Engines---simply forget it. Your best bet is to locally azsemble/overhaul engines. The metallurgical know how is beyond you and will remain so for at least a decade and a half.
Weapon, EW suite and radars. Start off with local assmbly and build up from there. I have said this many times that an electronic facility of this nature does not survive and theive on building radars only but needs to invest in dual use technology and establish a base from which to progress. So like we talk of aviation city we need to have a silicon valley as well.
Missiles-------Already happenning. We need to progress but this is slow.
One major benifit of having a large population is that the industries get established early. India for example! May be we need a MASSIVE baby boom to give a kickstart to the industrial sector.

Next step should be given free education on university level to talented students and send them abroad on more advanced education once they. Become at a level to invent something not only give them their required equipment but also let them teach other student in Pakistan pay them more handsomely so they never think of leaving a job service to nation

Sir talented students still getting scholarships for higher studies along with limited Govt employees but unfortunately many of them leave their country once they get their degrees. Meanwhile many graduates of Nust and GIK also prefer to move to west due to lack of opportunities in the country.

Pakistan's main problem is brain drain from country. We should have allocate specific number of seats in our SPD related institutions and PAC projects with better perks for graduates of Nust, GIK an space sciences graduates. Similarly we should have seats in MOD and defense institutions for DSS graduates.

It plausible that at least PAF has realized need of hour and they are building Unis/tech institutes as per their requirements the whole project expected to be completed in a decade.
 
Lots of problems there. Military organisations have a specific mind set & civilians necessarily may not like or agree with that. That's another reason of drop-out rate. We are basically surrounded from east and west. It has now become necessary to become self-sufficient. Better very very late than never.

Brain drain is not an issue but rather an asset---the problem is not when there is brain drain---.

The problem arises when that brain WANTS TO COME BACK with sufficient qualifications---then you want to challenge his dual citizenship---you would want to know where his assets came from---you are cutting his legs and growth in pakistan---.

That is what the real issue is---.

Brain drain should be taken as a blessing in disguise for a better knowledge.
