New Members popping up!

I have recently observed that new members popping out of nowhere are making weird/unrelated/worthless comments in serious discussions without any introduction in the members introduction area.For Example:

A user by the name comlinkactive popped up in the thread:

Again here's another case of a user opening a thread(as his first post) without any introduction.Example:

A user named codename_47 opened the following thread in Bangladesh section:
http://www.defence.pk/forums/bangladesh-defence/278210-drug-curtail-crime-group-balanced-nsi.html#post4778493

I am sure there are numerous other cases like these.Could any measures be taken so that new members do not get to post anywhere with introducing themselves(ie opening a thread in the memeber's intro section) and cannot open a new thread without reaching a certain post count.
