Representatives of the Taliban are invited guests to the Texas headquarters of Unocal to negotiate their support for the pipeline. Future President George W. Bush is Governor of Texas at the time. The Taliban appear to agree to a $2 billion pipeline deal, but will do the deal only if the US officially recognizes the Taliban regime. The Taliban meet with US officials. According to the Daily Telegraph, “the US government, which in the past has branded the Taliban’s policies against women and children ‘despicable,’ appears anxious to please the fundamentalists to clinch the lucrative pipeline contract.” A BBC regional correspondent says that “the proposal to build a pipeline across Afghanistan is part of an international scramble to profit from developing the rich energy resources of the Caspian Sea.” [BBC, 12/4/1997; Daily Telegraph, 12/14/1997] It has been claimed that the Taliban meet with Enron officials while in Texas (see 1996-September 11, 2001). Enron, headquartered in Texas, has an large financial interest in the pipeline at the time (see June 24, 1996). The Taliban also visit Thomas Gouttierre, an academic at the University of Nebraska, who is a consultant for Unocal and also has been paid by the CIA for his work in Afghanistan (see 1984-1994 and December 1997). From now to 2020, world oil consumption will rise by about 60%. Transportation will be the fastest growing oil-consuming sector. By 2025, the number of cars will increase to well over 1.25 billion from approximately 700 million today. Global consumption of gasoline could double.

The two countries with the highest rate of growth in oil use are China and India, whose combined populations account for a third of humanity. In the next two decades, China's oil consumption is expected to grow at a rate of 7.5% per year and India’s 5.5%. (Compare to a 1% growth for the industrialized countries). It will be strategically imperative for these countries to secure their access to oil.

EL SEGUNDO, Calif. (AP) _ Unocal Corp. withdrew from a consortium planning to build a pipeline across Afghanistan, saying low oil prices and turmoil in the Central Asian nation have made the project too risky.

The proposed 1,005-mile pipeline would cut across Afghanistan to link oil and natural gas fields near the eastern shore of the Caspian Sea to Pakistan.

The project was lopped off Unocal's agenda as part of a general cost-cutting campaign by the company to offset low worldwide oil prices, spokesman Barry Lane said Monday

The earlier contenders for the project, first mooted in the 1990s, were the U.S. oil and gas company, UNOCAL, and its Argentinean rival Bridas. Both had initially agreed to pay 300 million dollars to Afghanistan per annum as a premium for using the land.

But in December 1998, Unocal said it was withdrawing from the Central Asia Gas (CentGas) pipeline consortium for business reasons and no longer had any role in supporting the development or funding of this project. Bridas, too, had withdrawn from the project and analysts suggest this was due to security reasons.

1998-1999 the Taliban changed its mind and threw UNOCAL out of the country and awarded the pipeline project to a company from Argentina. Isn't that strange?

John Maresca VP of UNOCAL testified before Congress and said no pipeline until the Taliban was gone and a more friendly government was established. Isn't that strange?

1999-2000 The Taliban became the most evil people in the world. Isn't that strange?

Niaz Naik, a former Pakistani Foreign Secretary, was told by senior American officials in mid-July that military action against Afghanistan would go ahead by the middle of October. Isn't that strange?

Karzai has been the talk of many conspiracy theories over his supposed consultant work with Unocal (Union Oil Company of California), since acquired by Chevron in 2005.[45][46] Spokesmen for both Unocal and Karzai have denied any such relationship, although Unocal could not speak for all companies involved in the consortium.
