1) He is a MoS in the MEA, this is part of his job
2) He is a former Army general (COAS no less) so is a leader of men and leaders lead from the front in Indian Military
3) He has expereince in these missions (the Yeman evacuation was led in a similar way) and has proven what an asset he can be on the ground.

Agreed with C-17 but frankly speaking he just boarded the plane, landed, took few pictures when people were being boarded and then he himself boarded. The whole operation was spearheaded by Indian Embassy in SS. What role exactly he played as the crew was specially trained in these missions like U said. He is ex COAS so like he had controlled whole Army from his Office so he could have just stayed in his Office and handled it from there. But like I said it was more like "We Care" gesture and thats it.
