I think instead of rejoicing the dismay of an enemy its better to think over how we reached a point where we needed an energy bailout from a friendly neighbor.

Oh that's a tall order for us - Pakistanis, we like to do chest thumping and indulge in cheap jokes but we are incapable of serious reflection on our mistakes and critically analysing them.
All nations think and plan about their future. Developed nations plan for 40-50 years ahead with 20-30 years of very concrete planning with measurable milestones and checkpoints set at shorter intervals. One such instance in Pakistan's entire history were the 5-year plans during 50s and 60s and which inspired many nations and most prominently was emulated by South Korea. However unfortunately things took a turn in Pakistan for worse, 1971 war and then ZAB changed it altogether.

Current situation is that, Pakistan does not even know how many citizen's it has, the most fundamental parameter required for any realistic future planning for a nation. How can you estimate the amount of power required when nobody knows how many people are there in the country, the same goes for housing, food, transportation etc.
Furthermore, this census routine in Pakistan is totally outdated. In developed world the statistics update every second thanks to the positive use of IT and modern techniques and national databases. When each new birth, death, emigrant, immigrant, etc gets logged into the system, the statistics get updated and that's what we need.
