Myanmar Signs Agreement For Six Russian Su-30 Warplanes

Russia will supply six Sukhoi-30 fighter jets to Myanmar under an agreement signed during Russia Defence Minister Sergei Shoigu visit to the Republic, Russian Deputy Defense Minister, Lieutenant General Alexander Fomin said on Monday.

“The visit of the Russia Minister of Defence General of the Army Sergei Shoigu has given additional impetus to military and technical cooperation between Russia and Myanmar: the Republic is actively procuring the Russian armaments and military hardware, including the Su-30 fighter jets,” General Alexander Fomin said.

General Fomin expressed confidence that the Su-30 warplanes would become the main fighter jets of the Myanmar’s Air Force to protect territorial integrity and repel terrorist attacks.

Myanmar also expressed interest in buying other Russian military hardware for its land and naval forces, RIA news agency reported.

According to the deputy defense minister, Russian armaments proved their capability during their operation in Myanmar’s Armed Forces. "These are, in particular, the Mi-24, Mi-35 and Mi-17 helicopters, as well as the MiG-29 fighter aircraft, the Yak-130 combat-capable trainer aircraft, the Pechora-2 air defense system and other equipment," the lieutenant-general specified.

On January 20-22, Shoigu visited Myanmar on an official visit. An intergovernmental agreement on a streamlined entry for warships in Russia’s and Myanmar’s ports was signed during the visit, and talks with the commander-in-chief of the Myanmar Armed Forces Senior General Min Aung Hlaing were held.

How is the 2 billion US dollar Myanmar defence budget going to pay for the purchase and maintenance and operation of an air-force that will now number over 50 4th generation air-force?
Is there more money being spent on defence that is not being disclosed?

Army have 2 big Cooperations which only need to report directly to President and commander of Armed force. their business network is big and at least 5 dozens including some of their HQ based in SG , Thailand and Vietnam under different names. just one of their beverage company alone valued $ 1B and making millions yearly. most of the profit used in buying hardwares , research and sending scholars to multiple countries.

So Myanmar is spending vast sums on defence and not on developing sectors like education, health and infrastructure? Money spent on defence cannot go on nation building sectors.

Two points.

First one is that Myanmar military have a huge amount of fund called GWF (General Welfare Fund) just like BD Army AWT (Army Welfare Trust). It is a multi-billion dollar business, probably the biggest one in the country. Under the military government, the GWF even grow bigger. They have hundreds on business farms and industries. Normal citizen may dislike it. But it is the reality. They earn almost 500-800 million dollars a year. Although nobody exactly know the total amount of GWF, some experts estimated that the GWF may go between 2-3 billion dollars. That's why Myanmar military leaders don't need to bother about the Govt for defence acquisition.

Second one is self reliant defence policy. During the military government times, they have ladi down the so called policy of self reliant. They have invested so much amount on defence related industries and infractures. Now, 95% of infantry weapons, ammunitions, personal equipments, Kevlar vests and helmets etc. . . are being produced locally. 100% of artillery ammunitions and rockets are also produced by DI. From infantry mortor to 122 mm D 30-2 are also being produced locally. Many of the industries are completely self sufficient in different ways. e.g They have rubber plantations to produce rubber. They have steel mines & mills to produce weapon grade steel and steel for navy ship building. They even have rice fields and poultry firms to provide rations for troops. They have cotton plantation and textile factories to produce uniform and canvas. The products of those industries also go for foreign export. Thanks to the self reliant policy, Myanmar military can spend almost 50% of defence budget for weapon acquisition.

So, with 50% of defence budget + GWF, Myanmar military can effort such huge acquisition.

Regarding the maintenance of MiG 29, we are getting assistance from India. We have built an overhaul plant since 2015.

Myanmar is probably spending around 5% of GDP on defence in that case. This can only harm it's economic development. Is this wise to be spending so much on defence as it will fall even further behind the rest of the region in economic development.

Although the defence spending is increasing, thanks to the rapid economic growth, % is in downward trend significantly.

nope. the purpose of company is to support military and reduce military budget from national spending . it is operated by own fund , not from gov budget. it have to pay tax like other companies. it even paid over 300,000 jobs and also top ten tax payer in Myanmar. last year alone , just one of its companies paid $30 m as tax. is it contributing in economic and development sector of country? and dont forget even BD is following this way.

Vietnamese telecoms group Viettel has unveiled plans for its Myanmar wireless joint venture Myanmar National Tele & Communications (MNTC), which it co-owns with Myanmar National Telecom Holding – a consortium of eleven local firms – and Star High Public Company, a subsidiary of Myanmar military-owned Myanmar Economic Corporation (MEC), the latter of which already has a presence in the market as MECTel. MNTC, which will operate under the MyTel brand, will launch a 4G-only network in the first quarter of 2018, leapfrogging 2G and 3G technologies, Vietnamese news outlet Bizhub writes, citing senior MyTel officials. The operator is aiming to roll out a total of 7,200 base transceiver stations (BTS), covering 90% of the population, and supported by 33,000km of fibre-optic cabling. In addition, MyTel will provide internet services to 1,350 schools along with computers and software. In total, the deployment is expected to cost around USD1.5 billion, of which Viettel will stump up 49%. Viettel also noted that it planning to apply domestic charges for users roaming between Vietnam, Myanmar and Laos.

The Myanmar Economic Corporation inaugurated Kan Thar Yar International Specialist Hospital located near the bund of Inya Lake on Pyay Road in Yangon on Tuesday.

The inauguration ceremony was attended by Commander-in-Chief of Defence Services Senior General Min Aung Hlaing, the Office of the Commander-in-Chief reported.

Union Minister for Health and Sports Dr Myint Htwe, Chairman of Myanmar Economic Corporation Quartermaster-General Lieutenant General Nyo Saw and Yangon City Development Committee Chairman Mayor Maung Maung Soe opened the ceremony, while Senior General Min Aung Hlaing formally unveiled the hospital signboard.

The specialist hospital is located at No 87 near the bund of Inya Lake at 6½-mile on Pyay Road in Yangon.

The hospital, as a one-stop service centre, will provide comprehensive health care services for heart and kidney patients to enable Myanmar citizens to conveniently have medical treatment at home at a fair cost. In providing medical treatment, the hospital will use modern pathology machinery and advanced technologies.

The specialist hospital is equipped with an out-patient cardiology department, out-patient nephro-uro department, cardiovascular department, haemodialysis department, cardiac special intensive care department, emergency department and operating theatres.

The ceremony was also attended by Commander-in-Chief (Navy) Admiral Tin Aung San, Commander-in-Chief (Air) General Khin Aung Myint, military dignitaries and Yangon Region ministers.

Why myanmar requires Su30 for?
Bangladesh?
Who is enemy of myanmar except bangladesh who themselves are flying vintage F7s and Mig29s.
I dont get it. Another arms race in the region, now between bangladesh and Myanmar [emoji17]

So, would it be possible to data link their jf17 with the Su's ?, the thunders could have their radars off to go undetected and let the 30's guide their BVR with their powerful radars

Whether money is spent from private funds or the government budget on defence does not really make all that much difference as it all comes out from the GDP of the country.
This money could have been invested in civilian sectors of the economy that would generate a profit and hence raising GDP.
Myanmar seems like it is going down the path of spending heavily on the military and will keep falling further and further behind the rest of the region.

The number six is interesting because it's the exact number of Su30 in storage out of the 18 that India had returned.
12 went to Belarus.

I had suggested Bangladesh to buy it at cheap rate. Seems they'll face them instead.

Can Myanmar afford brand new Su30 and build facilities for just six of them?

The purchase of both the JF-17 and SU-30 in just over a year means that Myanmar is a frightened rogue.
