Plastic rice is a suburban myth. The food that is shown is served in Indian Railways to all, not specifically to Indian army.

Now go and cook some rice if you are not on food stamps, make a ball and try to throw it on floor. It will bounce for sure.

This video was taken in a railways train where food is provided entirely by IRCTC Ltd.
So IRCTC gives plastic rice to every passenger and not just army.

Thus this is not under army's responsibility.
At the most they can complain to Railway Ministry but other than that they can do nothing else as army has zero authority over railways.
