I agree there is a social side of the story too. But then you have to compromise on quality and expense as government companies cannot always deliver as good as private ones

It is not difficult to achieve quality, If you enforce the quality standards that exist! Have you used the roads built by FWO? I have and they are are very well built.
 
Short term goal of railways:
- electrify all lines and switch all cars to electric engins.
- Start R&D to build electric trains (Pakistan in the next 20 years is going to need a lot of electric trains for rail and metros)
- Improve rider experience

Long term goals:
- bullet trains that connect all 4 corners of Pakistan
- Privatization and turning ministry of rail into ministry of transporation.

Honestly, all of this can be done in 30 years.

Japan went from feudal kingdom in 1850 to a world power by 1880.
Korea did it from 1960 to 1990
Tainwan, Hong Kong and Singapore also did it in 30 years.

You can only do it in 30 years if we stop stepping on each other's toes and do it as a nation with a united cause. That unity is lacking right now only because we have built a society with so many self inflicted inhibitions and in order to feed those we are ready to sacrifice our own. And I am not taking sides here because it is true of all parties involved.
 
ZKB is doing most of the CPEC projects and their quality surpasses FWO's by miles and their fleet of equipment also is much larger as well more modern. ZKB is doing Hakla - D I Khan motorway as well the difficult D I Khan - Zhob section of N-50. They are also doing Lahore - Multan motorway, Hazara Motorway, Lahore Eastern bypass including bridge over Ravi, Lahore Orange Train Package 2 (took over after the first contractor screwed up) and many more..

Also there is Habib Construction Ltd. and many others who can do these projects and have the capacity.

NLC has been blacklisted by most ministries due to their below par quality of work. FWO is doing the upgrade of super highway to Hyderabad - Karachi Motorway, Lahore Sialkot Motorway, Swat Motorway and all of these projects have shown the incompetence of FWO so far.
Considering the amount of corruption present in both these organizations, Naya Pakistan railway contracts is more like refurbished Pakistan.
 
Sheikh Rashid pledges to make railways self sufficient by year end

ISLAMABAD (APP) – Minister for Railway Sheikh Rashid Ahmed Monday expressed his firm resolve to make Pakistan Railways self sufficient by December 30, this year by overcoming its whooping Rs 37 billion annual deficit.

Talking to media, he said work had already been started to minimize the railways deficit. A meeting of railway high officials has been summoned in Lahore on coming Saturday to prepare a comprehensive roadmap for rehabilitation of Pakistan Railways.

Talking about railway’s modernisation he said, the passengers of second and third class carriages would be provided air conditioning facility, while modern escalators would be installed at the stations to facilitate elder passengers and special persons.

Lahore-Rawalpindi railway track would be dualised under China Pakistan Economic Corridor (CPEC) and the travelling time between Lahore and Rawalpindi would be reduced to two and a half hours.

The length of Kalowal to Jhelum railway track would be reduced from existing 65 km to only 15 km by eliminating unnecessary curves. National Logistic Cell and (NLC) and Frontier Works Organisation (FWO) would be asked to construct Gujar Khan to Jhelum railway track, he added.

He said, as many as 32 railway stations would be upgraded including Chaklala and Margalla railway stations in Rawalpindi and Islamabad respectively.

Efforts would be made to double the freight traffic, he said and added, rail plazas and food streets would be constructed near the stations in collaboration with private sector.

E ticketing system would be improved further and travel agents would be authorized to issue railway tickets.

He also asked people to send practical suggestions through social media for improving Pakistan Railways and also pinpoint anomalies, or anything objectionable in trains, or at the railway stations.

The railway carriages would be named after the sponsoring companies.

A massive tree plantation would be started along the railway track right from Kemari to Peshawar, he said and urged land grabbers to voluntarily vacate their illegal possession of railway lands. He said that 5,000 studio apartments would be constructed for railway employees.

Pakistan Railways, he said, would not get subsidy from the government, if Rs 30 billion per annum pension of its retired railway employees was paid directly to pensioners by the government.

Responding to a question, he said Leh Expressway would be constructed under the China Pakistan Economic Corridor (CPEC) project. Train service would also be started on Leh Expressway from Rawat to Islamabad. He thanked media for supporting him while he was in opposition

It is part of the same project hence called Peshawar Karachi line aka ML1 and as per the map below its already dualized.

little off topic, but they should build a Karachi to Gawader line with new beach resort towns along the line. Would be good for the entire coast area.
