Homi Sethna, who would later become chairman of the Indian Atomic Energy Commission, declared, “I can say with confidence that the initial cooperation agreement itself has been the bedrock on which our nuclear program has been built.”

In short, India flaunted nuclear arms control by ruthlessly exploiting Atoms for Peace, a programme meant for civilian use, to train nuclear scientist and using CANDU reactor designs for its military nuclear programme.
