It's not ambitious target, says Muhith; economists for proper aid utilisation, streamlining taxation



Staff Correspondent The national budget of 2012-13 will be about 17 percent bigger than the current one, Finance Minister AMA Muhith said yesterday.

The next fiscal year's allocation will be nearly Tk 1,90,000 crore, up from Tk 1,63,000 crore budget of this fiscal year, he said.

The minister also said his target is to keep the budget deficit below 5 percent in the upcoming FY.

“The Tk 1,90,000 crore budget is not an ambitious one,” Muhith said while briefing journalists after a pre-budget meeting with economists at the state guesthouse Padma in Dhaka.

“The next budget should be more than Tk 2,00,000 crore to provide citizens with the necessary facilities.”

In the next budget, he said, the government will mainly focus on institutional reforms and productivity of the investment. The government will seek to increase income from non-NBR (National Board of Revenue) revenue sources to meet its expenditure.

The minister said economists at the meeting suggested proper utilisation of foreign aids so that economy gets the proper boost.

A group of economists belonging to different think tanks also suggested the minister fix a minimum tax for Tax Identification Number holders as many of the TIN owners evade taxes.

Muhith said currently the number of TIN holders could be around 50 lakh, but only 8 lakh people pay taxes regularly. Many eligible persons dodge taxes by using loopholes in the TIN system.

He said the economists did not discuss anything on black money in the meeting. But they recommended formulating a coal policy and rationalising subsidies in sectors like education, food and export.

The economists suggested the minister devise a unified subsidy policy as the government does not have specific estimate of subsidies that make a big dent in its yearly spending.

At the meet, they also spoke for strengthening foreign trades, which generate 60 percent income of the country.

The experts stressed the need for education reforms through bringing changes in curricula and teaching methods, the finance minister said.

He added in the next budget the government will lay emphasis on housing for the low-income people and introducing a viable transport system.

Muhith also said the economists suggested rationalising the property taxes as the prices of land increased manifold over the last few decades.

As an example, Muhith said, many people bought a piece of land at the capital's posh area at Tk 20,000 years ago, but they are paying the property tax at the earlier rate, although land prices have already crossed crores.

“So, we have a plan to rationalise the wealth tax in the next budget.”

When his attention was drawn to giving licence to new banks, Muhith said the government did not issue any licence to any new bank yet, although the central bank has already recommended three.

“Bangladesh Bank suggests a lot to the finance ministry, but all suggestions are not considered. A total of 49 applications were submitted to the finance ministry for new banks,” he said.

Economists from different organisations including Policy Research Institute, Bangladesh Institute of Development Studies and Bangladesh Economic Association attended the meeting.

In Bangladesh tax to gdp ratio is only 9.3% which government is planning to make 13% by 2016. Last year tax revenue was 920 billion taka. Present government has a plan to raise it to 1250 billion taka by the end of their term... doubling then the 2009 term.

In bangladesh tax evation is rampant n that's why its gdp shows such a low value as bulk of it outside of regulations. I believe its not 5 million much more then that people are eligible to pay tax. Even if we take 5 million then just imagine how 6.3 time increase of tax payers then present .8 can change the scenario of bangladesh. Then tax should touch around 50 billion dollar mark from 11.5 billion dollar.

For your info as it is indicated current tax players also eved tax in big scale, vat issue is completely out of question as everyone evade vat and current black money is also out of reach thanks to big fish from both party. But it is easy to catch them just getting info of bank account, government bond, car, property and apartment purchase and other valuable property.

After so much political disagreement & violation govt somehow managing to upgrade its economical structure its a good sign.

Isn't the budget too small for a country like Bangladesh? I mean my state 'Andhra Pradesh' had recently unveiled its budget of Tk 2,34,000 crores and we have a population of around 80 million. Am I reading it right?

Isn't the budget too small for a country like Bangladesh? I mean my state 'Andhra Pradesh' had recently unveiled its budget of Tk 2,34,000 crores and we have a population of around 80 million. Am I reading it right?

That is Rs 1,45,854 crore not 234000 cr.

The main reason for the low budget is most of the people of Bangladesh does not pay tax and even those who pay tax they pay a very low amount due to huge tax evasion. Bangladesh gets last year around 12 billion usd tax where as India has got 9.32 trillion rupee or around 182 billion usd. That has made the difference. Despite of having 8 times population getting tax 15 times more.

In Bangladesh current tax payer is only .8 million which should be 5-10 million. So bringing all people under tax is a critical issue and without that it will hamper the growth and development activity of Bangladesh. I believe if those people can be brought under tax tax revenue should touch 40-50 billion usd marks if we also strict the revenue collection from VAT and import tax.

By the way last year India's total budget of India was 12.58 trillion which is around 247 billion USD where as Bangladesh's budget was 1620 billion taka which is around 20 billion USD. So virtually India has got around 10 times more bigger budget despite having 8 times more population then Bangladesh.

It explain the answer. Some of the rich state allocated more budget but poor states less and on overall we get the answer.

India has a higher per capita gdp than bangladesh, more than twice, we do well with our tax structure, quite satisfied with the rates as well.

Capital Receipts : 890801.82 BD taka
Total Receipts : 2391968.01 BD taka
Non-plan Expenditure : 1556060.68 taka.


But why comparing with INdia ? We have states with bigger population and area than BD.

by the way summing up it is coming 792.5 billion usd seems pretty high... Will be appreciated if you can provide total budget allocation.

This is not about your satisfaction or tax structure. Majority of the people of Bangladesh those who are eligible to pay tax do not pay and tax evasion is a big issue. This issue needs to be tackled as soon as possible for the overall development of Bangladesh.

to be honest i think tht bd has the potential to outgrow india percapita very easily, the most important thing is that once the people get their prorities right it ALL falls into place. People said the bihar would have mud roads while other states got 8 lane highways because they used to vote on Non development issues, now that that has changed it has a higher gdp growth than gujrat.
Because bd is smaller itll be better managed than india, once people see even a little bit of the fruits of development then it becomes unstoppable.

I have converted rupees to taka. If you look carefully I said it was around tk 2,34,000 crores.

India has a central budget and each of the Indian states have their own budgets too. So when you say India's budget is $247 billions. Its not entirely true. Its only union budget. Each state on average have about $15 billion additional budget. States also collect taxes and have their own revenue streams. As mentioned before 'Andhra Pradesh' has a state budget of around $30 billion dollars. States also spend money on education and health sectors.
