Ok, what I meant to say was - If somebody has 8 babies in such a weird fashion, where all the applicable laws of land are broken, how is state gonna act? What I meant by normal was since they paid off monetarily will that help take care of all the illegalities in the matter? or the state will punish the couple, surrogate mothers as well..

Anyways, I was not expecting any better response from your likes..

So that means, China's one child policy is not effective enough.. Is it a right thing to say? I mean as number of millionaires in China are increasing they would use all the means to have more babies just because they can afford it.. My assumption could be wrong, what's your or any other Chinese take on this?

Frankly speaking, I think on-child policy is very effective especially in rural area of China, without this policy, the population of China will be much more than now. Some millionaires want more babies and they can afford the penalty,most of them want 2-3 babies, octomom is just a special case, that's ok for me.

Now, most parents born in 1980's are the only child of the family, so they are allowed to have two babies, but more than 60% of them still want 1 child, cause they think one child is ok and they can have enough resource to educate and raise this child

I agree from population control POV but I read some where that people have multiple kids in rural areas as well its only that they hide the information to avoid paying penalties.. does that really happen?

They will move to another place to bear baby, so nobody will know they have child already.

Rich people will always find a way around potential blockages to their own agenda's, to be honest I don't see what is the issue? A rich person having 8 children can educate and support 8 people to become productive persons of society. As compared to a person with 8 children

Without the 1 child policy I think China's economy with not have been as robust as it is today. Lets face is More people = more resources consumed and back in the 90's that was something China did not have.

Singapore use to have a 2 child policy in the 80's, it helped contribute to Singapore success today but it did create a population decline which the government is trying to combat now. Looking at what we have today I can't say I complain about their decisions then.

Ultimately the more urban a country get the people will generally want less children, I already know of many China couples who only want one child. I think the CPC has succeeded very well in two areas.

1. Educating people to be equally happy with having a daughter as opposed to having a son.
2. Educating people to also be satisfied at having 1 child and aim for a higher quality of life.

For point no. 1 I actually asked people on the trains about their opinion and they supported this notion, it goes to show the perception of change in society which I think is a very positive step.
