Take it as whatever you want, its a suicide and death wish on part of both countries civilian population, hence why we have a No first use policy in terms of nuclear warfare. In conventional its not limited to first use policy. I think Pakistan's armies top brass, is all to well aware of the immediate death wish they force upon themselves if they strike first. This is the same reason as to why use a proxy war than a full scale confrontation.
