Former Director General of Parks and Horticulture at the Karachi Metropolitan Corporation Liaquat Ali Khan Qaimkhani embezzled at least Rs1 billion through fraudulent schemes, the National Accountability Bureau (NAB) alleged on Friday.
The former director-general, who was arrested in a raid by the accountability bureau earlier on Wednesday, headed a group of financial racketeers that included former members of the KMC and senior politicians from different political parties, the bureau told the media.
According to the statement released by NAB, Qaimkhani was involved in setting up 71 ghost parks in Karachi over a period of twenty years. He also registered fake companies for carrying out 'repairs and maintenance' in the ghost parks, revealed officials from NAB.
NAB has decided to file up to three more references against the accused, who was also an adviser to Karachi Mayor Waseem Akhtar.
According to the details provided by NAB, the luxury items recovered from the residence of Qaimkhani yesterday are worth Rs10 billion, while jewelry items seized from the house are worth Rs150 million.
Earlier on Thursday, officials of NAB Rawalpindi had acquired a three-day transit remand of Qaimkhani in the Bagh-e-Ibne Qasim scam. Qaimkhani was accused of awarding fake contracts as DG Parks in the metropolis, as well as illegally allotting a plot from land meant for a park in Clifton.
Qaimkhani, currently embroiled in a fake accounts case, was living in an opulent, palatial residence — worth millions, in PECHS society with sprawling lawns and a swimming pool.
His bathroom alone was spread over two marlas. Among valuables recovered from the former DG Parks’ house were eight imported luxury cars, gold bangles and necklaces, diamond jewellery, weapons, and files of millions of rupees worth properties in Lahore and Karachi.
Pleading innocence, the former DG Parks Qaimkhani said all the cases against him were false and staged, and that he will prove all the allegations wrong in the court of law. He said that he belonged to a landlord family and that all the properties are shared.

ذرائع کے مطابق لیاقت قائم خانی نے گھر میں موجود لاکر کا کوڈ نیب حکام کو دوران تفتیش بتایا جس کی بنا پرنمبروں سے کھلنے والے آہنی تجوری سے کروڑوں روپے کے زیورات اور دیگر اشیا ملیں، لیاقت قائمخانی کے گھر سے برآمد سونے کی اشیاء کی مالیت 15 کروڑ روپے سے زائد ہے جبکہ گھر سے برآمد کے ایم سی دستاویزات میں باغ ابن قاسم کے فنڈز کی فائلیں بھی شامل ہیں۔
ذرائع کا کہنا ہے کہ لیاقت قائم خانی کے گھر سے برآمد اثاثوں کی مالیت 10 ارب روپے سے زائد بنتی ہے، اسی تناظر میں نیب حکام نے لیاقت قائمخانی کے خلاف تین مزید ریفرنسز قائم کرنے کا فیصلہ کیا ہے جبکہ جعلی اکاوئنٹس کیس کے علاوہ لیاقت قائمخانی پرآمدن سے زائد اثاثے بنانے اور کرپشن جعلی دستاویزات کے ریفرنس بھی دائر ہوں گے۔
ذرائع نیب کا کہنا ہے کہ لیاقت قائمخانی نے پارکس میں جعلی کام کرانے کے لیے جعلی کمپنیاں بنائی ہوئی تھیں، ان کمپنیوں کے نام پر فنڈز ریلیز کیے جاتے تھے جس سے کسی کو کوئی حصہ نہیں دیا جاتا تھا۔
دوسری جانب لیاقت قائم خانی کے گھر سے برآمد دستاویزات کے ذریعے کے ایم سی کے محکمہ باغات سے متعلق اہم انکشافات سامنے آگئے، ذرائع نیب کا کہنا ہے کہ لیاقت قائمخانی نے بیس سال میں کراچی کے 71 پارکس کو صرف کاغذات میں بنایا اور ایک ارب سے زائد ہڑپ کرلیے، ملنے والی دستاویزات سے کرپشن کے پیسے کے ایم سی افسراں سابق عہدیداروں اور اہم سیاست دانوں کو بھی حصہ دینے کا انکشاف ہوا ہے۔
ذرائع نیب کے مطابق لیاقت قائمخانی 2007ء سے غیر قانونی طور پر کے ایم سی کے مشیر باغات تھے، گریڈ اکیس میں ریٹائرڈ منٹ کے بعد کے ایم سی سے ایک لاکھ روپے پینشن بھی وصول کرتے تھے، لیاقت قائمخانی نے اسسٹنٹ ڈائریکٹر کے عہدے سے ملازمت کا آغاز کیا اور آخری تنخواہ سوا لاکھ روپے وصول کی۔

The Urdu news says that he was working illegally as adviser of Parks in KMC since 2007. That is a whopping 12 years work without detection!!!
