In history, the third world is created to describe the countries who do not want to stand in the USA or USSR side in the cold war. Also, most of these countries are developing countries.

Right now, China is rising in power, but China don't like cold war. China has very strong connection with both USA and Russia. Also, China is still a developing country.

So I would like to describe China as a third world country, with successful but unfinished developing.
