need help about getting corona certificate online

today i tried to get corona certificate from

Immunization Program

i paid 100 rupees which are deducted from my account.i can check this deduction on the bank app.
but when i tried to download the certificate i got this message

can anybody body explain why i am getting this message?
tried 2 or 3 time and enter the detail again and again but the same message.
