Locked down doesn't mean everything lock down. Few things shoukd be opened, otherwise robberies will start. It's a common sense.

There is a difference between lock down and curfew.

Lock down means "stay inside" but can go out for emergency or to buy very essential things änd our idiot people took it as granted.

Curfew.....means you can't go out even not in emergencies.
