HighSpeed tracks will need alot of work
As you will need to re work the whole network line as need to be built and tested around higher speeds and also need other routes which can provide other routes
all 4 Pakistani provinces have different kind of regional challenges , Open Plains and Deserts , Mountain and Green
so they have to keep weather in mind
Everything comes with Money
If Pakistan Railways can provide a secure , better comfort and necessities for longer routes, People will use it.
When Railways are able to turn around and make profit People will use it and
than It will be better to have faster trains for These Kinds of Routes and one other thing could be done to have 4 single Trains which Connect All 4 to 5 Major corner of Pakistan

it was benazir killing which burned half the fleet of railway which it still not recovered from.
