What range?

Depends on whether the missile was K-15 or K-4 - no news reports have clarified that. So it's either 750 Kms, or 3,500 Kms.

Doval has never said any such thing.
This signature is more of a statement to bring out what many in Pakistan think of Doval. It is believed by a big chunk in Pakistan that all problems on AFPAK borders were facilitated by India under Doval’s watch.

Doval has openly said that India should pay back Pakistan on same coin as Pakistan is paying India on insurgency.
