Please notice the clear reference to
"information leading to the arrest or conviction", which means that the US does not currently have any credible "information that could lead to the arrest or conviction of Hafiz Saeed".
A UN designation is not the equivalent of a court trial, and the UN designation does not place any requirements on Pakistan to arrest Hafiz Saeed or extradite him to another country. The UN designation places certain restrictions on the finances and inter-State movement of HS, but that is pretty much it.
