The World Bank has cancelled a $100 million loan to Pakistan for a natural gas efficiency project due to no progress in achieving the development objectives and a lack of interest on the part of the gas distribution company.

The project, which was to be carried out by Sui Southern Gas Company (SSGC) in its distribution areas in Karachi, interior Sindh and Balochistan, was aimed at enhancing the supply of natural gas by reducing physical and commercial losses of gas in the pipeline system.

A World Bank report said the failure of the project led to its closure and, as a result, the levels of unaccounted-for gas (UFG) remained high while continuing to drain the precious natural resource, Dawn reported.

Spurt in illegal connections

Illegal connections, one of the drivers of UFG, were increasing at a rate faster than the countervailing reduction of technical losses.

Justifying its rating of “unsatisfactory,” the World Bank report said it should have exercised caution and not proceeded with a project that did not receive sustained interest from the board and management of SSGC, which had insufficient ownership in the project.

Against the original commitment of $200 million, the bank had disbursed only $0.25 million.

The Ministry of Petroleum and Natural Gas was keen on the reduction of UFG, which was on the rise at the time of the project preparation and increased further during the project implementation phase.

Oil and Gas Regulatory Authority (Ogra) had imposed a penalty on gas companies for UFG beyond the benchmark of 4.5 per cent.

Paper work

Bureaucratic processes within SSGC also contributed to procurement delays and bid expiration. The SSGC management attributed the failure of the project to the procurement process.

Most of UFG comes from dilapidated or deteriorating pipelines, leaking joints, gas theft in the form of tampered-with metres, illegal connections and malfunctioning metering equipment.

The World Bank undertook a strategic review of the project, which identified strong implementation challenges with no progress towards achieving the development objectives of the project as well as no disbursement against project-related activities.

Russia wants India and Pakistan to resolve all their differences, including the Kashmir issue, through peaceful means, the Russian envoy said on Saturday.

Russian ambassador to Pakistan Alexey Y Dedov said Pakistan and Russia are also closely cooperating in efforts for restoration of peace in Afghanistan, Radio Pakistan reported.

Talking about the China-Pakistan Economic Corridor project, Dedov said Russia strongly supports the project as it is crucial for Pakistan’s economy and regional connectivity.

He pointed out that CPEC is component of China’s Silk Road and his country was also working on a similar Eurasian Economic Union and China and Russia are holding discussions to merge the two projects.


Asked about North-South gas pipeline project of Pakistan, the Russian Ambassador said they are eager to realise the project at the soonest.

The Ambassador said the two countries are closely cooperating in different areas but there is need to enhance the volume of bilateral trade.

Russia and Pakistan rebuilding their ties after decades of mistrust during the Cold War and have recently given gestures in deepening ties.

China rejects criticism against CPEC

In a rare rebuttal, a senior Chinese diplomat has denied allegations of corruption and unequal distribution of projects under the USD 46 billion China-Pakistan Economic Corridor and sought public support against "disinformation" campaigns targeting it. Acting Chinese ambassador in Pakistan Zhao Lijian yesterday addressed a seminar organised by Strategic Vision Institute (SVI) — a local think tank — in Islamabad.

Dawn reported today that the Chinese embassy, known for quiet diplomacy, had all along been uneasily watching allegations of unequal distribution of projects among provinces, lack of transparency, corruption in CPEC projects, and environmental concerns. But it seems that the embassy officials have are now finally pushing back at the critics of the China-Pakistan Economic Corridor (CPEC).

"CPEC is working well. But there are some people who are maligning the project, which enjoys the support of most of the people of Pakistan," he said while responding to a question about the embassy's handling of the objections being voiced by different quarters. The main criticism of the project has been that Punjab was the main beneficiary at the cost of smaller provinces. Zhao said some called it 'China-Punjab Economic Corridor', but the reality is that Balochistan had a larger share in the project.

"Then why not call it China-Balochistan Economic Corridor," he said addressing the detractors. He further dismissed allegations of corruption. "This is all taxpayer's money. These are investment projects. How can we tolerate corruption or bribe," the diplomat said, adding a transparent bidding process was in place for award of the projects. About the alleged secrecy, Zhao said all information was readily available.

Citing the presentations at the seminar, he said where did all these people get their figures? "Some people are making false allegations," he observed and said public support was needed to counter the "disinformation" campaigns by the opponents of CPEC. In his briefing, he sought to allay concerns of environmentalists about the coal power projects. "All international standards are being complied. Environmental issues would be taken care of," he said.

Zhao also said that China was committed to complete the project and several early harvest schemes will mature in three-year time. He also said that bulk of the money for the CPEC was investment by Chinese companies while Chins has also given soft and grants also for some projects. Zhao who uses Muhammad Lijian Zhao for his twitter account said he was using social media to dispel impression of any criticism against the CPEC.
