KABUL: A senior international alliance officer in Afghanistan questioned Wednesday why the local army, which is due to take responsibility for security next year, has demanded tanks to fight insurgents.
US-led Nato combat troops will withdraw by the end of 2014, leaving Afghan forces to battle Taliban militants who use roadside bombs, suicide attacks and other guerrilla tactics to oppose the Kabul government.
“We are making a counter-insurgency force and we have our Afghan partners asking for things we would call ‘high-end war fighting’ – tanks and what have you,” Australian Brigadier Adam Findlay told reporters.
Findlay, deputy chief of operations at the International Security Assistance Force (ISAF) headquarters in Kabul, said army officers were influenced by the experience of Soviet occupation of Afghanistan in the 1980s.
“We think (the demand for tanks) is because of them defaulting to a previous Soviet model and what they experienced particularly as young men,” he said.
“What we have to have is a discussion about ‘Why are you defaulting to those kinds of items when we, as western countries, don’t see them as central equipment for a counter-insurgency fight?’”
Findlay’s comments came as President Hamid Karzai began a visit to the United States, where he will lobby for further increases in cash and equipment for the Afghan army and police as they prepare to stand alone against the Taliban.
Afghan officials were quoted last week as also requesting sophisticated surveillance balloons, unmanned drones and aircraft to strengthen their developing military capability.
“We are aware of the shortfalls in the air force, we are trying to rectify them but that will go past the end of the ISAF mission,” Findlay said.
After 2014, the United States may keep a “residual force” of US soldiers in Afghanistan to ensure that Al-Qaeda cannot make a comeback and again use the country as a safe haven.
But officials in Washington have also suggested that US troops may withdraw completely, heightening concern that Afghanistan could descend into turmoil with its many warring factions taking up arms.
Findlay said that militants killed or wounded more than 3,500 Afghan civilians last year — with 2,500 of the casualties caused by guerrilla-style bomb attacks.
He added that the Afghan national security forces (ANSF) had received nearly $10 billion of equipment since a US-led coalition ousted the Taliban regime in 2001.

Nato puzzled by Afghan army

I dont agree.

If its Tank country & the terrain permits their usage - they should use tanks.

More so if they shall not have access to the kind of support the ISAF has from the air and other combat back up support.

.
If not tanks, definitely APC's, Light armored vehicles, light arty, support vehicles, observation helicopters, COIN helicopters like the ones given to pakistan, and air support aircrafts, If not the A10's atleast the Super Tucano and likes.

. .
why puzzled, they definitely need it for their security.

We need nothing from NATO/US they should only allow us to have full authority of $4.1 bln/year military aid; we will buy them ourselves.

U serious?? Will Afghanistan get so massive a military aid every year?? That equals to nearly 20% of Afghanistan's GDP & close to 2/3 of what Pakistan spends on defence.

BTW how will be some Arjun MBT??? :D

.
well , not to be harsh to anybody.......if pakistan can get F16s in the name of fighting insurgents, then tanks become basic necessity, isnt it ??

.
Tanks are overkill but atack helicopters , cluster bombs and drones (even gunships/A-10 Thunderbolts) are necessary to fight againts taliban in Afghanistan.

.
Afghanistan has to look towards russian armament for cost effectiveness, which means the ability to select it's own suppliers.
Some second hand good quality equipment for Nato allies should also be on the offering. US needs to do more with EDA and FMA for afganistan.

That's very unlikely to happen, bro. US will definitely push their own products into Afghan Army to ensure Afghanistan will always rely on US for their security.

With the height of corruption in Kabul that money would sure buy a lot of luxry apartments in Dubai!

I think the ANA is tried of battling insurgents and they want start depending on the tank model now..find taliban hideouts and shell them hard!

Yeah serious with Afghanistan's contribution it will become 4.7 billion and it's fixed for 10 years after 2014.

Yeah corruption is the biggest concern, ANA doesn't need tanks to fight insurgents.. they will be one of our national defense assets.

Yeah definitely their procurement costs too much, maintenance costs too much, using them costs too much.

My sincere opinion, if ANA really looking forward to acquire tanks to fight Talibans, then look no further than upgraded T-72, with the cost of $2 million per piece, 100 T-72s will barely cost $250 million (including weapon systems).

Pakistan WoT equipment from US
2002 5 Ex-US UH-1H rebuilt to Huey-2 before delivery; part of $73 m US; for Ministry of Interior; aid for Afghan border patrol and anti-narcotics operations

2007 (12) Ex-US; modernized before delivery;

2004-2005 26 Originally $230 m deal for 2 year lease but given to Pakistan in 2007; from Canadian production line; for use in 'war on terrorism'; incl some for police; Bell-412EP version

2006-2008 (2014) $82 m deal; TOW-2A version; for AH-1 combat helicopters

Ex-US P-3C rebuilt to P-3CUP in USA (paid with US aid worth up to $970 m); first 2 delivered without complete systems (to be installed later)

2008 (4) Ex-US UH-1H rebuilt to Huey-2 before delivery; for Ministry of Interior; aid for Afghan border patrol and anti-narcotics operations

2009 5 Ex-US UH-1H rebuilt to Huey-2 before delivery; for Ministry of Interior; aid for Afghan border patrol and anti-narcotics

2010 14 Ex-US Bell-209/AH-1F Cobra Combat helicopter

10 Ex-US; Mi-17 version; incl 4 on 5-year lease; aid

2010 1 Hawker-850XP version

2010 550 Ex-US; M-113A2 version; aid

So if US can provide pakistan with over 500 APC's and 50 heli's 4-5 surveillance a/c, It should probably given similar to Afghanistan as well.
