Pakistan is short of about 3,500 MW. Excess capacity with the power plants is only about 1000, with peak demand and peak production there would still be about 2,500 MW shortage which cannot be overcome in a day.
Secondly electricity is not a commodity like Sugar or Wheat that can be stolen and hoarded / smuggled out. Electricity theft implies that people are consuming electricity but not paying for it thus overall supply /demand balance does not change.
Therefore stopping theft altogether; something impossible in itself in Pakistan environment; would not make additional electricity that others can use. It only means that power plants will get paid for what is actually produced but total consumption remains the same.
I stand by my assertion that power shortage cannot disappear overnight.
