakistan delayed the operation by three years..all through Kayani's tenure, American were pleading Pakistan to start ops in North Wazirstan(DO More), because that was the time, Americans were interested finishing Taliban once in for all.

If you had these ops three years back, Pakistan was in bargaining position to get monetary aid as well as military one.

But Gen Kayani decided not go ahead with the ops probably hoping to sway these terrorists back on home team.

Now Americans are no longer interested, they have wrapped up their combat operations and just concentrating on training of ANA.

Now you are truly alone.

I see that majority of Pakistanis are of the mind that Zarb e Azb is in Pakistan's own interest.

I also see that majority of the Pakistanis are against taking any aid from the US.

What I don't see is where is the problem.

And if it is true that Pakistanis are against any aid from the US, then I suppose India must have done a favor to Pakistan by blocking the American aid, if it really did.

However, if it is not true that Zarb e Azb is in favor of Pakistan, then why would the Army displace its own people at others' orders?

Those are the pitfalls of a transactional relationship. You win some, you lose some.

Besides the "let us spend our own money on weapons and housing societies while you pay for our poor and hungry" policy usually does not gain traction easily these days.

In the long run I think it's a good thing that we take care of this ourselves. This is our war and they are our people to take care of. Damn them if they don't want to help.

eat 1 roti ,but with your own money , no need to beg in front of anyone , we need to take care of our people, a common man does not trust the govt or else Pakistani's can give enough money to rebuild the entire FATA region

I agree with your entire post but the last line Indian sentiment........"you are alone". Alone means Isolated, No friends or support system. Let's see shall we?

1) US is providing more aid to Pakistan. The Pentagon just announced that they will provide ongoing support to the Pak Army in its operation. The USG is also providing assistance in many regards to the nation of Pakistan.

2) Pakistan somehow managed to get around $ 100 billion investment from the Chinese, the ME and the Russians. This is in addition to what the US is already providing. When all this money is used in projects, it'll create millions of jobs and within the next three years, will put Pakistan on track to be one of the fastest growing economies around the globe. It is the 6th highly populated country and as soon as the peace is restored and terrorism eliminated, the country will move rapidly towards modernization, trade expansion and industrialization. Just about 3 years away.

3) Pakistan is getting into trade, defense and tot / technology sharing projects with countries that were once distant to her. And specially from a defense standpoint, were in India's court.

So by looking at all the above, I fail to see where "Pakistan is alone". I think they've finally corrected their path to get rid of Talibans and terrorism once and for all. A better future and an economically growing country is just around the corner, starting in 3 years.
