Vice Admiral Noman Bashir has been appointed as Commander Karachi with immediate effect. He took over the charge from Rear Admiral Bakhtiar Mohsin who is proceeding to another important billet. As Commander Karachi, Vice Admiral Noman Bashir would be in charge of all naval establishments and shore-based units at Karachi. Apart from this, he will also head various organizations as ex officio President/Chairman. Vice Admiral Noman Bashir was commissioned in Operations Branch of Pakistan Navy in June 1973. He served onboard various ships before joining naval aviation where he graduated as a helicopter pilot. He commanded two aviation squadrons, a combat ship, and also held the key appointment of Commander Naval Aviation. His staff appointments include Commodore Training Ashore and Director Naval Intelligence, Assistant Chief of Naval Staff (Operations) and Assistant Chief of Naval Staff (Training) at Naval Headquarters. He also served as General Manager (Operations) at Karachi Port Trust and Deputy Chief of Naval Staff (Projects).

ISLAMABAD: President Asif Ali Zardari would soon appoint the new chief of naval staff to replace the incumbent, Admiral Muhammad Afzal Tahir, defence sources said on Thursday.

Admiral Tahir retires on October 7 after completing three years as the naval chief.

The sources said the Defence Ministry has already sent a summary to the president recommending the names of Vice Admiral Asif Humayan and Vice Admiral Noman Bashir for the position. The two are presently the senior most officers of Pakistan Navy followed by Vice Admiral Asif, Vice Admiral Noman, Vice Admiral Saleem Minai and Vice Admiral MA Khan respectively. They said the practice of appointing naval chief from among the vice admirals has been scrupulously followed in the past, with the exception being the appointment of a successor to Admiral Mansurul Haq. Rear Admiral Bokhari was promoted as vice admiral a few weeks before his appointment as admiral and chief of Pakistan Navy. sajjad malik

ISLAMABAD, Oct 5 (APP): President Asif Ali Zardari appointed Vice Admiral Noman Bashir HI(M) as Chief of the Naval Staff and promoted him to the rank of Admiral. After the issuance of notification as the Naval Chief his promotion to the rank of Admiral will be effective from the date of taking over, says a press release issued by Pakistan Navy on Sunday. Admiral Noman Bashir will succeed Admiral Muhammad Afzal Tahir, who will relinquish the command of Pakistan Navy after completion of his tenure. The change of command ceremony will be held on October 7, 2008 at PNS Zafar Ground, Naval Complex, E-8 Islamabad.

Vice Admiral Noman Bashir HI(M) was commissioned in operations branch of Pakistan Navy in June 1973. He has had the privilege to command two aviation squadrons, two ships (frigate and corvette) and the Naval Aviation. He has also had the coveted honour of commanding Pakistan fleet.

He has served on staff appointment at NHQ as Assistant Chief of Naval Staff (Operations), Assistant Chief of Naval Staff (Training), Director Naval Intelligence and Deputy Chief of Naval Staff (Projects). He has also served as Commodore Training Ashore, Senior Pakistan Armed Forces Officer in the Sultanate of Oman and did a tenure in KPT as General Manager (Operations).

The Flag Officer is a graduate of Joint Services Staff College, Armed Forces War College at National Defence University and Royal College of Defence Studies UK. Before being appointed as the Chief of the Naval Staff, the Admiral was serving as Commander Karachi.

The Flag Officer is married and blessed with two sons.

Naval strength to be increased, says Admiral Noman

ISLAMABAD: Chief of the Naval Staff Admiral Noman Bashir on Tuesday maintained that the strength of Pakistan Navy would be enhanced by critically analysing challenges being faced by the country to protect its maritime interests.

“My first priority is to critically analyse all the challenges being faced by the Pakistan Navy to make it even stronger for peace and war,” Naval Chief Admiral Noman Bashir said at the change of command ceremony held here at the Naval Headquarters.

The outgoing naval chief Muhammad Afzal Tahir handed over the command of the Pakistan Navy to his successor Admiral Noman Bashir for next three years. The impressive ceremony was also witnessed by retired naval chiefs, senior officers of the Pakistan Navy and some senior bureaucrats.

Admiral Noman Bashir said the Pakistan Navy was well prepared and equipped to protect the country’s interests in peace and was ready to meet the challenge of war, if it was imposed. “We do not want war but if it is imposed, we are ready to meet the challenge,” he said.

The newly-appointed naval chief pointed out that there were different powers present in the region and Pakistan Navy also needed to show its presence. “I am not saying that we are large in size but we are a balanced navy and need to further enhance its strength,” Admiral Nomal Bashir said.

He said the primary objective before him was that the Pakistan Navy should maintain optimum operational preparedness for all the times. He said despite all financial constraints at national level, the navy was steered well through the turbulent waters and was transformed into a professional and potent force to defend maritime interests of Pakistan.

He observed that despite numerous challenges, Pakistan Navy made significant progress under the command of Admiral Muhammad Afzal Tahir. The outgoing naval chief said that the Pakistan Navy pursued acquisition of major sub-surface, surface and aviation platforms in the last three years. “Owing to our persistent efforts, the government has approved plans for acquisition of German 214 Class submarines to be built at Karachi Shipyard under transfer of technology programme."

He said the Naval Air Arm was being strengthened by acquisition of upgraded P3C Long Range Maritime Patrol aircraft from the US. Under this programme, the Pakistan Navy would start having fleet of nine upgraded and modified P3C aircraft towards the end of year 2009

approval was granted by the GoP but the issue is the funds availability. obviously i cannot challenge the new ADM but the MoU lapsed at the end 2007.

Noman Bashir assumes command of Pakistan Navy

ISLAMABAD: Admiral Noman Bashir assumed command of the Pakistan Navy as the 18th chief of naval staff (CNS) on Tuesday, taking over from Admiral Muhammad Afzal Tahir. Admiral Tahir retired after 41 years of active service, including three years as the naval chief.

The Pakistan Navy secretary read out the notification of appointment of Admiral Noman Bashir as the new CNS. He also read out another notification announcing Admiral Tahir’s retirement from service. The new CNS inspected a guard of honour and read out his policy statement, vowing to make the Pakistan Navy one of the finest naval forces in the world. He said, “I am deeply conscious of the trust and confidence reposed in me by the president and the government of Pakistan.”

Bashir said that the Pakistan Navy would maintain optimum operational preparedness and he, as the CNS, would strive to fulfil this primary objective. He said of military hardware was important but the quality of fighting men was the real force multiplier.

The CNS said that personal conduct was as important as professional expertise and vowed to never comprise on ‘morals’. He promised to work hard for making the system transparent and merit-oriented. He paid tribute to the outgoing CNS, saying that the navy achieved major breakthroughs under him in line with the policy of self-reliance.

Later, taking to the media, Admiral Bashir said that the Pakistan Navy faced multiple challenges in the realm of maritime security due to the presence of various powers in Pakistan’s area of interest but he promised to rise to the occasion to safeguard the national interests at any cost. He said Pakistan would follow a multi-dimensional approach to tackle the various problems. He said the Pakistan Navy was not the biggest force but was a ‘power’ in its own right in its area of operation.

Pakistan has made further changes in the armed forces' senior ranks by appointing a new naval chief, while officials said a retired lieutenant general was likely to be appointed as secretary at the Ministry of Defence.

Admiral Noman Bashir took charge as the new naval chief on 7 October, replacing Admiral Muhammad Afzal Tahir, who retired after completion of his tenure.

Adm Bashir last served as Commander of the Naval Fleet based in Karachi, Pakistan's southern port city, which is considered to be the navy's home base.

A naval aviator by training, Adm Bashir's previous appointments include serving as the Director of Naval Intelligence and one of the deputy chiefs of naval staff.

Western defence officials in Islamabad said the new naval chief's immediate tasks would include finalising an agreement for the purchase of three or four new submarines as well as four new frigates to be acquired after the induction of up to four Chinese F22P frigates currently on order by the Pakistan Navy.

The navy has considered the Scorpene submarine produced by DCNS of France and the U-214 submarine produced by German company HDW. An announcement is yet to be made, but Western defence officials believe the German submarine is the Pakistan Navy's preferred option.

In another important development, Lieutenant General Syed Athar Ali, who retired in early October after completing his tenure as director general at the joint staff headquarters of the armed forces, is expected to be appointed secretary at the Ministry of Defence, a senior government official said.

The position of secretary is second in command to the minister and involves overseeing daily operations, as well as co-ordination between the government and defence forces.

Gen Ali is a widely respected officer whose previous assignments have included serving as the military's corps commander in Karachi, vice chief of general staff at Military Headquarters in Rawalpindi and on deputation as the troop commander of UN peacekeeping forces in Sierra Leone.

A senior government official told Jane's that Gen Ali's experience had made him "the best possible candidate for a position which is closely tied to the daily functions of the armed forces".
