This "10 times" initial figure comes from the Chinese authorities (CCDC), which is not very unexpected. Why are so many people making such a fuss? Maybe they just read the title?

If you take a casual search, you will find this is common situation.

The point is spreading this information deliberately without these other findings as halftruths, to serve as a pretext for pretending and in the case of these Indian trolls not just disingenuously suggesting but simply falsely claiming that China somehow is different and even covering up things, despite knowing thats its nothing special and in fact China acting transparent and professional to consider this. Its just routine script to convert bits of information they stumbled over for their personal and sometimes also professional crusade to spread lies and missinformation against a country they hate.

Just like them repeatedly asking loaded questions like why China banned or denied cooperation with WHO despite that fact that they have been personally told and proven hundred times that the entire premise of their question is a blatant lie.
