Long once when our ombudsmen system had not only yet started self “reforms” and established a separate new entity viz “Pakistan Ombudsmen Forum” in establishing of which we have attained specialization, the federal ombudsman had also not yet started handling a million complaints a year. The then Federal Ombudsman addressing the Executives participants of a Course at NIPA stated that today (that time) while working the functionaries remained constantly afraid if a citizen might go to the ombudsman. In simple wording it was a claim that the functionaries were afraid of from the Ombudsman. This senior citizen’s experience and firm unshakable belief is that none is afraid of from any ombudsman in our today’s beloved motherland. If ever the bureaucracy was afraid of from any Ombudsman, he was the then Federal Ombudsman, so far unmatched for, Mr. Justice Sardar Mohammad Iqbal.

The Federal Ombudsman in July 2014 directed the public utility companies to fix the due date for consumers to pay their bills up to the seventh day of the coming new month instead of the last dates of each month. In compliance to the directive of country’s Ombudsman the Karachi Electric Supply Corporation very next month to this directive issued Two Bill in August 2014. I received one Bill with last date as on 26.08.2014 and second Bill with last date as 29.08.2014. Since then all its monthly Bills as usual in pre-directive period came with last dates of the month. No on completion of One Year of the Directive August 2015 Bill is with last date 27 August 2015.
3. Is someone afraid of any ombudsman? KE is a self speaking naked answer.
4. No one needs to be afraid of from anyone in our beloved land of pure. Those who are expected to be afraid are since knew well Directives of such nature are spiritless just routine not to be monitored by those who issued, they don’t care. No functionaries can really be made afraid of, for this senior citizen with 45 plus years rich experience, unless as a very first step the official wo dealt with this Directive File in the Federal Ombudsman Secretariat is not immediately taken to task with immediate termination for his negligence and failing to follow, pursue and monitor the implementation of the Directive. However, I am sure in the coming Annual Report to be presented to the President this would stand counted as a “justice” delivered to the ailing humanity.
5. The memories of this senior citizen are failing him but it was peraps the first half of 90s when our “highest” court took a suo moto ordering elimination of smoke omitting rickshaws from Karachi. The Court assigned its progress to the Karachi Bar Association. The newspapers periodically carried news about progressive hearings attending by various authorities including IGP etc and a deadline was fixed. During my visit to Karachi sitting in a rickshaw surrounded by clouds of smokes which citizens daily faced on M.A. Jinnah Road, I asked the driver that he had only a few days left or to put in garage his rickshaw. This senior citizen can never forget the old aged illiterate Balochi driver. He said “Babu, the judge who ordered going to court sits in air conditioned car with tinted glasses reading fresh newspaper, the smoke on road is out of his eyes and he would soon forget if he ever issued any order on smoke”. The old driver was not worried at all. From then onward every year during a month leave I inhaled this smoke for more than 15 years. As is nature, the smoke from rickshaws eliminated – thanks to the CNG and not to any Directive.
