thr is when they tell u too stop and u still not listen to the security forces. Cisf is a kind of security force not they don't police around and cross others. So the guy must hv tried to breach the security parameter.

The worker, who did not possess a pass, asked the security personnel to permit him to enter the mines. Soon an altercation broke out between the two. In a fit of rage, the constable fired three rounds at the worker from a close range. The worker sustained bullet injuries on the head and died on the spot.

Let the investigation report come in. Media reports are not very good source, cisf personals never guard tha gate alone, second why a mine worker was ready to hv verbal fight with armed jawan just because he didn't had pass, offices are outside he could hv got a pass from thr.
