Hornet is not coming for many reasons

1) Money
2) No third Indian carrier
3) Will not fit on current Indian carriers
4) Load will be almost non existent if it flies from ramp with no CATOBAR
5) As you mentioned, CAASTA. Biden just appointed Burns as CIA Director, massive Russia hawk so expect hard time for them...
