To be precise, it's the blame, excuse and boast culture. All of these are considered bad qualities in Chinese traditional culture but considered OK and 'smart' by Indian culture. The more you can boast convincingly, blame problems to others while saving your own arse or provide excuses for shit, the 'smarter' you are. I am serious, it's in the mindset of most Indians. That's why problems will not get solved, they tend to prolong the problem with this process.

China or East Asian cultures are the exact opposite, theirs are a result driven culture.
