One woman reported a rape every 15 minutes on average in India in 2018, according to government data released on Thursday, underlining its dismal reputation as one of the worst places in the world to be female.

The highly publicised gang rape and murder of a woman in a bus in New Delhi in 2012 brought tens of thousands onto the streets across India and spurred demands for action from film stars and politicians, leading to harsher punishments and new fast-track courts.


But the violence has continued unabated.

Women reported almost 34,000 rapes in 2018, barely changed from the year before. Just over 85 percent led to charges, and 27 percent to convictions, according to the annual crime report released by the Ministry of Home Affairs.

Women’s rights groups say crimes against women are often taken less seriously, and investigated by police lacking in sensitivity.

“The country is still run by men, one (female prime minister) Indira Gandhi is not going to change things. Most judges are still men,” said Lalitha Kumaramangalam, former chief of the National Commission for Women.

“There are very few forensic labs in the country, and fast-track courts have very few judges,” said Kumaramangalam, a member of Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP).

The rape of a teenager in 2017 by former BJP state legislator Kuldeep Singh Sengar gained national attention when the accuser tried to kill herself the following year, accusing the police of inaction.


Five months before Sengar was convicted last December, the accuser’s family had to be provided with security after a truck crashed into the car she was in, injuring her and killing two of her relatives.

A 2015 study by the Centre for Law and Policy Research in Bengaluru found that fast-track courts were indeed quicker, but did not handle a high volume of cases.

And a study in 2016 by Partners for Law in Development in New Delhi found that they still took an average of 8.5 months per case – more than four times the recommended period.

The government statistics understate the number of rapes as it is still considered a taboo to report rape in some parts of India and because rapes that end in murder are counted purely as murders.

India should strengthen law enforcement and speed up trials
Earlier women used to hide out of shame and reprisal. A lot has changed and with improved law enforcement, legal changes as well as increased awareness , hence the increased reporting.

This is shameful but why blame the whole country of 1.3 billion people for few criminals.



With these numbers if we do simple calculation, then rape rates (per 100000 people) in the state of Pakistani Punjab would be higher than India. What should Pakistan be renamed as ? Fair call?

Not to mention the shear number of unreported cases, the over sexualisation of bollywood, and the popular 'rape dvds' sold in their markets.

India recorded an average 87 rape cases every day in 2019 and 4,05,861 cases of crimes against women during the year -- a rise of over seven per cent from 2018 -- shows latest data released by the National Crime Records Bureau.

The "Crimes in India -2019" report shows that crimes against women have gone up by 7.3 per cent last year. The crime rate registered per lakh women population is 62.4 per cent in 2019, up from the 58.8 per cent figure of 2018.

The country had recorded 3,78,236 cases of crimes against women in 2018, data shows.

In 2018, 33,356 rapes were recorded across the country, up from 32,559 in 2017, according to the data from corresponding years.

"Majority of these cases under the Indian Penal Code were registered under 'cruelty by husband or his relatives' (30.9 per cent) followed by 'Assault on women with intent to outrage her modesty' (21.8 per cent), 'kidnapping and abduction of women' (17.9 per cent)," the NCRB data for 2019 showed.

Not only women, the figures collated by NCRB also indicate an upward trend in cases linked to crimes against children. From 2018, the crimes against children have gone up by of 4.5 per cent in 2019.

A total of 1.48 lakh cases of crime against children were registered in 2019, of which 46.6 per cent were cases of kidnapping and 35.3 per cent cases were related to sexual offences.

The NCRB, which functions under the Union Home Ministry, is tasked with collecting and analysing crime data from across the country. The agency has compiled the three-volume report after collating data from 36 states and UTs and 53 Metropolitan cities.


Once again, the home ministry clearly said the latest data has not been shared by West Bengal, which is why 2018 data has been used to arrive at national and city-wise figures.

Union Home Secretary Ajay Bhalla thanked all states and UTs who carried out the mammoth exercise to collect data during the coronavirus outbreak.
