Second major strike by Greyhounds after Ramgarh incident
In a major strike after the Ramgarh incident, and the first in this year, Greyhounds, anti-naxal force of Andhra Pradesh, killed two Maoists, including Gemmeli Narayan Rao alias Jambri, in an exchange of fire on Friday.

The exchange of fire reportedly lasted for about 20 minutes on a hillock about 1 km from Annavaram village under Mampa Police Station limits in Koyyuru mandal in Visakhapatnam agency.

The slain Maoist, Jambri, is the Divisional Committee Member (DCM) of Galikonda area committee of the CPI (Maoist) and was one among the top tribal leaders in the agency areas of Visakhapatnam. The other Maoist killed has been identified as Chittibabu of Veeravaram village of GK Veedhi mandal.

The police also recovered two weapons, including one Thompson sub-machine gun, one country-made revolver, three detonators, two kit bags and Maoist literature from the encounter site.

Addressing the media, Superintendent of Police, Visakhapatnam, Rahul Dev Sharma said the police party reached the spot on specific intelligence inputs, and upon reaching the hillock they reportedly came under heavy fire from the Maoists. The Greyhounds, who were accompanied by local district police, retaliated and both the Maoists were killed.

“It is learnt that there were about 15 Maoists at that time and others managed to escape under cover fire. The incident occurred around 8.30 a.m. and there were no casualty or injuries on the police side,” he said.

Jambri, a native of Mettiguda village in GK Veedhi Mandal, carried a reward of Rs. 4 lakh on his head. He was said to be one among the most feared Maoists in that region.

A jawan of the elite CoBRA squad of the CRPF was injured in an encounter with Maoist rebels in Jharkhand’s Singhbhum district on Sunday morning.

At least five Maoist guerilla fighters also believed to have sustained bullet injuries in the gun battle with the joint forces of paramilitary forces, Jharkhand and West Bengal police in Ghatsila area.

The encounter ensued when the joint forces launched a massive manhunt in the area to capture secretary of the CPI Maoists Bengal committee Akash, who is carrying a reward of Rs 1 crore on his head.

Akash and his team of 10-12 fighters opened fire on the joint team near the Dharagiri waterfall, Singhbhum rural police superintendent Shailendra Burnwal told HT.

Akash is the last top Maoist leader holding the ground firmly in the Bengal-Jharkhand bordering areas, the police official said.

Wanted by both Jharkhand and West Bengal police, Akash, in his fifties, took over the control of the bordering areas of the two states after the death of the outfit‘s politburo member Koteshwar Rao alias Kishenji in an encounter in Jhargram in neighboring West Bengal in 2012.

Tents and utensils, apparently used by the Maoists, were recovered from the encounter site. Forces said they also found blood stains at the spot, which indicated that Maoists too suffered some casualties in the encounter.

The injured jawan was airlifted to Ranchi, where doctors at a private hospital were operating on his bullet injuries at the time of filing this report.

More than 200 Maoist cadres and leaders laid down arms before the Bengal police in the last four years. A similar number of rebels have also surrendered in Jharkhand. Five top leaders of the outfit were also killed in the past few months.

In the last one month alone, 16 Maoists laid down arms in Bengal while seven, including secretary of Bengal-Jharkhand-Odisha border area regional committee secretary Kanhu Ram Munda surrendered in Jharkhand.

A 'robo cop' would soon assist CRPF patrols to detect hidden Naxal-planted IEDs and landmines that have caused numerous fatal causalities in the country's largest paramilitary force.

Central Reserve Police Force (CRPF) DG K Durga Prasad today said the capabilities of the robotic device are being ascertained by the force in consultation with IIT Mumbai.

Using the device, hidden bombs beneath the dirt tracks or 'pucca' roads could be identified and safely defused, thereby saving a troop from being killed or maimed by its explosive impact, said Durga who retires tomorrow.

A senior official said the robot under test is a four- wheeled machine which can be remotely operated by patrol teams to detect and safely defuse the bomb in a secure environment.

Prasad said the robot is being tested and it will be put to field trials soon so that the menace of IEDs can be thwarted. Explosions through IEDs and hidden explosives has killed hundreds of CRPF and other security forces personnel while as many have been severely maimed or have lost their limbs.

The force is also looking at getting some special boots, under test at a Hyderabad-based institute at present, that could save troops from getting hit by IEDs, hidden beneath the ground, during explosions.

The DG said 2016 had the "lowest level" of violence in the Left Wing Extremism (LWE) affected areas and the force estimates that the weapon and ammunition strength of the red ultras has come down to a large extent. The Maoists' dream of having a "red corridor" of their presence in the country has been shattered, he added.

"A large number of cadres are surrendering...some important cadres are surrendering regularly now. There is no red corridor as it was propagated earlier....the Naxals are now contained to pockets only," he said.

"We have been able to penetrate their hideouts and fortress. Our teams have inflicted heavy losses on the Naxals," said the outgoing DG who headed the about 3-lakh personnel strong force for an year.

Prasad said the Central Reserve Police Force has stepped up joint training with the security and police forces of states like Jharkhand, Chhattisgarh and others in order to undertake effective and combined anti-Naxal operations. The CRPF, with over 90 battalions (90,000 personnel) in LWE theatre, is the lead anti-Maoist operations force of the country.

Kanhu Munda served the banned Communist Party of India (Maoist) in various capacities, from sentry to state secretary, over the last 17 years.

A hardcore extremist wanted by the police forces of Bengal, Jharkhand and Odisha, Munda was involved in at least 47 subversive acts. The 45-year-old resident of the non-descript Jian village in Jharkhand’s Gudabanda region also carried a reward of Rs. 25 lakh on his head.

And thus, it came as nothing short of a surprise when Munda surrendered before the police with his entire squad – comprising seven members – on February 15. The reason, he said, was a drastic change in philosophy.

“The guerilla warfare tactic is no longer sustainable,” admitted the once-dreaded Maoist, who is now in judicial custody. “If you have a grudge against the state and want to remain alive enough to fight it, you have to come out of hiding and join mainstream politics.”

Munda’s surrender came barely 20 days after his colleague, Jayant Pal, laid down arms with his wife, Anita, before the Bengal DGP on January 25. The two are accused of murdering Jamshedpur MP Sunil Mahato, among other charges.

The string of surrenders doesn’t end here. Jhargram superintendent of police Bharati Ghosh succeeded in convincing another top Maoist leader – Jayant alias Saheb Murmu – to surrender along with his entire seven-member squad on February 20. Two of them were women.

The situation is similar in neighbouring Bihar and Odisha, where Maoist leaders are either getting killed or laying down arms under pressure from security forces.

Bengal and Jharkhand police have already begun proclaiming that their states will soon be Maoist-free.

In Bengal, the menace of red extremism is confined to the Junglemahal region – comprising the districts of Purulia, Bankura and West Midnapore. Even there, the Maoist threat seems to be breathing its last, with all but one leader – Aseem Mandal alias Akash – still eluding arrest. As many as 219 Maoist leaders have surrendered in the state over the last six years. Others, including maverick Maoist leader Koteshwar Rao alias Kishenji, have been killed.

Meanwhile, both Jharkhand and Bengal are trying to their best to either lure or trap Akash. The Mamata government has entrusted two Trinamool ministers and five legislators from Junglemahal with the task of negotiating with the fugitive.

The other states are drawing similar strategies. “If Akash surrenders to us, he will immediately get a cash reward of Rs 1 crore deposited in his bank account,” said Shailendra Burnwal, rural superintendent of police of Jamshedpur in Jharkhand.

The last three years have been extremely successful in the Jharkhand police’s war against Maoists. During this period, they killed 170 insurgents, arrested 1,500 and orchestrated the surrender of 62. Among the slain extremists were Sylvester Minz and Ashish Yadav, both carrying ?25-lakh rewards.

“We are going to wipe out the Maoists within the next six months,” said Anurag Gupta, ADGP of the Jharkhand police special branch. DGP DK Pandey said Maoists are now confined to a small pocket in the Latehar-Gumla-Lohardaga axis, and will be eliminated soon.

The latest figures produced by the home ministry also painted a positive picture of the situation. It showed that only 106 districts in 10 states of the country are now under the influence of Left-wing extremism, down from 203 districts in 2013.

Experts cited strong elected local bodies in rural zones, penetration of mobile phone connectivity and enhanced communication, improved road connectivity, increased mobility of security forces and dwindling Maoist cadres as the reasons for the decline.

“The attractive surrender policies being offered by the Jharkhand and Odisha governments are also enticing Maoist leaders to surrender in large numbers,” said Jamshedpur senior police superintendent Anoop T Mathews.

Bengal goes one better in this regard. Unlike other states, Maoists who surrender here don’t even have to go to jail. They are accommodated in police safehouses with their families, and the cases against them are withdrawn.

Maoist ideologue Shashi Bhushan Pathak — who died three days ago — had said the authorities cannot eliminate the ideology through force or enticement. “You may arrest or kill a Maoist leader, but you cannot eliminate Maoism. It’s a war against poverty, illiteracy, ignorance and violation of human rights. Maoism will thrive as long as these factors exist,” he said.

However, former Maoist leader Aseem Banerjee had a different take on the matter. He recently told a newspaper that present-day extremists cannot sustain themselves for long because they have secured the people’s supported through force and coercion.

Two security personnel were killed and as many injured in an exchange of fire with Naxals in Chhattisgarh's Bijapur district today, police said.

The skirmish took place near Cherli village under Mirtur Police Station limits when a joint team of Chhattisgarh Armed Force (CAF) and district police was out on a road security operation, IG (in-charge), Bastar Range, Sundarraj P told PTI.

The team was on patrolling duty to ensure security of the under-construction Gangaloor-Mirtur road.

As they were cordoning-off a patch near Cherli, around 450 kms from state capital Raipur, the security personnel came under heavy firing from a group of ultras, leading to a fierce gun-battle, the IG said, adding the Naxals fled the spot soon after, he said.

"Constable Hemant Kumar, belonging to CAF's 10th battalion and district force's assistant constable, Gubba Ram (corrected name), were killed, while two other jawans were injured," Sundarraj said.

The injured have been identified as CAF constable Sahdev Rajwade and district force's assistant constable Muddaram, he said.

Reinforcement was rushed to the spot, he said, adding efforts are on to evacuate the injured personnel and bring the bodies of Kumar and Ram out of the forest.

A Maoist carrying a reward of Rs one lakh on his head, surrendered before police in Malkangiri district on Sunday.

The ultra, identified as Waga Kawasi (35) alias Raju of Kalimela area in the district, was active in Maoist activities since 2004, Malkangiri Superintendent of Police Mitrabhanu Mohapatra told reporters.

Odisha government had announced a reward of Rs one lakh on his head.

Raju said he decided to give up arms and return to the social mainstream due to harassment and torture by the seniors in the banned outfit.

He said the red rebels had deviated from their original ideology and were harassing the tribals.

Raju had worked in Kalimela area Committee of Malkangiri division under Andhra Odisha Border Special Zonal Committee of the outlawed CPI (Maoist).

More than 11 cases involving killings, bomb blasts and loot were pending against Raju, the SP said adding he would be rehabilitated as per the state Government’s surrender and rehabilitation policy.

Gadchiroli: Suspended Delhi University professor GN Saibaba was on Tuesday awarded life imprisonment for having links with Maoists by a Gadchiroli court.

The Sessions Court also convicted five others.

All the six accused were convicted under Sections 13, 18, 20, 38, 39 of Unlawful Activities (Prevention) Act and 120 B of the Indian Penal Code.

Apart from Saibaba, those convicted were JNU student Hem Mishra, former journalist Prashant Rahi, Mahesh Tirkey, Pandu Narote, and Vijay Tirkey.

Saibaba is currently out on bail.

Special Public Prosecutor P Sathianathan demanded life sentence for all the six convicts.

He also demanded that no reprieve should be given to Saibaba on health grounds, saying that inspite of his disability he had attended several conferences and seminars in India and abroad and allegedly propagated Maoist ideology.

The defence lawyer did not counter the allegations.

Hem Mishra was arrested along with Mahesh Tirkey and Pandu Narote at Aheri in Gadchiroli district in August 2013.

Based on the leads provided by them, Prashant Rahi and Vijay Tirkey were then arrested from Deori in Gondia district.

Saibaba, a wheelchair-bound teacher with 90 percent physical disability, was arrested in May 2014 by Maharashtra's Gadchiroli police on charges of being a member of the banned CPI (Maoist), providing logistics and helping in recruitment for the group.

In April 2016, the Supreme Court granted Saibaba bail on medical grounds and ordered his release.

Four Naxals are reported to be killed in a gunbattle with security forces in Bihar’s Gaya distrct. The bodies of the Maoists have been recovered. The CoBRA battalion of the CRPF and state police have found four weapons with the bodies.

According to PTI, a senior Central Reserve Police Force official said, “An AK assault rifle, a Self Loading Rifle (SLR) and two INSAS rifles have been recovered from the spot.The operation was led by the 205th battalion of the CoBRA.”

A similiar naxal attack took place in 2016 in Darbha region of Bastar district where an assistant platoon commander of Chhattisgarh STF, K P Singh was killed and a constable was injured in a Maoist ambush.

Additional reinforcements has been sent to conduct a search operation in the area.

Raipur: Eleven Central Reserve Police Force (CRPF) personnel were today killed when Naxals ambushed a road opening party of the security forces in Maoist-hit Sukma district of Chhattisgarh, police said.

Five jawans were also injured in the attack that took place in the dense forests of Bhejji police station limits at 9:15 AM when a patrol party of CRPF's 219 battalion was out for a road opening task near Kotacheru village.


112 security personnel were part of the patrol party.


The Naxals also looted ten weapons and two radio sets from the killed men, officials said.

A senior official told PTI that the road opening party (ROP) of CRPF's 219th battalion was on an operation to ensure security to a patch on the under-construction Injram-Bhejji road, around 450 kms away from the state capital.

While the ROP was passing through the forests between Bhejji and Kottacheru villages, Naxals opened indiscriminate fire on them, he said.

Officials said the security personnel were first trapped in multiple Improvised Explosive Device (IED) blasts followed by ambush with heavy gunfire.

Additional forces have been rushed to the spot and the bodies of the deceased are being retrieved, he added.

The injured have been air lifted and brought to the CRPF field hospital in Bheji.

A special CoBRA team has been rushed in as a reinforcement.

Following is the text of statement of the Union Home Minister Shri Rajnath Singh in Lok Sabha today regarding recent attack on security forces at Sukma, Chhattisgarh on March 11, 2017:


“On March 11, 2017 two companies of CRPF at Bheji in Sukma District of Chhattisgarh were providing security cover for road construction on Bheji-Gorkha-Injiram Axis. Around 0853 hrs, when this party reached a forested area close to Bankupara village, armed Left Wing Extremists ambushed them with heavy firing and simultaneous use of IED blasts. In this incident, unfortunately 12 personnel were martyred and 02 were seriously injured. The condition of injured personnel is stable and they are out of danger. 13 weapons and 02 Wireless Sets were taken away by the Left Wing Extremists. Names of the martyrs and injured are as follows:-

I express my heartfelt condolences to the bereaved families of the personnel who have lost their lives and I would like to say firmly that the entire nation is with them in their hour of grief. The nation will always remember their sacrifices. The injured personnel will be provided with the best possible treatment available. On behalf of the entire house, I pray for their health and wellbeing.


The unprecedented success of the Security Forces of late has led to evident uneasiness among the Left Wing Extremist Groups. The Forces have achieved tremendous success during 2016 in all LWE affected States and particularly in Chhattisgarh where 135 LWE cadres were eliminated, 779 arrested and 1198 surrendered. The number of violent incidents in Chhattisgarh also dropped by 15% from 466 in 2015 to 395 in 2016. Improved efficacy of the Security Forces is evident from the following indicators-


(a) The number of Left Wing Extremists killed increased by 150% (89 in 2015 to 222 in 2016) in 2016.


(b) Surrenders and arrests registered a combined increase of 47% over 2015 (2238 to 3282).


(c) Only 03 weapons were lost by the SFs in 2016 as against 15 in 2015.


(d) 67% of Encounters/Exchange of Fire resulted in neutralization of LWE cadres as against only 36% in 2015.


(e) Sustained operations by the Security Forces ensured that South Bastar districts, considered to be the nucleus of LWE strength witnessed a considerable fall in violence in 2016 (252 incidents as against 326 in 2015).


The Left Wing Extremists have suffered unprecedented losses in 2016. They have admitted so, openly in their documents and statements. They will continue to attempt such incidents to restore the flagging morale of their cadres. I believe that our brave soldiers and officers will continue to respond with a firm resolve and contribute whole heartedly towards elimination of Left Wing Extremism.


However there is a need for introspection on this incident. I have directed the DG, CRPF to conduct a detailed enquiry into the incident so that the lapses that led to the incident can be identified which will reduce the possibility of repetition of such incidents in the future.


I visited Chhattisgarh to pay my homage to the martyrs and met the two injured personnel on the day of the incident itself. Arrangements were made to ensure that mortal remains reach their respective families. Loss of life can in no way be compensated by money, however, the next of kin of the martyred CRPF personnel will be provided Rs 35 lacs as ex-gratia from the Central Government, Rs 20 lacs from the Risk Fund of CRPF and Rs 01 lac from the CRPF Welfare Fund. They will also get Rs 25 lacs as insurance benefits and Rs 03 lacs as ex-gratia from the Chhattisgarh Government. The next of kin will also be provided full salary till the age of superannuation of the personnel martyred under the Liberalized Pensionary Award (LPA).


I assure the house that the Government is committed to providing all support to the CAPF in order to prepare them for their tasks. In the same way the Government is also committed to supporting the States for training, capacity building, provision of CAPF battalions as required and intelligence sharing.


I would like to assure the nation through this house that we will not let Left Wing Extremists succeed in misleading the people and depriving parts of the country from the benefits of development.

I once again pay my homage to the martyred personnel and express heartfelt condolences to the bereaved families. I assure the house that their sacrifices will not go in vain.”

Two naxals were gunned down on Thursday in an encounter with the security forces in Narayanpur district, the police said. “The skirmish took place between a team of the District Reserve Group (DRG) and ultras near Kochwahi village under Narayanpur police station limits,” the Inspector General of Police (in-charge) Bastar Range Sundarraj P told PTI.

After receiving inputs that a group of armed naxals was waiting in ambush to attack security forces near Kukrajhor police camp, a squad of DRG was dispatched to the spot.

The gun battle broke out after the security personnel were fired upon by the Maoists when they reached near Kochwahi at around 2 PM, located around 10 kms away from Narayanpur town.

The encounter lasted for around half-an-hour, following which the rebels fled.

During search, the bodies of two male ultras, aged between 20-25 years, were found.

The security personnel also found a .315 rifle, a country-made revolver, two wireless sets and naxal-related materials.

Moreover, two powerful improvised explosive device (IED), weighing 25 kg each, which were planted on the road, were unearthed by the security forces, he added.

“Preliminary investigation revealed the Maoists were waiting in ambush after laying the two powerful IEDs on the road. However, timely action by our jawans foiled their plan,” the IG said.

Meanwhile, a massive combing operation has been launched in the region to trace the attackers.

Accused the trio of providing information to security forces
Armed left-wing extremists allegedly kidnapped three villagers from the Karlapat Wildlife Sanctuary in Odisha’s Kalahandi district on Wednesday night.

Security forces could not trace the abducted villagers though a massive combing operation had been launched soon after the news of the kidnapping broke on Thursday morning, sources said.

Around 20 left-wing extremists, including seven women members, raided the Karlapat village in search of Prasanna Majhi, a special police officer around midnight on Wednesday. Mr. Majhi, however, managed to give them the slip. Failing to find the SPO in his residence, members of the CPI(Maoist) set his bike on fire.

Subsequently, the extremists knocked on the doors of Hari Pradhani, accused of brewing country-made liquor, and took him into their custody.

Their next target was Banamali Naik, also accused of selling country liquor. When extremists attempted to capture him, Naik’s elder brother, Sudarshan Naik, resisted and the ultras kidnapped him as well. The extremists accused the three villagers of providing information to security forces, sources said.

“Special Operation Group and CRPF personnel are conducting searches. Extremists have kidnapped villagers out of frustration as their support base has eroded in the district,” said Brijesh Kumar Rai, Kalahandi SP.

Five Naxals were killed while two armed personnel have been injured in an encounter with security forces in the worst Maoist violence-hit Dantewada district of Chhattisgarh today.

Officials said the encounter took place early on Saturday in the Burgam village of the said district when a joint squad of CRPF and District Reserve Group (DRG) of state police was out for operations.

“The encounter is still on. Five Naxals has been killed and their bodies are with the forces. An AK series assault rifle has also been recovered,” a senior officer said.

Two DRG men have been injured and have now been evacuated, he added.

The officer said the exact details of the operation will take time to emerge as the encounter spot is deep inside jungle area and cellular phone and wireless connectivity is extremely poor.

Reinforcement teams have been rushed in, the officer said.

The 111 battalion of Central Reserve Police Force (CRPF) is leading the operation, they said.

Rehabilitation of Surrendered Naxals

'Police' and 'Public order' being State subjects, the State Governments have their own surrender and rehabilitation incentives to bring Left Wing Extremists cadres into the mainstream. The Government of India reimburses the claims made by the State Governments on the rehabilitation of surrendered LWE cadres under the Security Related Expenditure Scheme, subject to a ceiling of rs.2.5 lakh for higher ranked and rs.1.5 lakh for middle/ lower ranked LWE cadres. The additional incentives given for surrender with weapons/ammunition are also reimbursed which range from rs.10 to rs.35,000 per weapon depending on type of weapon surrendered from detonator to Light Machine Gun, Rocket Launcher etc. In addition, a monthly stipend up to rs.4,000 per month per surrenderee is paid for a maximum period of 36 months for vocational training for the surrenderee.


As per the report from Jharkhand Police, a FIR No.77/2014 dated 28.03.2014 was registered in Lower Bazaar Police Station, Ranchi District under sections 406/420/120B IPC, on the basis of a complaint received with regard to bogus surrender of Naxals. Five persons have been arrested as accused and a charge sheet No. 94/2014 dated 27.05.2014 along with supplementary charge sheets Nos.- 188/2014 dated 29.09.2014 and 2003/2015 dated 17.08.2015 have been filed against them. The matter is sub-judice.


This was stated by the Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir in a written reply to question by Shri Sanjiv Kumar in the Rajya Sabha today.
