Text of PM's speech at the inauguration of new premises of CIC in New Delhi



Central Information Commission के इस नए भवन का लोकार्पण करके मुझे बहुत प्रसन्नता हो रही है।



अलग-अलग विभागों के संयुक्त योगदान की वजह से इस इमारत का निर्माण तय समय के पहले पूरा किया गया है। इमारत के निर्माण से जुड़े तमाम विभागों और कर्मचारियों को मैं बहुत-बहुत बधाई देता हूँ।



मुझे बताया गया है कि इस बिल्डिंग में environmental friendly Griha-IV rating प्राप्त की है। यानी

ये बिल्डिंग ऊर्जा की बचत के साथ ही पर्यावरण की रक्षा में भी सहायता करेगी। मुझे आशा है कि नई इमारत द्वारा कमीशन के कामकाज को और बेहतर तरीके से co-ordinate करने, integrate करने में मदद मिलेगी।



इससे कमीशन के पास आने वाले केसों की सुनवाई में भी तेजी आएगी। केस में तेजी आने का सीधा मतलब है कि कहीं न कहीं जनता से जुड़ी समस्याओं को निपटाने में भी गति आएगी।



साथियों, आज मुझे Central Information Commission के मोबाइल App को भी लांच करने का अवसर मिला है। इस App के माध्यम से नागरिकों को अपील फाइल करने, complaint दर्ज कराने में आसानी तो होगी ही, सूचना आयोग द्वारा दी जा रही जानकारी भी उन तक जल्द पहुँचेगी।



मुझे बताया गया है कि Central Information Commission द्वारा citizen service के लिए अनेक कदम उठाए गए हैं। लोगों की सुविधाएं बढ़ाने के लिए, शिकायतों के जल्द निपटारे के लिए CIC में ज्यादा से ज्यादा तकनीक का इस्तेमाल किया जा रहा है।



ये प्रसन्नता की बात है कि जब से कमीशन ने कार्य करना शुरू किया है तब से सबसे ज्यादा disposal of cases पिछले साल हुए हैं। मैं उम्मीद करता हूँ कि देश के नागरिकों की शिकायतों और सुविधाओं को ध्यान में रखते हुए कमीशन लगातार ऐसे ही अपने सिस्टम में सुधार करता रहेगा।



साथियों,

Democratic और Participative governance के लिए Transparency और Accountability बहुत आवश्यक है।



जब व्यवस्थाओं में पारदर्शिता आती है, लोगों के प्रति जिम्मेदारी बढ़ती है, उत्तरदायित्व का भाव होता है तो सरकारों के काम करने का तरीका और योजनाओं का Impact दोनों ही बदल जाते हैं।



ऐसे में Central Information Commission जैसी संस्थाएं transparency और accountability दोनों को ही बढ़ाने में महत्वपूर्ण भूमिका निभाती हैं।



ऐसी संस्थाएं trust based governance के लिए catalyst की तरह काम करती हैं। लोगों का सरकार पर भरोसा बढ़े और सरकार देश के Human Resource का पूरा इस्तेमाल कर सके, अपने देश के नागरिकों की आशाओं - आकांक्षाओं को ध्यान में रखते हुए फैसले ले सके, इसके लिए, इस तरह की संस्थाओं की बहुत अहमियत है।



साथियों,

मैं मानता हूँ कि empowered citizen हमारे लोकतंत्र का सबसे मजबूत स्तंभ है। पिछले 4 वर्ष में आपने देखा है कि किस तरह केंद्र सरकार ने अलग-अलग माध्यमों के जरिए देश के लोगों को Inform और Empower करने का प्रयास किया है।इतिहास में इस बात के अनेक उदाहरण मिलते हैं कि जब information को one way channel की तरह Treat किया जाता है, तो उसके कितने गंभीर परिणाम निकलते हैं। इसलिए हमारी सरकार one dimensional approach के बजाय, आधुनिक Information Highway के सिद्धांत पर काम करती है।



एक ऐसा हाईवे, जहां दोनों ही दिशा में Information तेजी से आने-जाने की व्यवस्था की गई है।



साथियों,

आज के आधुनिक information highway के पाँच Pillers हैं जिन पर हम एक साथ काम कर रहे हैं।



ये 5 Pillars हैं-

Ask,

Listen,

Interact,

Act, और

Inform



अगर मैं पहले स्तंभ Ask यानि सवाल पर विस्तार से बात करूं, तो सरकार की पॉलिसी और प्रोजेक्ट में, बेहतर governance के लिए लोगों के हर तरह के सवालों को प्राथमिकता दी जाती है। MyGov, जो दुनिया का सबसे बड़ा citizen engagement platform है, वहां लोग अपने तमाम सवालों के साथ सरकार के साथ जुड़ते हैं।



मैं आपको बिल्कुल ताजा उदाहरण दूंगा SRIJAN का। सृजन यानि- Station Rejuvenation Initiative by Joint Action. रेलवे के इस interesting Initiative में जनता अपने अनेक सवालों के माध्यम से सरकार का मार्गदर्शन कर रही है।



भाइयों और बहनों, Information highway का दूसरा Piller है- ‘Listen’।



आज देश में ऐसी सरकार है, जो लोगों की बात सुनती है। CP-GRAMS पर जो सुझाव दिए जाते हैं, सोशल मीडिया पर जो सुझाव दिए जाते हैं, उन पर सरकार गंभीरता से ध्यान देती है।

हमारी सरकार में अनेक बार लोगों से मिले सुझावों, उनके Feedback के बाद पॉलिसी में परिवर्तन तक किए गए हैं।



साथियों, सवाल और सुझाव जितना ही महत्वपूर्ण है Interaction और ये Information highway का तीसरा Pillar है।

मैं मानता हूं कि Interaction से सरकार और नागरिकों के बीच एक emotional connect भी स्थापित होता है।

लोगों के साथ Interaction बढ़ाने के लिए समय-समय पर सर्वे भी कराए जाते हैं। हर साल मई के महीने में हम ‘Rate My Government’ initiative भी लेकर आते हैं।

इसी तरह information highway का चौथा और महत्वपूर्ण Pillar है- ‘Act’

सवाल-सुझाव-संवाद के बाद अगर Action में कमी रह जाए, तो सारी मेहनत व्यर्थ जानी तय है।



इसलिए लोगों के सुझावों के आधार पर, उनके सवालों के आधार पर पूरी सक्रियता दिखाई जाती है। GST के दौरान भी आपने देखा होगा कि कैसे शिकायतों पर त्वरित कार्रवाई करते हुए नए नियम बनाए गए और नियमों में बदलाव भी किया गया।GST के बाद घटी हुई कीमतों का लाभ उपभोक्ताओं को मिल सके, इसके लिए National Anti-Profiteering Authority का गठन, बहुत हद तक इसी संवाद का परिणाम है। इसके अलावा आपने ये भी देखा होगा कि कैसे हमारी सरकार के अनेक मंत्री और मंत्रालय सिर्फ एक ट्वीट पर बड़ी से बड़ी शिकायतों का निपटारा कर रहे हैं। लोगों को अब अपनी रोजमर्रा की अनेक समस्याओं का समाधान, एक ट्वीट से मिल जाता है।



साथियों,

Information Highway का पाँचवाँ स्तंभ है- ‘Inform’



ये सरकार का कर्तव्य है कि वो नागरिकों को अपने Actions के बारे में सही सूचना दे। इसलिए हमारी सरकार ने Information को real-time, online उपलब्ध कराने का एक नया तंत्र विकसित कर दिया है।



वेबसाइट पर DashBoard के माध्यम से लोगों को योजनाओं के बारे में अपडेट देने का काम पहली बार इसी सरकार ने किया है। स्वच्छ भारत के तहत कितने शौचालय बने,



सौभाग्य योजना की क्या प्रोग्रेस है, उजाला योजना के तहत कितने LED वितरित किए गए, मुद्रा योजना के तहत कितने लोन स्वीकृत किए गए, ऐसी अनेक महत्वपूर्ण जानकारियां अब online उपलब्ध हैं।



भाइयों और बहनों, पहले ऐसा भी देखा जाता था कि अलग-अलग लोग एक ही तरह की Information मांगते हैं। ऐसे में अलग-अलग लोगों को Reply करने में सिस्टम का समय और संसाधन, दोनों ज्यादा खर्च होता था। इसके निदान के लिए हमारी सरकार ने जो कॉमन सवाल होते हैं, उससे जुड़ी Information को संबंधित विभागों और मंत्रालयों के वेब पोर्टल पर अपलोड करने पर जोर दिया।



इसका फायदा ये हुआ है नागरिकों को अब प्रक्रियाओं से जुड़ी information, योजनाओं से जुड़े statistics, Online उपलब्ध हैं। इसके अलावा हर मंत्रालय, जरूरी सूचनाओं को SMS द्वारा भी लोगों तक पहुंचा रहे हैं।



साथियों, आज भारत तेजी के साथ digitally empowered society की ओर बढ़ रहा है। Information technology का इस्तेमाल न सिर्फ प्रक्रियाओं को आसान बनाने के लिए किया जा रहा है बल्कि इस तकनीक ने transparency और quality of service भी सुनिश्चित की है।



सरकार द्वारा Citizen services को ज्यादा से ज्यादा सुविधाजनक बनाने के लिए Digital Technology का विस्तार किया जा रहा है।



जनधन अकाउंट, आधार और मोबाइल यानि JAM की त्रिशक्ति से सरकार ये सुनिश्चित कर रही है कि सरकारी योजनाओं का लाभ सही हाथों तक पहुंचे। लोगों के बैंक खातों में सीधे पैसे ट्रांसफर करके सरकार ने 57 हजार करोड़ रुपए से ज्यादा गलत हाथों में जाने से बचाए हैं।अब ज्यादातर मंत्रालयों की वेबसाइट पर प्रोजेक्ट्स की Real Time Tracking हो रही है।



मनरेगा के तहत जो काम हो रहा है, प्रधानमंत्री आवास योजना के तहत जो काम हो रहा है, उसकी

जीओ-टैगिंग कराकर, सैटेलाइट तस्वीरों के माध्यम के निगरानी की जा रही है।



दशकों से जो सिंचाई परियोजनाएं अधूरी थीं, अटकी हुई थीं, उनकी मॉनीटरिंग के लिए ड्रोन का भी इस्तेमाल किया जा रहा है।



आप सभी के बीच मैं पिछले हफ्ते हुई प्रगति की बैठक का भी जिक्र करना चाहता हूं। पिछले हफ्ते हमने प्रधानमंत्री कार्यालय में केदारघाटी में जो पुनर्निर्माण का कार्य किया जा रहा है, उसकी ड्रोन कैमरे द्वारा Live मॉनीटरिंग की।



टेक्नोलॉजी का ऐसा इस्तेमाल संभवत: प्रधानमंत्री कार्यालय में भी पहली बार हुआ।

केदारघाटी में कैसे नए रास्ते बन रहे हैं, कैसे नई दीवारें बन रही हैं, बाबा भोले के मंदिर के आसपास की जगह को ठीक किया जा रहा है, वो सभी कुछ ड्रोन कैमरे ने सीधे हम सभी तक पहुंचाया।



साथियों,

प्रगति की बैठक भी देश के लोगों को एक अधिकार, एक Right देने का माध्यम बनी है।

ये अधिकार कानून में नहीं लिखा है, लेकिन मैं समझता हूं देश के लोगों को इसका भी अधिकार है।



ये Right है, सरकार की योजनाओं के समय पर पूरा होने का अधिकार।



हमारे यहां तीन-तीन, चार-चार दशकों से अनेक योजनाएं अटकी हुई थीं। इन्हें पूरा करने का बीड़ा हमारी सरकार ने उठाया। अब तक प्रगति की बैठकों में लगभग साढ़े 9 लाख करोड़ रुपए की योजनाओं की समीक्षा की जा चुकी है।



इस तरह के अनेक प्रयासों से ही Transparency बढ़ रही है और इसने बहुत बड़ा प्रभाव हमारे Work – Culture पर डाला है।



तय समय पर पूरी हो रही योजनाएं, तय लक्ष्य में पूरी हो रही योजनाएं, Next Generation Infrastructure बनाने में आई Speed, उनका Scale, ये तभी संभव हुआ है, जब बिल्कुल Ground Level पर जाकर प्रक्रियाओं को सुधारा गया है और Transparency स्थापित की गई है।



अब इस इमारत का ही उदाहरण लीजिए। Central Information Commission का गठन करीब 12 साल पहले किया गया था। तब से लेकर आयोग का कार्य किराए की इमारतों में चल रहा था।



2014 में NDA सरकार बनने के बाद सभी प्रक्रियाओं को तेज किया, इस इमारत के लिए 60 करोड़ रुपए स्वीकृत किए और तेजी से काम शुरू करवाया गया।



महत्वपूर्ण ये कि इसका निर्माण कार्य इस महीने के आखिर में पूरा होना था, लेकिन संबंधित विभागों ने सारा कार्य पूरा करके पिछले साल नवंबर में ही Commission को इसका कब्जा दे दिया।



मुझे याद है पिछले साल ही मुझे दिल्ली में ही डॉक्टर आंबेडकर इंटरनेशनल सेंटर के लोकार्पण का भी अवसर मिला था। इस सेंटर को बनाने का फैसला हुआ था 1992 में। लेकिन 23 साल तक कुछ नहीं हुआ।



इसके बाद, इसी सरकार में शिलान्यास हुआ और लोकार्पण भी।व्यवस्थाओं में जो ये बदलाव है, इसका विस्तार संसद से लेकर सड़क तक, प्रधानमंत्री कार्यालय से लेकर पंचायत भवन तक, हर तरफ देखा जा रहा है।



आपकी जानकारी में होगा कि अभी हाल ही में वाणिज्य मंत्रालय में कई दशक पुराना एक विभाग बंद हुआ है।



ये विभाग था Directorate General of Supplies and Disposals. इसमें करीब ग्यारह सौ कर्मचारी थे, जिन्हें अब अलग-अलग विभागों में शिफ्ट किया जा रहा है।आपकी जानकारी में ये भी होगा कि ये विभाग क्यों बंद हुआ है।



साथियों,

जब नई व्यवस्थाएं जन्म लेती हैं, तो पुराने को Replace करती हैं। हमारी सरकार ने Goods और Services के Public Procurement के लिए Government-e-Market यानि GeM प्लेटफॉर्म बनाया है, ये उसी का परिणाम है।



सरकारी खरीद में होने वाले भ्रष्टाचार को खत्म करने में, सरकारी खरीद की प्रक्रिया को Transparent बनाने में GeM पोर्टल बड़ी भूमिका निभा रहा है।



GeM पोर्टल के माध्यम से अब देश का छोटे से छोटा उद्यमी, देश के दूर-दराज इलाकों में रहने वाला आदिवासी भी अपना Product सीधे सरकार को बेच सकता है।



इसके अलावा सरकार ने अलग-अलग स्तर पर प्रक्रियाओं को सरल करके भी सिस्टम में पारदर्शिता लाने का प्रयास किया है।



ग्रुप सी और डी की नौकरी के लिए इंटरव्यू खत्म किए जा चुके हैं। श्रम कानूनों के पालन के लिए 56 रजिस्टरों की संख्या को घटाकर अब मात्र 5 कर दिया गया है। श्रम सुविधा पोर्टल पर अब सभी फॉर्म ऑनलाइन भरे जाते हैं।



ऐसी हर window जहां government और public का interaction होता हो, वहां Human Interface कम करने और उस व्यवस्था को digitize करने का प्रयास किया जा रहा है।



Artificial intelligence और data mining के द्वारा नागरिक को reliable और meaningful information दी जा रही है।



साथियों,

ये हमारी ही सरकार में संभव हुआ है कि दशकों पुराने 1400 से ज्यादा अनावश्यक कानूनों को खत्म किया गया है।आपने बीते दो-तीन वर्ष में देखा होगा कि कैसे पद्म सम्मान को लेकर भी सरकार ने एक पारदर्शी सिस्टम तैयार किया है।



इस पारदर्शी सिस्टम की वजह से अब देश के दूर-सुदूर इलाकों में, समाज के हित में अपनी जिंदगी खपा देने वाले लोगों को भी सामने आने का अवसर मिला है।



साथियों,

जब सरकार और जनता के बीच की दूरी कम होती है, संवाद के नए और प्रभावी रास्ते बनते हैं, तो जनता भी खुद को decision making process का integral part मानकर, राष्ट्र निर्माण के कार्यों के लिए आगे आती है।



आपने खुद देखा है कि कैसे एक छोटी सी अपील पर देश के 1 करोड़ से ज्यादा लोगों ने गैस पर ली जा रही सब्सिडी का त्याग कर दिया।

Give it Up Campaign जनता और इस सरकार के बीच भावनात्मक संवाद का एक बेहतरीन उदाहरण है।

इसी तरह स्वच्छ भारत मिशन की बात करें तो, सड़क-गली-मोहल्लों में स्वच्छता, देश भर में शौचालयों के निर्माण, उनके उपयोग को लेकर जिस तरह का संवाद स्थापित किया गया, वो पहले कभी नहीं हुआ।



आयु-समाज-वर्ग के बंधनों को तोड़कर स्वच्छ भारत मिशन के साथ लोग पूरी तन्मयता के साथ, पूरे हृदय के साथ जुड़े हैं।एक और उदाहरण है बेटी-बचाओ, बेटी पढ़ाओ योजना का।

डंडा चलाकर नहीं, बल्कि समाज को जागृत करके, जिन क्षेत्रों में बेटियों का जन्म लेना ही अपराध माना जाता था, वहां के समाज को जागरूक करके, बड़े सकारात्मक परिणाम देखने को मिल रहे हैं। दो दिन बाद ही बेटी-बचाओ,बेटी पढ़ाओ के दो / तीन वर्ष पूरे हो रहे हैं और इस उपलक्ष्य में हमारी सरकार बेटियों के साथ सीधे संवाद का एक कार्यक्रम भी आयोजित कर रही है।



साथियों,

सिस्टम में जितनी ज्यादा Transparency बढ़ती है, Information का Flow आसान होता है, उतना ही लोगों का सरकार पर भरोसा बढ़ता है। पिछले तीन-साढ़े तीन वर्ष में हमारी सरकार ने व्यवस्थाओं में परिवर्तन लाकर लोगों के इस भरोसे को निरंतर बढ़ाने का काम किया है।



निश्चित तौर पर सूचना के इस प्रवाह में Central Information Commission की भी महत्वपूर्ण भूमिका रही है।



साथियों, आज इस मंच पर मैं एक और विषय चर्चा में लाना चाहता हूं। हमारे देश में RTI ACT की तरह ही ACT Rightly के सिद्धांत पर भी गंभीरता से ध्यान दिए जाने की आवश्यकता है। यानि अधिकार के साथ ही कर्तव्य की भी बात। नागरिकों के अधिकार के साथ ही उनके कर्तव्य क्या हैं, इस बारे में भी जागरूक किया जाना बहुत अहम है।



मैं मानता हूं, CIC जैसी संस्थाएं, जहां पर Public Interaction इतना ज्यादा होता है, वहां लोगों को ACT Rightly के बारे में ज्यादा बेहतर तरीके से समझाया जा सकता है।



कई बार ऐसा देखा जाता है कि कुछ लोग, जनसामान्य को मिले अधिकार का अपने फायदे के लिए गलत इस्तेमाल करने लग जाते हैं। ऐसी गलत कोशिशों का भार भी व्यवस्था को उठाना पड़ता है।



साथियों, अधिकार की बात करते हुए अपने कर्तव्यों को भूल जाना, संविधान द्वारा जो अपेक्षाएं की गई हैं, उन्हें भूल जाना, लोकतंत्र की मूल भावना के खिलाफ है। टेक्नोलॉजी का इस्तेमाल, नई सुविधाओं का इस्तेमाल मानवहित में हो, तभी बेहतर होगा। इससे किसी की स्वार्थ सिद्धि तो नहीं हो रही,

इसे देखना भी बहुत जरूरी है।



वर्तमान हालात का आकलन करते हुए, भविष्य की चुनौतियों को ध्यान में रखते हुए, हर जिम्मेदार संस्था को अपने अधिकार और अपने उत्तरदायित्व के बीच संतुलन बनाकर काम करना होगा।



मैं इस उम्मीद के साथ अपनी बात समाप्त करता हूं कि Central Information Commission, Information के माध्यम से लोगों को Empower करने का कार्य इसी तरह जारी रखे।

PM inaugurates new building of Central Information Commission in New Delhi





The Prime Minister, Shri Narendra Modi, today inaugurated the new building of the Central Information Commission (CIC) in New Delhi.

He noted that the building had been completed before the due date, and congratulated all agencies involved in the construction. He said the environment friendly Griha-IV rating would ensure energy savings, and help conserve the environment.

The Prime Minister expressed hope that the new building would help in better coordination and integration in the working of CIC.

Talking about the launch of the mobile App of the CIC, the Prime Minister said this would enable citizens to file appeals with ease, and enable them to easily access information being made available by the Commission.

The Prime Minister said democratic and participative governance requires transparency and accountability. He said CIC plays a key role in this regard. He said such institutes work as catalysts for trust-based governance.

The Prime Minister said that an “empowered citizen” is the strongest pillar of our democracy. He said that over the last four years, the Union Government has been informing and empowering people through various means. He enumerated five pillars of the modern information highway.

He said the first pillar is to ask questions (Sawaal). In this context, he mentioned the MyGov citizen engagement platform. The second pillar is listening to suggestions (Sujhaav). He said the Government is receptive and open to suggestions received from CPGRAMS or on social media.

The third pillar is interaction (Sanvaad). He said this establishes a connect between the citizens and the government. The fourth pillar is activity (Sakreeyta). The Prime Minister said that during the implementation of GST, there was active follow up on complaints and suggestions.

The fifth pillar is information (Soochna). The Prime Minister said that it is the Government’s duty to inform citizens about its actions. He said the Government has begun a new practice of providing information through real-time updated, online dashboards. Information on progress of schemes such as Saubhagya and Ujala has been made available, he said.

The Prime Minister said information commonly asked for is being uploaded on web portals of the concerned departments and Ministries. He said digital technology is being used to improve transparency and quality of citizen services. Similarly, projects are being tracked in real-time. He said that in a meeting of PRAGATI last week, the progress of reconstruction works at Kedarnath was monitored through a drone camera. He said the PRAGATI meetings have helped speed up projects worth over 9 lakh crore rupees.

The Prime Minister gave the example of the closing down of the Directorate General of Supplies and Disposals. He said that public procurement is now being done through the Government e Market, or GeM platform. This is helping end corruption and bring transparency in government procurement, he added. He also spoke of minimizing human interface in government-people interactions.

The Prime Minister said that as transparency in the system increases, there is more trust in the government.

He said that citizens should be aware both about their rights and their duties. He said that the CIC can also explain to people, the importance of “Acting Right.” He said that in the quest for rights, it is important not to forget duties. He said that keeping in mind the present conditions and future challenges, every responsible institution should balance its rights with its duties.

Monitoring of Cyber Space

The Ministry has recently set up a Cyber & Information Security Division to look into matters relating to cyber-crime & information security etc. Ministry of Home Affairs is implementing the ‘Cyber Crime Prevention against Women and Children (CCPWC)’ scheme from NIRBHAYA funds during the period 2017-2020, which inter alia, aims at setting up an online cyber-crime reporting platform to allow public to report complaints of cyber crime including child pornography and facilitate removal of child pornographic content in coordination with concerned ministries. This Ministry has also issued an advisory on “steps to check phone frauds” dated 12th February 2018 to all State Governments/UT Administrations.

Fixing minimum wages for domestic work

Many of the State Governments like Rajasthan, Kerala, Punjab, Tamilnadu and Tripura have included domestic workers in the schedule of the Minimum Wages Act and the domestic worker are therefore entitled to file cases before the concerned authorities in case of any grievance in this regard. The registration of the placement agencies is a State subject. An advisory has been issued to all the State Government requesting them to take steps for formulation of a policy at their own level for regulating these placement agencies. Moreover, meetings have been held on 6/12/2017 & 12/2/2018 at Shillong and Kolkata respectively where representatives of the Ministry of Labour and Employment, ILO, representatives of the State Governments and other stakeholders had participated to discuss the matter.

Survey to assess number of self-employed persons under PMMY

Cognizance of E-Mail Communications

Central Secretariat Manual of Office Procedure (CSMOP) lays down broad procedures for process management in the Central Secretariat. E-mail is one of the modes of communication provided in the Manual. The Department of Administrative Reforms and Public Grievances has reiterated instructions contained in the CSMOP from time to time stressing on the need of following its provisions including acknowledging the communication received from MPs within 15 days, followed by a reply within next 15 days of acknowledgement sent.

Under the federal principle the State Governments have their own separate sets of Manuals of Office Procedure for their offices.

Abolition of Posts

The Department of Expenditure in its consolidated compendium of instructions/ guidelines dated 12.04.2017 directed all the Ministries/Departments to abolish all the posts which are lying vacant for more than five years and submit a report. At the same time, Department of Expenditure has also decided that now vacant posts would fall under deemed abolished category after a period of two/three years against earlier norm of one year subject to laid down conditions. Deemed abolished posts can be got revived from Department of Expenditure subject to fulfilling of stipulated conditions.

Transparent and Accountable Governance

The Group of Secretaries on Governance has recommended Single Online Platform to integrate all employees from “Hiring to Retiring”, Massive Open Online Courses platform for capacity building of all Government functionaries, comprehensive Development Role manual to be brought up for District/Block functionaries etc. as main recommendations for more transparent & accountable governance of government employees.



Improvement in public services to make them personless, paperless & cashless is an ongoing continuous process. Direct Benefits Transfer, Digital Locker, National Scholarship Portal, e-Office, Jeevan Pramaan etc. are some of the initiatives in this direction.

NITI Aayog launches Women Entrepreneurship Platform on International Women’s Day

NITI Aayog launched the Women Entrepreneurship Platform (WEP), on the occasion of International Women’s Day today. The initiative is aimed at building an ecosystem for women across India to realize their entrepreneurial aspirations, scale-up innovative initiatives and chalk-out sustainable, long-term strategies for their businesses.

CEO, NITI Aayog,Amitabh Kant, launched the WEP platform at NITI Aayog premises in the capital today in presence of UN Resident Coordinator in IndiaYuri Afanasiev, Kailash Kher, industry leaders and supporting partners. The WEP theme song “Naari Shakti” composed and sung by Shri Kailash Kher was released on this occasion.

Nominations for the Women Transforming India Awards, 2018 were also opened by Amitabh Kant and Yuri Afanasiev.

WEPwas envisaged by the CEO NITI Aayog during Global Entrepreneurship Summit (GES) last year in Hyderabad. It aims to power a vibrant entrepreneurial ecosystem through an enabling network of industry collaborations, partnerships, mentors and peer-to-peer connect.

Established under the leadership of Ms Anna Roy, Adviser (Industry) of NITI Aayog, the platform aspires to substantially increase the number of women entrepreneurs who will create and empower a dynamic New India.These aspirations are manifest in the three pillars on which WEP is built: Ichha Shakti (motivating aspiring entrepreneurs to start their enterprise), Gyaan Shakti (providing knowledge and ecosystem support to women entrepreneurs to help them foster entrepreneurship) &Karma Shakti (providing hands-on support to entrepreneurs in setting-up and scaling up businesses).

With an informative, interactive website to act as a dedicated resource and knowledge base, WEP aims to address the bottlenecks faced by both aspiring and established women entrepreneurs by streamlining information across government and private sector schemes and initiatives.

WEP is to operate within a broader framework of industry collaborations and partnerships, which cut across sectors in the economy. From providing unique services such as credit evaluation of women-led startups by CRISIL and potential equity investments through an INR 10 crore fund established by DICE Districts, the WEP opens up avenues of growth and opportunity for women entrepreneurs.

Other partner commitments include ShopClues.com, which has offered to provide internship and dedicated mentorship and Mann Deshi Foundation to provide digital and financial literacy to aspiring women entrepreneurs. Several other leading corporates and industry bodies viz. NASSCOM, CII, FICCI, SIDBI and Facebook have partnered with WEP to provide business acceleration, mentorship and other start-up support for women entrepreneurs, details of which can be accessed on https://wep.gov.in.

UAN Activated Members Can Know PF Balance Through Missed Call AND SMS Alert

Members registered on the UAN portal may get their details available with EPFO by giving a missed call at 011-22901406 from their registered mobile number. If the UAN of the member is seeded with any one of the Bank A/c number, AADHAAR and PAN, the member will get details of last contribution and PF balance. To avail this facility, mobile number must be activated with UAN at Unified Portal. Giving missed call from registered mobile number at 011-22901406 automatically gets disconnected after two rings. This service is available free of cost to the member. Moreover, these services can be availed from non-smart phones also.

The information for availing missed call facility and SMS service for getting PF balance and last contribution is now available on UMANG app also.

Universal Account Number (UAN) activated members may know their latest PF contribution and balance available with EPFO by sending an SMS at 7738299899 from registered mobile number. The Member has to SMS “EPFOHO UAN” to 7738299899. The facility is available in 10 languages viz. English (default), Hindi, Punjabi, Gujarati, Marathi, Kannad, Telugu, Tamil, Malayalam and Bengali. For receiving SMS in any of the languages other than English, first three characters of the preferred language needs to be added after UAN. For example, to receive SMS in Telugu, then SMS to be send will be “EPFOHO UAN TEL” to 7738299899

SMS should be sent from the registered mobile number of UAN. In response, EPFO will send last PF contribution and balance details of the member alongwith available KYC information.

Quarterly Employment Survey (July- September, 2017)

Labour Bureau has been conducting the Quarterly Employment Survey (New Series) since April, 2016 with the objective of measuring relative change in employment situation over successive quarters in sizeable segment of Non-farm Industrial economy covering 8 major sectors viz. Manufacturing, Construction, Trade, Transport, Education, Health, Accommodation & Restaurants and IT/BPO. Establishments having 10 or more workers are covered in this survey. These 8 sectors constitute around 81% of the total employment of units with 10 or more workers (Organized sector) in the Sixth Economic Census (6th EC).

The results of the first report revealed that total estimated employment as on 1st April, 2016 in the 8 selected sectors was 205.22 lakh. The successive reports from second quarter of Quarterly Employment Survey (QES) upto sixth quarter of QES revealed a consistent positive change in estimated employment by 77 thousand in second quarter i.e. 1st July 2016 over 1st April 2016, followed by 32 thousand in third, 1.22 lakh in the fourth quarter, 1.85 lakh in the fifth and 64 thousand in sixth quarter.


The results of the current, Seventh QES Report, once again reveal that there was an overall robust positive change of 1.36 lakh workers over the previous quarter i.e. 1st Oct, 2017 over 1st July, 2017, across 8 sectors at all India level. The annual change in employment for seventh round of QES over the corresponding period of preceding year (i.e. 01 Oct 2017 over 1st Oct 2016) reflects an increase of 2.5%. The sectoral break up revealed that there were positive changes in 7 out of 8 sectors viz. Manufacturing Sector (+89 thousand), Education Sector (+21 thousand), Transport Sector (+20 thousand), Trade Sector (+14 thousand), Health Sector (+11 thousand), Accommodation & Restaurant Sector (+2 thousand), IT/BPO Sector (+1 thousand) and only a small negative change in one sector viz. Construction Sector (-22 thousand) over last Quarter. Within construction, this negative change is attributed to construction of buildings and building completion and finishing. This may be due to seasonal activities as well as festivities.

Out of the total estimated change in Employment of 1.36 lakh, Female workers accounted for a change of (+) 74 thousand and Male workers accounted for a change of (+) 62 thousand. The number of Regular workers also marked a significant positive change of 65 thousand followed by a positive change of 44 thousand and 23 thousand in Contract and Casual workers respectively.


The results of Quarterly Employment Survey should strictly be interpreted in the light of Limitations of QES mentioned below.

The Sixth Economic Census (2013-14), revealed that there were 58.5 million establishments in operation employing 131.29 million persons. Further, out of 58.5 million establishments, 1.4% establishments were employing 10 or more persons. The list of all these establishments, employing 10 or more workers, in aforesaid eight major sectors in Sixth Economic Census (6thEC) was used as the sampling frame for present QES survey.


Since the frame of QES (New Series) has been drawn from 6thEC, the coverage of QES excluded all the activities which were outside the purview of 6th EC. Further, broad activities which were covered by 6th EC but excluded from the coverage of QES i.e. sectors other than selected eight sectors are Financial & Insurance activities, Agricultural activities other than Crop Production, other services not elsewhere classified etc.


Further, the QES does not capture the employment data from new units which emerged after the 6th EC. The Fieldwork for 6th EC was conducted during January, 2013 to April, 2014. Effectively the QES is covering employment trends in establishments having an employment size of about 2.40 crore workers only, against the 47 crore or more workers in total workforce.

Various Facilities for Beedi Workers

A total of 48 Lakh workers are registered under Labour Welfare Organisation who are engaged in beedi industry. Details are at Annexure-A.

12 Hospitals and 286 Dispensaries are functioning across the country under Labour Welfare Organisation to cater the health care needs of the Beedi workers and their families. In addition, financial assistance is given to beedi workers and their dependants, referred to other Government recognized hospitals for treatment of certain diseases. Details are at Annexure-B.

This Ministry is providing Housing Subsidy of Rs. 1.50 Lakh in three installments to beedi workers for construction of a pucca house under Revised Integrated Housing Scheme, 2016. So far, more than 7500 workers have availed the benefit of RIHS-2016.

Besides providing health care facilities through 12 Hospitals and 286 Dispensaries across the country, the following assistance is given to workers for treatment of certain categories of diseases, as under :-

The survey covers 8 major sectors which constitute around 81 percent of the total employment of establishments employing 10 or more workers as per the 6th Economic census, conducted during January, 2013 to April, 2014. The Sixth QES has shown an increase of 64,000 jobs during the April-June quarter of 2017. This increasing trend is observed over and above the four preceding quarters. The results also indicate a fall in manufacturing sector employment to the tune of 87,000. This is attributed to seasonal activities during this period since unit level data suggest that fall in employment was essentially registered in brick manufacturing units with the onset of monsoons.

The Unique Identification Authority of India (UIDAI) on Tuesday said the requirement of Aadhaar for opening new bank accounts or applying for Tatkal passports will continue, while the deadline for linking it to existing bank accounts and PAN has been extended by the Supreme Court.

“As per the Supreme Court’s order dated 13th March 2018, the requirement of Aadhaar for opening new bank accounts and applying for Tatkal passports under the relevant laws continue,” the UIDAI, which issues the 12-digit biometric identifier, said in a late evening tweet.

It, however, added that “for those who do not have Aadhaar, they are required to apply for Aadhaar and provide the Aadhaar application number while applying for availing the aforesaid services.”

The Supreme Court on Tuesday extended the March 31 deadline for mandatory linking of Aadhaar to avail various services and welfare schemes run by the government till its Constitution Bench delivered its verdict on the validity of the 12-digit biometric number and its enabling law.

Union Home Minister inaugurates the two-day International Police Conference on Cybercrime & Terrorism

The Union Home Minister Shri Rajnath Singh has called upon the Police Forces and Security Agencies of various countries to collaborate and defeat the threats posed by cyber crimes. Inaugurating the two-day Asia-Pacific Regional Conference of the International Association of Chiefs of Police (IACP), Shri Rajnath Singh said the Indian Government has taken digitalization to a new level by providing digital based services in many sectors to its countrymen. Across the world cyber-dependency has become widespread today. This has increased vulnerability to attacks against both civilian and military infrastructures, he added. Following is the text of the Union Home Minister’s address on the occasion:

“I extend you all a very cordial and warm welcome. I deem it a privilege to address you today on the occasion of this prestigious two-day Conference of the International Association of Chiefs of Police. It is heartening to note that the theme of this Conference: “Challenges to Policing in 2020: How is Cyber Space shaping our approach to Cybercrime & Terrorism, How do we perform with it and take advantage of it,” is indeed apt, relevant and most befitting, considering the current challenges the Police fraternity is facing day in and day out.

In the backdrop of the above theme, I have identified few essential key drivers, such as threats through Internet, Cyber Security, Cyber Crimes, etc., which are relevant and I am sure this Conference will deliberate on them. Let me now draw the attention of this gathering to each of the above factors, separately.

Internet, today, has become a favoured mode for communication. It has evolved as a backbone for financial transactions, social activities and is a bridge between the people and government. Internet's potential mass reach has driven many Governments across the world to evolve Digital programmes. Indian Government has taken digitalization to a new level by providing digital based services in many sectors to its countrymen.

In the fast changing technology world, computer based technologies are being increasingly used in various activities ranging from simple home security system to complex nuclear power plants or space programmes. The cyber-dependency has become widespread today. This has increased vulnerability to attacks against both civilian and military infrastructures.

Network outages, data compromised by hackers, computer malware and other cyber related incidents and crimes have affected our lives. As the number of computers, mobile users, digital applications and data-networks are increasing day by day, so do the opportunities for exploitation.

Governments, Defence forces, corporations, financial institutions, utility services, hospitals and other businesses collect, process and store a great deal of sensitive information on systems and transmit data across networks. With the growing volume and sophistication of cyber attacks, each one of us is required to protect sensitive information, as well as safeguard national security.

There are many risks, some more serious than others, like viruses, computer hacking, pilferage of data, stealing of credit card information, etc. Unfortunately, there's no 100% guarantee that even with the best precautions some of these things won't happen to you, but there are steps you can take to minimize the chances.

I am afraid, cyber attack would occur very often. Tools already exist to mount cyber attacks and they'll be improving over the next decade. We have already witnessed an increase in the number and severity of such attacks.

Cyber Crime has become an industry and many cyber crimes related tools and techniques are being offered as services. Even novice criminal with limited investments of money can afford to have such services at his disposal. The increase in digitization of the financial services with inadequate attention to setting up of robust process, controls and monitoring mechanisms has given new age fraudsters the opportunity to exploit these gaps leading to new types of financial crimes.

With cashless transactions on the rise and increased use of online by the citizens, this is another new area that has opened the eyes of the adversaries. We have to develop fool-proof software, particularly in the Banking Sector and effectively address the loopholes that have recently come

New technologies like Internet of Things, Virtual Currencies, Advanced Malware, Artificial Intelligence, etc. are fast spreading its tentacles. The Police are now expected to cope with such rapid changing technologies, as well. Across many countries many cyber criminals uses technologies like darknet, proxy servers, The Onion Router (TOR) services to hide their identity. Extensive use of VoIP, caller ID spoofing, use of crypto currencies, encrypted channel for communication, use of social media have virtually created syndicates of criminals irrespective of their nationality.

I would now like to delve into a very important issue that deserves your careful attention. Online radicalisation, self radicalisation, etc. have further added to the woes of Law Enforcement Agencies. Online radicalisation is just not a Law and Order or Extremism problem. Continuance of availability of such radicalised materials on Internet is likely to have drastic change in society and subsequently to humanity.

On the other hand, social media has also posed serious challenge to policing. The three main issues are:

(i) Law & Order


(ii) Cyber Crimes, Fake / Imitating Accounts, Financial Frauds, Malware delivery, drug and other illegal article sales, victimisation of Women & Children; and


(iii) Terrorism


We are making giant strides and improving business-connectivity with the outer world. We need an environment to instil confidence and create a congenial climate for this. The police has to make a paradigm shift to make this happen. Serious crime develops because the police and citizens do not work together to prevent decay of social norms and social disorder. The community policing faces a huge trust deficit. Level of trust is particularly very low amongst socially weaker section, economically poor, minority groups, women, elderly and children. Police forces need to be more democratised.

In conclusion, let me state that I anxiously look forward to the deliberations and recommendations this Conference would be making on the different agenda it has identified; and I am sure, we would be immensely benefited by this. As you will all appreciate, security and safety are twin issues the whole world is concerned about and no progress can be made, when the pillars of peace and safety are in danger, by elements that wish to thwart progressive developments.

I convey my best wishes to all the delegates, officers and all others associated in putting together such a wonderful Conference. I wish the proceedings a grand success.”

Rehabilitation of Rescued Bonded Labourers in the Country

Though the bonded labour system has been abolished by the Bonded Labour System (Abolition) Act, 1976, instances do come to notice.


The States from where bonded labour have been rescued and rehabilitated so far are: Andhra Pradesh, Arunachal Pradesh, Bihar, Chhattisgarh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu,Uttar Pradesh, Uttarakhand and West Bengal.



In order to assist the State Governments in the task of rehabilitation of freed bonded labourers, a Centrally Sponsored Plan Scheme for Rehabilitation of Bonded Labour has been in operation since May, 1978. The Government has revamped the Centrally Sponsored Plan Scheme into ‘Central Sector Scheme for Rehabilitation of Bonded Labourers, 2016’ with effect from 17th May, 2016. Under the revamped Scheme, financial assistance is provided for rehabilitation of a rescued bonded labourer at the rate of rupees one lakh for adult male beneficiary, Rs. 2 lakh for special category beneficiaries such as children including orphans or those rescued from organized & forced begging rings or other forms of forced child labour, and women, and Rs. 3 lakh in cases of bonded or forced labour involving extreme cases of deprivation or marginalization such as trans-genders, or women or children rescued from ostensible sexual exploitation such as brothels, massage parlours, placement agencies etc., or trafficking, or in cases of differently abled persons, or in situations where the District Magistrate deems fit. Rs. 20,000/- is provided as immediate assistance.

The Scheme also provides for financial assistance of Rs. 4.50 lakh per district to the States for conducting survey of bonded labourers, Rs. 1.00 Lakh per district for evaluatory studies and Rs. 10 Lakhs per State per annum for awareness generation.

The Bonded Labour System (Abolition) Act, 1976 and the bonded labour rehabilitation scheme mandate the States to provide for economic and social rehabilitation of the freed bonded labourers including their skilling and capacity building. States have also been specifically requested to make use of the prevailing skill development schemes for training of the freed bonded labourers.

Amendments to Maintenance and Welfare of Senior Citizens Act, 2007 under consideration of M/o Social Justice & Empowerment

Suitable amendments to the provisions of the Maintenance and Welfare of Parents and Senior Citizens (MWPSC) Act, 2007 are under consideration in the Ministry of Social Justice and Empowerment. Major amendments proposed in the existing Maintenance and Welfare of Parents and Senior Citizens Act, 2007 comprise, removal of maximum ceiling of maintenance allowance; extension of right to appeal to the respondents also; extension of benefit of revocation of transfer of property to parents also; reckoning of time limit for disposal of applications by the Tribunal from the date of receipt of application etc.

Ministry of Social Justice and Empowerment doesn’t maintain such data that a large number of senior citizens have been abandoned/denied maintenance by their children. As per the Seventh Schedule of the Constitution of India, ‘Police’ and ‘Public Order’ are State Subjects, and as such the primary responsibility of prevention, detection, registration, investigation and prosecution of crime including crime against Senior Citizens lies with the State/UT Administrations.

NITI Aayog to Release SATH-E Roadmaps Tomorrow

SATHE to introduce System-wide Governance Transformation in School Education

NITI Aayog will release comprehensive roadmaps and detailed timelines for its initiative ‘Sustainable Action for Transforming Human Capital in Education (SATH-E)’ project at NITI Aayog tomorrow on Saturday, March 17.

Shri Amitabh Kant, CEO, NITI Aayog and the Chief Secretaries of the States of Jharkhand, Madhya Pradesh and Odisha will release the forward looking blueprints after a day-long workshop with Principal Secretaries of the States, State Project Directors and other experts and representatives operating in the field.

These roadmaps, which operate between 2018 to 2020, lay out detailed interventions which will taken by the three participating States- Jharkand, Madhya Pradesh and Odisha – aiming to become ‘Role Model States’ in school education. These roadmaps present the first-of-its-kind, customized, action-oriented programmes, outlining interventions at the individual, district and State level.

The roadmaps were jointly prepared by NITI Aayog, the three States and the knowledge partners of the SATH Initiatives, the Boston Consulting Group (BCG) and Piramal Foundation For Education Leadership (PFEL).
