We don't have enough police force to maintain law and order , most of them are busy in security of officers and Elite, some of them r busy in courts, very less remains in Thana, and the area which a single Police station has to cover is very vast.

What is the ratio of police officers to citizens?

I agree. There is an old article which relates to Karachis police to civilian ratio... unfortunately the ratio for karachi is the lowest. I can't find it right now but it proves what we already know. The police force is too small and too spread out to make a real difference. This has hindered its progress not just against terrorists but mafias and political criminals.

I think we need community policing more and the society as a whole needs to understand that without our help, the LEAs cannot fully exterminate the terrorists and their sympathizers.

The ratio is meaningless when most policemen are deployed on some sort of VVIP protocol or guarding soft targets. The ability for the Police to actually patrol and take care of any criminals is nearly non existent. There needs to be radical changes but no one will get to them so this thread is pointless. Yes, I agree that we need more policemen, we need them deployed to the right areas, and we need them to stop being manipulated or bought off.

Need of hour is martial law and put all institutions under army control, take Zardari in for interrogation. All issues will be resolved within a month.

Other way is to bring back Musharraf's system of democracy i.e. local bodies govt. and get rid of parliament, senate and provincial assemblies. get rid of state controlled police, let people police their own streets.

I seriously hope, we do understand the meaning of police though.

we need decentralized and multiple departments police force..
1. elite or anti terrorism
2. murder or serious crime investigaors
3. Tax evasion/smuggling/money mnitoring police force
4. civil/municipal police force (for traffic, utility bills )
5. police force for normal crimes like theft, fight, law and order controlling
if above mentioned departments are alreasdy establihed, then they must be awarded policing powers too
plus we dont have much forensic, bomb squad etc police forces.. and all braches should be give scout quard copters drones or heli drones...

highly variable from city to city.. e.g. in marawan something, a mslal town in baluchistan, 150 police men for 200,000 people.. in big cities ratio is still poor but margin is lower..

By comparison, New York City employs 836 police officers per 200,000 people: link. (And those policemen are really working, not just drawing salary and not showing up, as happens in some countries.)

The fact is Punjab & Sindh police are one the most corrupt, full of politicians favorites & politically controlled police force, nothing good can happen as long as corrupt politicians continue to control them as per their desires.

Give them better equipment gear and guns

And we also forget the importance of traffic police we must increase the traffic police and make i more active 24/7 with better cars and bikes all over pakistan because if we have more active traffic police half of terrorist we can caught on streets rather than they teach their destination

That might make police more intimidating bodyguards of the high and mighty but what will it do to deter, investigate, and successfully prosecute criminals? To do that you need to train and deploy more policemen along with increased spending on detectives, forensics, and prosecutors.

What is the distinction between "traffic police" and regular police, then?

Thanks for an excellent share....Hassan Abbas sb has authored a book as well very recently called ' Taliban Revival', a good read I must say..... coming back to the topic.....Hassan sb has overlooked certain points in his report or have not gone in depth during his research....He also has focused too much on role of Police in Counter Terrorism, however he should also have addressed the Role of Police in a Welfare state, report should have addressed countering street crimes, extortion, Investigations kidnapping, serious organized crime......
Another thing he spoke about is lower performance demonstrated by the Junior staff at the police.... let me add here that there are certain reasons for that:
1- One being lack of Commitment:
If you compare a Sentry (sepoy) to a Constable both standing guard, you will clearly see the level of commitment each has to his duty...a solider 24/7 Pray, live, think, sleep over the words ' ALLAH O AKBAR' , "Pakistan', ' Shahdat', 'discipline' they are fed this anthem ......hence you see a sheer amount of discipline in them.
I have yet to come across a Constable who live with this code......
2- De motivation:
One major factor playing its role in De motivation of a Constable / ASI is lack of respect, both at the hands of people with influence & general public
Example: I have personally witnessed my elder brother at 2-3 times getting into a fight with ASI / COnstable on Picket duty, at one instance, a well mannered ASI requested to see vehicle document but disrespect response from my brother led ASI reply in the same harsh tone.....
It is a very common practice on the road side these days or on Pickets, if a Solider stops you no one has any issue, but if by mistake someone with Black shirt & khaki trouser stops you then we just drive off by merely saying ' chal oye apna kaam kar' we don't even bother to stop; this has been a common observation.....

3- lack of willingness:
with reference to my point one, there is break between willingness to perform allocated duties & performing duties---
People are actually paying up Muharar to ensure that they do not get to stand outside a sensitive location or any critical task where there life is at risk, many would be happy to stay guard outside banks or ordinary building.
Example:
A painter very well known to me in the family from village, he had good athletics, he had tried very hard to join the police force and he finally managed to score a post as Constable.
but his intention to join police force was never to serve the community but actually secure his future (with flow oof money :wink:)... The kind of person he was he should have been put to Special Branch, CIA, CTD, on surveillance duty, but no, he ended up sitting outside a building where some minister sb was selling his Poultry products from.....I managed to see many like him too.....
