Direct taxes/revenues must be in "hard currency" vs. "softy currency"
US/British gov can collect taxes and use the money to pay for oil and tea and toys.
Punjab gov can collect taxes but CANNOT pay for anything except salaries.
why cant we pay for goods like British or US?
got it......We have to pay for goods, services, and interest payments etc. in dollars (or other hard currencies or gold).
Because our national currency is not accepted in the international payments like dollars / pounds / Euros.

Now I hear that Chinese currency is being accepted in some international transaction. But it is very very limited in scooper. When Chinese sell, they want dollars, ours as payments from majority of their buyers.
