Nine states share intel on controlling Maoist-related problems

As many as 19 Maoists, nine of them allegedly involved in the deadly attack on CRPF personnel last week, on Saturday were arrested from separate places in Chhattisgarh’s Sukma district, police said.

Of the nine Maoists who were allegedly involved in the Burkapal attack, six were rounded up from Chintagufa police station area while three others from Chintalnar police station limits, Sukma Additional Superintendent of Police Jitendra Shukla told PTI.

Around a dozen suspects were rounded up during joint search operations by the Central Reserve Police Force, the CoBRA and the district force in Chintalnar, Chintagufa and Burkapal areas of Sukma for questioning, he said.

“During interrogation, nine of them admitted to their involvement in the attack following which they were arrested today,” he said.

Those arrested were identified as Sodhi Linga (30), Sodhi Muda (45), Podiam Joga (38), Madkam Bheema (18), Rava Aayta (20) and Madkam Somdu (34) from Chintagufa, Vetti Malla (26), Muchaki Nanda (39) and Madvi Kosa (40) from Chintalnar, the ASP said, adding they all were active as members of Dandakaranya Adivasi Kisaan Mazdoor Sangthan (DAKMS)- a frontal wing of the Maoists.

In a separate action, 10 janmilitia members of the Maoists were on Saturday arrested from Kukanar police station area by a composite squad of the CRPF, the District Reserve Guard (DRG) and the district force, he said.

The 10 were allegedly involved in torching two trucks and opening fire at a police patrolling party in Kukanar area between Jagdalapur and Sukma on National Highway 30 on February 26, he said.

All the nineteen ultras were produced before a court in Dantewada district which sent them in judicial remand, the officer added.

On April 24, 25 CRPF personnel, belonging to 74th battalion, were killed in a Maoist ambush while patrolling in Burkapal area of the Sukma district.

Union Home Minister addresses the Review Meeting of Left Wing Extremism affected States

The Union Home Minister Shri Rajnath Singh presided over the Review Meeting of Left Wing Extremism affected States here today. Following is the text of his Opening Remarks made during the Inaugural Session this morning on Security Issues:


“Chief Ministers and Ministers of participating States, my colleagues the Ministers of State in the Home Ministry, National Security Advisor, Union Home Secretary, Union Defence Secretary, DIB, Director Generals of Central Armed Police Forces, Chief Secretaries and Director Generals of Police of the State Governments, Collectors and SPs of the 35 worst affected districts and other senior officers of the Government of India and the States.

- This meeting has been convened to jointly understand the different aspects of Left Wing Extremism with the 10 affected States, so that Left Wing Extremism can be countered with full force and competence. To discuss and work out an integrated strategy of Security and by giving impetus to Development in the 35 worst affected districts, the LWE influence can be eliminated.

- The whole country is agitated with the martyrdom of 25 CRPF personnel in the incident of April 24, 2017 in Burkapal, Sukma district of Chhattisgarh. In such situations, the challenge before us is to maintain focus and move towards our goal with speed, in a planned manner.

- I am concerned but not perturbed by the attack on the CRPF Camp by the Left Wing Extremists. Today’s meeting is therefore important because we have to consider and deliberate in totality, as to what would be our thinking, our strategy, our preparedness and how we have to use our resources. I have full confidence on you, and our forces and together, with a new strategy and with full force we will counter and achieve victory against Left Wing Extremism.

- India is the largest democracy in the world. However, Left Wing Extremism desires to weaken and make the roots of democracy hollow. The development of new India that our Hon’ble Prime Minister Shri Narendra Modiji is envisaging is based on development and strength of democracy. In order to free India from the influence of LWE that encourage violence and killing, it is necessary that we all should think and work in this direction. I believe that efforts to suppress democracy through the influence of the gun will never succeed.

- Today in this room Chief Ministers and Heads of Administrative and Police department of 10 States are present. You are the policy-makers as well as the implementation agencies. The fight against Left Wing Extremism is a coordinated battle on security and development fronts that has to be fought to finish and won. Who could be more suitable and competent than you all? The presence of our forces should instil fear in the Left Wing Extremists and a sense of confidence among the local people and tribals – ‘Let your action speak for itself’’.


- 12000 citizens of our country have lost their lives in violent activities of the Left Wing Extremists.

- Out of these 12000 people, 2700 are jawans of the Security Forces and the remaining 9300 are innocent and simple common people who are not guilty.

- The anti-development Left Wing Extremism not only target the Security Forces but also public property like roads, culverts, railway tracks, electricity and telephone towers, hospitals, schools, anganwadi and panchayat bhawans etc, that are created by the Government for benefit of the common man.

- It is evident from the destruction caused by the Left Wing Extremists that they do not want people to get facilities and access to the development, in the remote and inaccessible areas, because these facilities provide the path of economic and social progress, to the local people. It also joins them to the mainstream of the nation. The cancer of LWE flourishes in poverty or backwardness. Therefore, the LWE strategy is to ensure that the people of this area stay without electricity, without road, without education, so that the vested interest of the Left Wing Extremists continues unabated.

Solution SAMADHAN-

- The solution to the LWE problem is not possible with any silver bullet. There is no short-cut for it. For this short term, medium term and long term policies need to be formulated at different levels. There is need to find a solution for this problem and the strategy is available and encompassed in the word ‘SAMADHAN’ which means-

1. S- Smart Leadership

2. A- Aggressive Strategy

3. M- Motivation and Training

4. A- Actionable Intelligence

5. D- Dashboard Based KPIs (Key Performance Indicators) and KRAs (Key Result Areas)

6. H- Harnessing Technology

7. A- Action plan for each Theatre

8. N- No access to Financing


I would like to elaborate the new Doctrine ‘SAMADHAN’ for use in Security Operations:

1. S – Smart Leadership-

- You also know that effective leadership can lead to any desired outcome. A leader is the one who makes the impossible possible, converts failure to success and defeat to victory.

- The key properties of ‘Smart Leadership’ are:

Vision, Mission, Passion and Self belief.


- A leadership full of self confidence should have a solid vision on how he would envisage the challenges of the future and prepare his team and energise his team to a mission mode, in order to achieve his objectives. To make his team secure, disciplined and victorious, should be of paramount importance for him.

- The success stories of many police officers in India are inscribed in the minds of the common people, as to how they kept their teams alive with energy. On the Left Wing Extremism front, we also need such leadership, who despite adversity, keep their jawans full of enthusiasm and teach them only to win.

- Be it Central Forces or the district police, they will have to work under a coordinated strategy and plan. The most important thing is that the officers will have to lead from the front. Success in this regard cannot be achieved only by sitting in Delhi, Ranchi or Raipur.

- Unified Co-Ordination and Command is needed in the LWE Front. Along with Strategic Command, Unified Command is also required at the Operational and Tactical Level. Intelligence sharing is important too.



2. A-Aggressive Strategy-

You are aware that in the last three years, Government has seen good results from the Multi Pronged Strategy against Left Wing Extremism. Statistics of violence from 2014 to 2016 indicates this. In the year 2016, 150 percent Left Wing Extremists were killed as compared to the previous year 2015, and arrests and surrender taken together has seen an increase of 47 percent.


- In the year 2016, Left Wing Extremists have suffered heavy losses. They also mentioned this in their statements and documents. It is also true that Left Wing Extremists are constantly trying to take action against the security forces to increase the morale of their cadres, and undoubtedly the incident of the Burkapal of Sukma is one such example.


- Even in the year 2017, figures show that LWE incidents have decreased by 23.3 percent (377 to 289). But two to three incidents have occurred in which Security Forces have suffered heavy losses. Therefore, it is necessary that an analysis of these events is carried out, in order to assess the reasons as to why such incidents occur. The first session of the meeting will analyse the mechanism in place to combat Left Wing Extremism and other related issues.


- Today, we need to consider whether to react only after the occurrence of such events? Should our role not be Proactive?

- Learning from the old incidents, we need to bring aggression into our policy. Aggression in thinking, Aggression in strategy, Aggression in deployment of forces, Aggression in operations, Aggression in development and Aggression in road construction.

- We will have to be cautious that extremely defensive deployment may result in reduction of operational offensive.

- We have to consider that although the figures of the surrenders of the Left Wing Extremisms are increasing, but whether benefit of intelligence from these surrendered LWE cadres is being derived.

- We must ensure that the States take the ownership of LWE operations and CAPFs cooperate with them fully. At the same time, the forces on the Ground level should not lack leadership. "Unity of Purpose" and "Unity of Action" are essential for the success of operations.


3. M - Motivation and Training -

- The Government has superior resources, training, technology, than the Left Wing Extremists. But there is a need for better coordinated efforts to counter the strategy of the LWE.

- Success on this front cannot be achieved only by being emotional in this regard. The right vision, right strategy, efficient use of resources, knowledge of enemy strengths and weaknesses, training of their security forces, their facilities and arrangements of tools are necessary for success. So we have to consider all these issues correctly, point wise. Today's meeting is important in this regard.

- In the camps where the security forces are residing, proper facilities of power, water, connectivity should be provided so that the Security Forces may remain stress free. They should also be able to contact their family as per requirement.

- In addition to information about the place of posting, security forces should also have knowledge of language, dialects, traditions and culture so that they can adapt to the local conditions and earn the trust of the local people.

- Security forces must adhere to Standard Operating Procedures so that they are conscious about their own security.


4. A-Actionable Intelligence

- To develop actionable intelligence it is important that all intelligence agencies and security forces establish a good network with local people.

- Surrendered LWE cadre should be used for intelligence collection to the maximum possible.

- In comparison to Telangana and Andhra Pradesh, the Technical Intelligence Inputs in Bastar Zone of Chhattisgarh are very low and the reason for this is only 20 percent effective connectivity in Bastar. It is only 4 percent in a district like Sukma. There is a need to create special action plans through the Universal Service Obligation Fund (USOF) to increase connectivity across the entire LWE affected area.

- From the point of view of Intelligence, I believe that there is a need to depute Shadow Intelligence Officers to trace the prominent targets associated with Left Wing Extremism.

- There is a need to establish specific procedures between State Police and Central Forces for the exchange and use of intelligence.


5. D-Dashboard based KPIs (Key Performance Indicators) and KRAs (Key Result Areas)

- Key Performance Indicators (KPIs) and Key Result Areas (KRAs) should be determined both for the State Police and the CAPFs. This would not only help to assess the preparedness but also their performance, regular progress of its unit and individual abilities of each police officer.


6. H - Harnessing Technology -

- We are all aware that Technology is a Force Multiplier.

- Many technologies including Space, IT and Communication have brought revolutionary changes in the world. Many new techniques are also being used in dealing with law and order and the crime. On the LWE front, there is a need to use more of such latest technologies.

Now I would like to talk about the use of some Cutting edge Technologies : -

- Currently the use of the UAV is sub-optimal, that needs to be augmented both by numbers and by use in the right place.

- The Mini UAVs are extremely useful. Therefore, they should be procured and available in more quantities. We must try that with every battalion there must be atleast one UAV / Mini UAV.

- We need to use high resolution PTZ Cameras, GPS Tracking, Handheld Thermal Imaging, Radar, Satellite Image etc.

- We also know that Left Wing Extremists mostly use looted weapons. In order to prevent this, it would be advisiable to have


- Trackers in Weapons,


- Biometrics in smart gun triggers.


- Trackers should also be embedded in Shoes, BP jackets etc.


- In addition, Unique identification numbers should also be used in Gelatine and other explosive materials.


- States that do not have expertise in such state of the art technology, the Central Government can assist in this regard.




7. A-Action plan for each theatre-

- You are also aware that the situation of Left Wing Extremism in different States is not the same.

- In different States, to fight Left extremism, there is a need to fight on multiple fronts and to create a specific action plan for each of such fronts, in order to achieve success on a systematic basis.

- There is a need to create separate short-term, medium-term, long-term strategies, whose goals and deadlines are clearly defined. The Implementation should be done on a Mission Mode defining the Key Performance Indicators (KPIs) for continuous monitoring and Key Result Areas (KRAs), that should also be aligned with these strategies.


8. N-No access to financing-

- It is well-known that economic resources play an important role in any war or any such exercise, because when money is available, only then will it be possible to buy, eat, drink and possess ammunition and weapons. Therefore, choking the financial resources of the LWE is the most basic mantra in this fight.

- I would like to remind you how the US took the 9/11 incident as a challenge, in order to prevent it from repeating itself. In the report it was stated that the 9/11 incident was not a "failure of intelligence but the failure of Imagination". Therefore, the 'Samadhan' which we have discussed today has inbuilt potential for imagination. We have to work on imaginative thinking on the whole situation so that we can "Out Think" and "Out Manoeuvre" the LWE.

- We have come a long way in defeating the fight with Left Wing Extremists. In the remote areas, our young men are constantly working for the development and protection of the area endangering their lives. In the yagya for the security of the country many soldiers have been martyred. I am convinced that their martyrdom will not go in vain. That day is not far when this mindless violence will be completely finished and once again the atmosphere of peace and prosperity will prevail and people will rapidly join the main stream along with enjoying the fruits of development.

- Now I would like to also mention the ongoing Security related Assistance given to the State Governments by the Government of India. Under this, 118 Battalions of CAPF have been deployed in the States. Besides, States have been given the sanction for IR Battalions and SIRB to strengthen the security Apparatus of the States. 10 CoBRA Battalions have been deployed, in addition to handle this kind of LWE issues.

- In the last few years, the Ministry of Home Affairs has assisted the States through various schemes for Capacity Building. Under the SRE Scheme, reimbursement of security related expenses, such as ex-gratia, transportation, training, honorarium for SPOs etc, was done by the Central Government in 106 districts of 10 States. In the financial year 2016-17, the Home Ministry has reimbursed Rs 210 crore.

- Under the Special Infrastructure Scheme, 122.13 crores was given to strengthen the special forces of 6 States. Apart from this, a sum of 24 crores was provided for setting up 16 CIAT schools in 6 States. More than 4000 police personnel are being trained every year by Army and Greyhounds.

- Similarly, under the Fortified Police Station Scheme, the Central Government has made available Rs. 624 crores to the States for the construction of 400 Fortified Police Stations in 10 States.

- LWE Affected States have been sanctioned 56 IRB and 10 SIRB. States have been given these sanctions to increase their force resources. The SIRB is a major step towards providing security for the State's infrastructure projects, especially in these sensitive areas. But now 20 IR Battalion and 06 SIRB are yet to be raised with both the security and engineering components. In addition, engineering components of 02 SIRBs are pending.


- The Home Ministry has provided support to security forces for other facilities such as Helicopters, UAVs etc. From time to time, the amount required for the CRPF is being provided by the GOI for the basic facilities, due to lack of resources of the State Governments.


- We assure the States that we will continue to provide full support to them for their capacity building and training needs. Intelligence sharing and deployment of Central security forces will continue as per requirement. But the States must take initiative to conduct Operations and use Resources optimally.

- I have full confidence that today's deliberations will be fruitful and we will be able to realize the vision of our Hon’ble Prime Minister of building a Left Wing Extremism free India.”

The CRPF will soon deploy a fresh squad of about 2,000 commandos from its special guerrilla warfare CoBRA battalions in and around the Sukma district of Chhattisgarh to defang the Maoists and their arsenal.

Sukma and its adjoining areas have witnessed some of the deadliest ambushes on security forces recently like the one where 25 CRPF men were killed in the Burkapal area of the district on April 24.
12 CRPF men were similarly killed by Naxals on March 11 in Sukma.

A top official privy to the development said the paramilitary has prepared a blueprint to mobilise at least 20 to 25 companies of the CoBRA (Commando Battalion for Resolute Action) from their present locations in West Bengal, Bihar, Telangana and Madhya Pradesh to the Bastar region that has some of the worst Maoist violence-hit districts of the central state.

A CoBRA company has about 100 personnel each.

The official explained the rationale behind the move to "very soon" airlift these teams from their current bases.

"The CoBRA does operations based only on intelligence inputs and has been raised as a team of highly-trained commandos who neutralise the enemy and destroy their hideouts with minimal collateral damage. The CoBRA teams will specifically be used to increase the kill ratio of the forces and deliver heavy blow to the Naxals TCOC campaign," the official said.

The Tactical Counter Offensive Campaign (TCOC) is launched by Maoists every year in summer to kill security forces personnel and loot their weapons by catching them off guard when they are either out on a long patrol in the blistering sun or are deployed in these hard terrain areas for protection tasks like road construction and others.

At present, 44 CoBRA teams (of the total 154) are deployed in Chhattisgarh for these operations and all of them are in the Bastar region comprising the districts of Sukma, Dantewada and others.

A proposal in this regard was also discussed during the meeting of chief ministers of Naxal-hit states today that was chaired by Union Home Minister Rajnath Singh.

While the home ministry has expressed its inability to deploy more battalions of the Central Armed Police Forces (CAPFs) as demanded by some Left Wing Extremism-hit states, the Centre wants that the quality of operations are improved without the forces taking casualties on their side.

"In the present circumstances where there are no regular battalions to spare and operations by them have faced reverses, it is the CoBRA that will pave the way. They will undertake special operations to decimate the Naxals' manpower and firepower," the official said.

Also, some battalions of the Central Reserve Police Force and the Border Security Force will be "re-deployed" in the Bastar region to target special areas where armed Naxal cadres are active.

In order to assist them, the official said, it has been planned to seek additional flying hours from the Indian Air Force (IAF) to undertake more sorties to aid CoBRA operations.

At present, an IAF chopper flies a maximum of 120 hours per month which is expected to be raised to 160 hours soon, the officer added.

Another official present in today's meeting said the regular CRPF teams will be provided with more teams of expert troops who are adept at handling improvised explosive devices (IEDs) which have killed or maimed over 300 security forces personnel in the last year itself.

"159 IED blasts were reported in 2016 as against 131 in 2015, which is an increase of 21 per cent in the usage of these killing devices. The forces will have to bring this threat down drastically," the official said.

The leakage of explosives and detonators meant for legal mining has to be curbed as these are stolen by Naxals to create IEDs and the home ministry asked the states to ensure this, the official added.

Two new Joint Command-and-Control Centres will also be established in Gaya in Bihar and East Singhbhum in Jharkhand for the security forces, led by CoBRA, to launch inter-state operations.

A similar control centre is functional in Chhattisgarh's Jagdalpur where the operations of troops on ground, helicopter sorties and Unmanned Aerial Vehicles (UAV) recce missions are handled from one base.

The CoBRA Battalion was raised in 2009 by the central government under CRPF to act as a special guerrilla combat wing for tackling violence perpetrated by Naxalites as well as insurgents in the northeast.

New Delhi: Union Home Secretary Rajiv Mehrishi on Monday said the government's demonetisation move helped choke Maoist funds which is evident from their desperation to snatch firearms.

"Demonetisation has choked (Maoist) funds. Therefore they are showing desperation to snatch arms," Mehrishi said in a press briefing.

The Prime Minister on November 8, 2016 declared Rs 500 and Rs 1,000 currency notes as illegal tender.

The Home Secretary was replying to media queries after the day-long security review meeting here with the Chief Ministers of Maoist-affected states chaired by Home Minister Rajnath Singh, days after at least 25 paramilitary troopers were killed by Maoists in Chhattisgarh's Sukma district.

In the April 24 Sukma attack, the bloodiest by Maoists in the country since 2010, the leftist rebels snatched as many as 21 firearms, five wireless sets, two binoculars, 22 bullet-proof jackets and a mine detector from the 74 Battalion of Central Reserve Police Force (CRPF).

More than 3,000 live cartridges, 70 magazines and 67 Under Barrel Grenade Launchers were also snatched from the CRPF.

A total of 83 firearms and 6,683 rounds of ammunition were robbed by Maoists between January 2012 and April 24 this year in over 10,400 violent incidents in 106 districts in 10 states: Chhattisgarh, Jharkhand, Odisha, Bihar, West Bengal, Andhra Pradesh, Telangana, Maharashtra, Madhya Pradesh and Uttar Pradesh.

Security forces on Tuesday averted a major mishap by recovering a powerful IED (improvised explosive device), allegedly planted by naxals, in Chhattisgarh’s insurgency-hit Kanker district, police said.

The IED, weighing 10 kg, was recovered during a search operation undertaken by a joint team of security forces in Badgaon police station limits, Kanker Additional Superintendent of Police Jaiprakash Badhai told PTI.

A squad of Border Security Force (BSF) and district force was carrying out a joint operation in the interiors of Badgaon, located around 200 kms from the state capital, when it received inputs about the explosive being planted in the area, he said.

Later, security forces spotted the IED on a hilly track near Masoor village, he said.

The explosive was planted to harm security personnel who had used the same track while patrolling in the region, the official said, adding that it was immediately destroyed by the bomb disposal squad (BDS).

An exchange of fire took place between Naxals and the Border Security Force (BSF) personnel in Chhattisgarh’s insurgency-hit Kanker district on Thursday.

However, no casualty or injury was reported from either side, police said.

The skirmish took place on Thursday morning when a team of the 171st battalion of BSF was out on a road security operation in Bande police station area, a senior police official told PTI.

The BSF personnel had launched the operation to ensure security to the construction of Bande-Irpanaar road (36 km), he said.

While the patrolling team was carrying out the road security operation between Kurenar and Kanhargaon villages, the armed ultras opened fire at them following which the BSF personnel retaliated, he said.

However, the rebels soon escaped in the forest, he said, adding that the BSF’s patrolling was underway in the region.

The BSF had last month set up its camp in Kanhargaon village, that lies on the border of Kanker and Gadchiroli districts (Maharashtra), to ensure security to the Bande-Irpanaar road.

The road between Bande and Irpanaar goes through a dense forest, along the Chhattisgarh-Maharashtra border, which is a Naxal hotbed, a BSF official said.

The Naxals are frustrated with construction of the road and are trying to disrupt it by making such attempts, he said.

25 CRPF personnel were killed in the April 24 attack against security personnel in Sukma district of Chattisgarh

An internal enquiry by Central Reserve Police Force (CRPF) has found that people from at least three villages “participated” in the April 24 attack against security personnel in Sukma district of Chattisgarh. In one of the worst attacks in seven years, 25 CRPF personnel were killed in the ambush carried out by the Maoists.

An official who conducted the enquiry said most of the villagers from Burkapal, Chintagufa and Kasalpara were “passive participants” and provided food and shelter to the Maoists, under threat .

After the encounter was over, some armed Maoists cadre, who were injured, were provided medical aid by villagers in Kasalpara, said the official.

The official said such help from villagers was not unusual in the Left Wing Extremism (LWE) affected areas.

The villagers have however, denied the allegations.

“No one was in the village when the attack took place. All had gone to neighbouring forests to celebrate Biju Pondam (harvest festival)…no one from the village was involved. There was no firing from the village, when we came back, we heard the gunshots and locked ourselves inside our houses,” said Vijaya Dula, sarpanch (head) of Burkapal village, one of the three villages accused of extending help to Maoists.

Recently the Chattisgarh Police as part of its crackdown against Maoists, took into custody a former sarpanch of Chintagufa for his alleged involvement in the attack.

The CRPF team came under attack while it was providing protection to a road construction team. The 56-kilometre road between Dornapal and Jagargunda in Sukma has been under construction for more than two years. The tender for the construction was floated on 18 occasions as no contractor bid for the contract. Only 10 km have been constructed so far as the area is considered the stronghold of the Maoists.

The official said Sukma only had four per cent telecom connectivity and this was a major impediment during operations.

Another official said on the day of attack, CRPF personnel were outnumbered by Maoists and were shot from as close as 20 metres.

“The jawans were scattered in two groups of 36 each and further into four sub groups. Each group was at a distance of 400-500 metres from the other. The Maoists used large number of children, women and old people as a shield to advance near the road construction site. They first pinned down some jawans stationed on one side of the road by using diversionary fire and then fired at the other team on the other side,” the official said.

An official claimed that while Sukma used to be an impregnable fortress of the Maoists, security forces have been making inroads in one of their core areas and also their last bastion.

A 62-year-old man was killed and a minor boy injured when an improvised explosive device (IED), suspected to have been planted by Maoists, and left unattended by the police, went off at Madanpur village of Aurangabad district on Friday morning.

The blast occurred when Ram Charitra Singh Bhokta of Babu Bandh village in Auranabad, about 145 km west of state capital, Patna, was toying with an unidentified article he had picked up from the forest area nearby, at a roadside shop in the vicinity.

Bhokta died on the spot while 16-year-old Ravindra Kumar, who was sitting next to him, sustained injuries. The injured boy was admitted to a local primary health centre (PHC), a police officer said..

Fearing the Maoists, family members of Bhokta quietly cremated his body. However, informed by the village chowkidar, a police team from the Madanpur police station rushed to the village and lodged an FIR against unidentified Maoists.

A Bomb Disposal Squad (BDS) was rushed to the blast spot for investigations.

Sources said the police had left the unidentified article lying where it was, after recovering some explosive material from under the road. Maoists had apparently planted the explosives to deter the movement of vehicles of security forces.

“Another police team was supposed to defuse the explosive during the day. But before it could reach the spot, the old man (Bhokta), picked it up to end up in fatality”, said an official.

Aurangabad SP Satya Prakash told HT that prima facie, the explosive was planted to target security forces during their patrolling in the region.

Subsequently, security forces were rushed to the spot to find out whether more bombs have been planted underground or in surrounding areas, he added.
 
The search operation is currently underway in the area.

Two police personnel were injured in an encounter with Maoists in Bijapur district of Chhattisgarh on Sunday, news agency ANI reported. The injured men belong to theDistrict Reserve Group (DRG). COBRA (CRPF) jawans, along with the DRG, are combing the area.

The encounter came weeks after 25 CRPF jawans were killed in Sukma district in the state. Earlier this week, Union Home Minister Rajnath Singh pitched for an aggressive strategy to combat the naxal issue. “We have to bring aggression in our policy, there should be aggression in our thinking, aggression in our strategy, aggression in the deployment of security forces, aggression in operations, aggression in bringing development, aggression in road construction,” Singh said. He also asked states affected by left-wing extremism to take ownership of the anti-naxal operations.

Eight Naxals, allegedly involved in the deadly attack on CRPF personnel last month, were today arrested from two places in Chhattisgarh's Sukma district, police said. With this, the number of ultras arrested for the April 24 attack has risen to 17, officials said.

Five of them were apprehended from Chintalnar police station limits, while the rest from Chintagufa police station area during joint search operations carried out by CoBRA and district police force, Jitendra Shukla, Sukma's Additional Superintendent of Police, told PTI. CoBRA (Commando Battalion for Resolute Action) is a specialised unit of CRPF.

Among the arrested rebels, Madkam Kesha (25), Madvi Kosa (30) and Tati Kosa (25) were associated with the Dandakaranya Adivasi Kisaan Mazdoor Sangthan (DAKMS), a wing of Maoists, while Oyam Hadma (21) and Kunjam Vichem (25) were members of 'Jan Militia', a special unit of Naxals, the senior officer said.

The rest were identified as Rava Dewa (25), Kunjam Aaytu (50) and Madkam Bheema (52), all members of Gram Party Committee of Maoists, the ASP said. These rebels were part of the Maoist group that attacked a contingent of CRPF personnel, belonging to 74th battalion of the para-military force, in Burkapalarea of Sukma district. Twenty-five troopers were killed in the April 24 assault, Shukla said.

Besides, they were reportedly part of the Maoist squad that killed a former Sarpanch of Burkapal on March 7 this year. They all were also allegedly involved in several other Naxal incidents, including attacks on police teams, triggering IED blasts, murder, loot and arson, he said.

He said they were produced before a local court which sent them in 14-day judicial remand. With this, the number of ultras arrested for the April 24 attack, the deadliest assault by Maoists targeting security forces this year, has risen to 17, the officer added.

Two Central Reserve Police Force (CRPF) personnel were on Friday injured in an IED blast triggered by Naxals at a forest in Chhattisgarh’s insurgency-hit Sukma district, police said.

The incident took place this morning when a team of CRPF’s second battalion was out on an anti-Maoist operation in a forest area under Kerlapal police station limits, Deputy Inspector General (Dantewada range) Sundarraj P. said.

While they were cordoning-off a forested patch near Pariya village, the Naxals triggered an improvised explosive device (IED) in which two CRPF jawans suffered injuries, he said.

Reinforcements were rushed to the spot soon after, he said.

The injured jawans were admitted in a local hospital in Sukma. They were stated to be out of danger, the DIG said.

Meanwhile, a combing operation was underway in the region, he said.

On April 24, as many as 25 CRPF personnel were killed and seven others injured when Naxals attacked a patrol party of the paramilitary troops while they were ensuring security to road construction work near Burkapal village in Sukma district.
