According to the link provided in the OP the "citizenship blocked" means that their national identity card numbers have been blacklisted. That means they probably can't use their passports, open bank accounts or obtain sim cards etc in their names.

Having ones citizenship revoked makes a person a refugee/stateless provided he does not hold another.
