Kolkata: NITI Aayog would give a policy push to build India's cyber defence system, its member V K Saraswat said on Monday.

"NITI Aayog will give a policy push to build the country's cyber defence system for enhancing national security," Saraswat told reporters at an Indian Statistical Institute (ISI) event here.

NITI Aayog has replaced Planning Commission as a think tank.

He said that if a country's cyber defence system was weak, then the entire economy would be affected.

Saraswat, the former chief of DRDO and credited for developing several missiles, said that India needs to develop tools for this purpose.

"India needs to develop tools and software which have to be produced in-house. Now all are being imported from China and other countries," he said.

Saraswat said, "Thus we are vulnerable to cyber attacks. So our electronics policy should be geared towards that", he said.

Even if the country went for collaborations with other countries, those would have to be dependable ones, Saraswat said. "The country will have to create multiple layers in the cyber defence system which act as a deterrent to the enemies."

Bio defence was another area which India would also have to look at to defend itself from bio attacks, he said.

"India does not have an adequate database to determine whether diseases like avian flu, swine flu were instances of bio attacks", he said.

"Bio terrorism can create an all-round instability in the country. There are both state and non-state players in the neighbourhood who are potential adversaries", he said.

New Delhi: Pitching for a strong cyber infrastructure in the country, Home Minister Rajnath Singh on Saturday stressed that India should work towards developing its own servers.


Addressing students of the Jaypee Institute of Information Technology (JIIT) during a convocation ceremony in Noida, the home minister said: "As the home minister of the country, I don't have control on many of the cyber crimes here as the server is located elsewhere."

"In order to check growing cyber crime, we must develop cyber infrastructure," he emphasised.

Echoing Prime Minister Narendra Modi's call for building I-ways (information highways), the minister said: "We need highways, roads, but we also need I-ways in our country."

"Our neighbour China has shown us how we can challenge Google by developing its own operating systems," he added.

Talking about the ongoing Digital India Week launched by Prime Minister Narendra Modi on July 1, the home minister said: "Our government is not only promoting digital governance but I am confident that India will soon reinforce its digital dominance in the world."

Urging the students to use education in a constructive manner, Singh said: "Education while used in a constructive way is always beneficial to society but when abused it may prove dangerous."

Referring to new manifestations of terrorism, he pointed out that all militants are not illiterate.

"Some of them (militants) are highly qualified and technically sophisticated. This is a clear example of how technology can be abused for creating trouble in society," the minister said.

Noida: Don't try to be an Englishman, speak English when there is a need, Home Minister Rajnath Singh on Saturday advised students of a private institute here.

Addressing the students, Singh said many people had the misconception that he was against English.

"One should speak English when there is a need. But don't try to be an Englishman. 'English bolne se gyan nahi hota' (One does not acquire knowledge by speaking English only)," the minister said during his more than half-an-hour long speech delivered in Hindi.

He said no one should hate English but every Indian must have a sense of pride towards his or her own language.

"I am not talking about only Hindi but all Indian languages. Khali Angrez nahi bano. Pehle Bharatiya bano. (Don't become just an Englishman. Be an Indian first)," he said.

Singh also expressed dismay over many children of the present generation not wishing their parents "properly" and just communicating with a "hi" or "bye".

"Mata pita key pair choona aur unka ashirwad lena bhi zaroori hota hain. (It is necessary to touch the feet of parents and take their blessings). If a child is blessed by parents, no one can stop him from reaching the greatest heights in life," he said.

The Home Minister asked the students to always pursue positivity in life as negativity is harmful to the society.

"All terrorists are not illiterate. There are many terrorists who are highly educated. But their knowledge is used for negative thinking and negative works. When knowledge is used for negativity, it is bound to be destructive," he said as he addressed students at Jaypee Institute of Information Technology's convocation.

The Home Minister asked the students to take pride in India's rich cultural heritage.

"India today is recognised globally for its contribution to Information Technology. Our government is committed to provide digital governance.

"Digital India programme launched by Prime Minister Narendra Modi will not only attract investments but also give jobs to nearly 18 lakh Indians," he said.

Singh said India's software engineers have made the country proud with their talent and sheer hard work.

"We need to tap India's full potential in IT sector," he said.

Meeting on streamlining Internal Security mechanism Ministry of Home Affairs organized a meeting here today to sensitize the States about the existing and emerging threats to internal security situation in the Country.

The meeting was held to further streamline the institutional mechanisms for sharing information and to adequately meet the threats from terrorism. It was decided to strengthen the capacity building of the police officers in States through training programs, to be organized by central intelligence and security agencies.

Some instances of radicalization of youth in some States came up for discussion. Appropriate measures on counter radicalization including counseling of such youth and their families were also discussed.

The meeting also looked at the modalities of analyzing the suspected social media platforms run by terrorists and criminal outfits.

The meeting was held under the Chairmanship of Union Home Secretary, Shri L.C.Goyal and the representatives of central intelligence and security agencies, Directors General of Police (DsGP) and Home Secretaries of the 12 States attended the meeting.

Three day cyber security conference begins - The Economic Times

BENGALURU: A three-day cyber security conference 'Cyber 360' will begin on Monday (September 28). The conference aims to build capacity against the threats posed by cyber attacks and the potential threats it poses to corporates.

"What if IT companies are attacked? It might be the beginning of the end of the software industry," said Tobby Simon, president of Synergia Foundation, which has organised the event.

The threats are real, Simon said, and gave an example of how the personal details of army officers, including the Chief of Army Staff, were believed to have been compromised after an attack on the website of the Office of the Principal Controller of Defence Accounts.

The conference targets the central government's plans of Make in India, smart cities and Digital India and hopes to address the potential concerns related to data privacy and protection, intellectual properties, digital footprints and also explores the world of dark web and crypto currency .


"Bengaluru needs to build the capacity against these threats as it houses some of the leading R&D, BPO, IT and pharma companies. It also has some of the biggest startups in the country," Simon said.

National Security deputy advisor Arvind Gupta, US political scientist Joseph Samuel Nye, DGP (Fire Force) MN Reddi, former RAW chief Vikram Sood, among others, will speak at the event.

Cyber security to be ensured for the success of initiatives like ‘Digital India’; says Union Home Minister
The Union Home Minister, Shri Rajnath Singh inaugurated the Asia’s foremost Information Security Conference: Ground Zero Summit 2015 here today. The theme for the Summit is Digital India – ‘Securing Digital India’ . The four-day summit is being organized to deliberate upon various issues related to cyber security challenges emerging due to the latest technological developments.

Speaking on the occasion, Shri Rajnath Singh said that cyber security is a big challenge these days and ‘cyber barriers’ need to be created to tackle it. He said that the physical boundaries are still relevant in the internet era, though their importance has declined. He said that there is free flow of information through internet and this information does not come under the control of Border Guards, Customs declaration and Immigration authorities etc. Thus, the exact identity and location of the criminals committing crime through internet cannot be known as they are masked, he added. He said that in this inter-connected world, these criminals can be different, but their purpose is one i.e. to put the country and countrymen in danger.

The Home Minister also said that cyber world is the fifth dimension of security along with the earlier dimensions of security i.e. land, air, water and space. The crimes related to cyber world can be multi-layered, multi-location, multi-lingual, multi-cultural and multi-legal, that’s why it is difficult to investigate and reach to the criminal. He also expressed his concern over the increasing rate of cyber crime and related cases in the country. Shri Rajnath Singh said that the cases related to cyber crime have increased by 70% in the year 2014 as compared to the year 2013. There was an increase of about 64% in the year 2013 as compared to the year 2012, he added.

Shri Rajnath Singh said that ‘Cyber Terrorism’ is a big danger in the world along with cyber crime. Today, due to technology and internet, a person living in a remote area can have access to such information by which he can indulge in an act of terror, despite not being associated with any terror group. Such powers are also active in the cyber space which work in the direction of radicalization of youth in this direction. The Cyber security experts need to be alert specially towards the ‘online radicalization’, he said.

The Union Home Minister also said that cyber security needs to be ensured for the success of the initiatives taken by the Prime Minister, such as Digital India, Make in India and Smart Cities. He said that it is our duty that our critical infrastructure system should not collapse under any situation. This is also important that business continuity and disaster recovery plans are tested regularly and upgraded, he said.

Shri Rajnath Singh said that the Government has taken some initiatives in order to ensure cyber security such as forming a cyber policy i.e. a legislation on cyber space. The Government had also formed a committee under the chairmanship of Dr. Gulshan Rai, National Cyber Security Coordinator. On the basis of the recommendations of the committee, the Government has started making efforts to set up the “Indian Cyber Crime Coordination Centre” (I-4C). This will help in monitoring and capacity building of the cyber crimes and will also help the Law Enforcement Agencies in curtailing these crimes, he said.

Addressing the audience, Shri Alok Joshi, Chairman, National Technical Research Organisation (NTRO) emphasised that for the success of ‘Digital India’ and ‘Make in India’ initiative, respective domain specialists should understand their individual responsibilities and come forward to strengthen India’s digital frontiers in a Public-Private Partnership mode. He also suggested that a National Cyber Registry should be created as a repository of IT professionals. The repository envisions identification of a talent pool and, through sustained efforts could assist professionals to enhance respective domain knowledge. He also said that the protection of our National Critical Information Infrastructure is another challenge for the country. Awareness in this regard, both technical as well as procedural, is the key to success, he said.

The summit is being organized by the Indian Infosec Consortium (ICC), a not-for-profit organization formed by leading cyber security professionals of the country. With the events like Ground Zero Summit and formation of National Cyber Registry, ICC wants to consolidate the cyber security resources in the country and protect its cyberspace. The summit is the collaborative platform in Asia for cyber security experts and researchers to address emerging cyber security challenges and demonstrate cutting-edge technologies. It is a platform in the region providing opportunities to establish and strengthen relationships between the cyber security community and corporate, PSUs, Government and its defense establishments.

The summit will have more than thirty sessions by cyber security professionals, showcase of indigenous cyber security products and technologies and Make in India Exhibition of Indian cyber security start-ups. The eminent experts to address the summit include Air Marshal S.B. Deo, Chief, Western Air Command, Dr. Gulshan Rai, National Cyber Security Coordinator and Dr. K.D. Nayak, DG, DRDO. The panel discussion will also be held on ‘Make in India for Makers in India’. There will also be demonstration and sessions on issues related to telecom security, securing critical infrastructure in Digital India, cyber security in hospitals. In addition, there will be discussions on various cyber crime case studies, trends and investigation challenges from the Law Enforcement perspective in India.

I'm not blaming him. I'm proud that he is serving for nation.
And cyber security not only means destroying each other's infrastructure. It can be used for stealing technology.
 
I heard that IB spotted around 5000 hackers across India(my cousin was one of them) and are now being trained.

Good news if its TRUE. India needs to have hackers groups and base and ready to serve on any urgent given notice.
