I have recently found this article.
The Indian state run Defense Research and Development Organization (DRDO) and state owned Ordnance Factory Board (OFB) have developed a new carbine for the Army which The Times of India reports will soon be adopted by the India Army. The Milap carbine, as it currently called, is expected to cost Rs 50,000 ($1,110).

The weapon was supposed to be developed in association with Singapore Technologies Kinetics, makers of the SAR-21 assault rifle, but STK was blacklisted by the Indian government after a corruption scandal.
The Milap will be part of the Army's Futuristic Infantry Soldier As a System (F-INSAS) upgrade. According to Soldier Systems, the weapon willk be modular and be able to use 5.56mm, 7.62mm and purportedly 6.8mm ammunition.

Milap – The New Indian Carbine - Soldier Systems

In our article on the Indian Army’s Futuristic Infantry Soldier As a System (F-INSAS) we mentioned a new carbine that was on its way. It’s called Milap and according to a recent article in the Times of India, it should begin field trials soon. Named after the joint venture that developed it, the carbine comes from a collaboration between the Ordnance Factory Board (OFB) and Defence Research and Development Organization (DRDO). There are reportedly 20 variants of the carbine with Defence sources claim the Milap will run about Rs 50,000 per copy which is half of what an earlier consortium had quoted. We’re not too sure what is meant by 20 variants but we find it very interesting that the Indian Army is more interested in a carbine, more suited for CQB scenarios such as the Mumbai attacks rather than full length heavy caliber rifles for potential operations along the border with Pakistan.

So the MSMC is called Milap and is developed with Singapore? Thats new to me.

I am confused too, read the article in the first post.

MSMC has nothing to do with Singapore.

Milip is probably MSMC though.

IIRC Milip was a carbine derivative of the INSAS.

As you said @Koovie- this is old news. These plans seem to have been scrapped as the IA is already in advanced stages of selecting a foerign carbine with deliveries expected next year.

God knows! We don't even know if it will be inducted in to the IA as the IA is in the advanced stages of selecting a foreign AR with deliveries beginning next year.
