Amnesty denounces security forces and local Buddhists for state-sponsored attacks on Rohingya Muslims in Rakhine state.
Last Modified: 21 Jul 2012 00:35

Al Jazeera's Nicholas Haque files this exclusive report from the Bangladesh-Myanmar border.
Human Rights group Amnesty International has denounced security forces and ethnic Rakhine Buddhists of carrying out fresh, targeted attacks against Rohingyas, the Muslim minority group in Myanmar.

Violence in the last six weeks has been "primarily one-sided, with Muslims generally and Rohingyas specifically the targets and victims,'' Benjamin Zawacki, a Bangkok-based researcher for Amnesty, said on Friday.

"Some of this is by the security forces' own hands, some by Rakhine Buddhists with the security forces turning a blind eye in some cases,'' he said.

The violence, which reached its bloodiest point in June, constituted some of the country's deadliest sectarian bloodshed in years and raised international concerns about the Rohingyas fate inside Myanmar.

Following a series of isolated killings starting in late May that left victims on both sides, bloody skirmishes quickly spread across much of Myanmar's coastal Rakhine state.

The government declared a state of emergency June 10, deploying troops to quell the unrest and protect both mosques and monasteries.

The worst of the violence subsided two weeks later, and authorities said at least 78 people were killed and thousands of homes were burned down or destroyed, with damages roughly split evenly between Buddhists and Muslims.

Refugee problem

Thein Sein, Myanmar's president, said earlier this month that the solution to ethnic enmity in Rakhine state was to either send the Rohingya to a third country or have the United Nations refugee agency look after them.

UNHCR chief Antonio Guterres said, however, that it was not his agency's job to resettle the Rohingya.

One month after sectarian violence swept across northwestern Myanmar, Rohingya refugees are now fleeing to Bangladesh by the boatload, in a bid to escape the violence.

Despite their plight, Bangladesh is stepping up its efforts to stop refugees from crossing over.

Amnesty called on Myanmar to accept the Rohingya as citizens, something the government has staunchly opposed because it does not consider them an ethnic group native to Myanmar.

"Under international human rights law and standards, no one may be left or rendered stateless,'' Amnesty's Zawacki said.

"For too long Myanmar's human rights record has been marred by the continued denial of citizenship for Rohingyas and a host of discriminatory practices against them.''

All Bangladeshi's repeat after me:

10 Burmans/Bamars for 1 Rohingya

. .
An Indian today posted a very interesting oped article. I would urge people to go over the long article in detail as it has a lot of relevant information and an interesting suggestion, which I quote below. What this Burmese guy is proposing is to move the Rohingya to Chinese border and move Chinese migrants to Bangladesh border, to prevent further migration from both China and Bangladesh as they can be easily identifiable (Bengali Kalar among Chinese and Chinese among Bengali). I applaud him for at least not suggesting killing and ethnic cleansing for a change. But what this tells us is that Chinese population there is increasing and at some point, together with 4 (may grow to 10) million Chinese, 1 million Rohingya and other ethnic groups (23 million), it might just be possible to topple the Bamar from power and put the minority in power instead and perhaps engineer a partition of Burma as I suggested earlier, with support from China, Thailand and Bangladesh and thus limit the Bamars in a land locked area with no border to India, China or Thailand and no coastline:

Here is the oped from the Burmese guy:
Burma: Killing Two Birds With A Stone Or A Win, Win Situation - OpEd Eurasia Review

Win Win Situation
As I use to hum the tune, “It takes all sorts to make a world as there are so many jobs to do, but the best of the lot is the one that I recommend to you.” we must remember that Burma is under populated of less than 60 million while all our immediate neighbours Thailand in the East and Bangladesh in the West have far more population, even though their land area is much more smaller than Burma. This does not count our giant neighbours of India and China. Naturally all our neighbours want to dump their excess population into Burma with rich natural resources.

The immediate problem where both legal and illegal immigration is concerned is the Chinese in the east and not so much Bengalis in the West. A rough estimate put that there are more than 4 million Chinese immigrants in Burma so much so that Mandalay, the second capital of Burma is called 2nd Beijing as most of the business area and the city has been taken over by the Chinese while the locals have moved to the suburbs. This does not included the illegal Chinese coming across the border areas posing as ethnic nationalities. So why did the Tatmadaw did create this Mujahid problem when it tried its level best to placate the local outburst against the Chinese? The Burmese saying of (ukvm; r Edkif&cdkif rJ) not being able to conquer Kalar beat up the Rakhine was skillfully turned into (w&kwfrEdkifukvm;rJ ) being unable to tackle the Chinese turned on to Kalar.

Will the Thein Sein Administration ever challenge the illegal Chinese as many of them have become local quarters and township chairman? The Burmese army is too afraid to tackle on the Chinese, as it has to depend on them not only arms and ammunition but also the diplomatic support without which all of them would now be standing trial in Hague. The Generals security came first then the security of Burma. But at the same time they know the real situation and to tackle this Chinese problem it must get the Western support and this is the main reason of letting Daw Aung San Suu Kyi and the NLD to come back to the political field. Naturally, the resource hungry West falls into this trap.

So the only hope is that if the Lady wins the election in 2015 with a wide margin other than the army generals then she would be in a position to solve this problem once and for all with a Win Win situation

The country is heading for democracy, equality, free trade and probably federal type with the 2nd Panglong Conference and all its citizens can chose to reside anywhere else in the country provided they respect the local laws and authority. Full Stop. But not the aliens. Since there is much influx of Chinese, the government can confine them to Western Burma where now the majority of the Mujahid resides, this is feasible as China is constructing a fast railroad with the gas pipe line schedule to complete in 2013-14. Confined these China-men to that area of the Rohingya. Then send all these so call Mujahid/Rohingyas to the eastern part of Burma where there are lots of land with a favourable weather and they can eke out their lives there.(as a matter of fact China’s top legislature passed a new exit and entry law on June 30 which stipulates harsher punishments for illegal entry, stay or employment of foreigners).

Of course these Chinese and Mujahids must be issued with a special ID card and compel them to respect the local Burmese laws and customs. If anyone refused to go along with this order then he must be persecuted according to law and finally deported to the country of its origin. In this way it will stop the illegal immigrants entering the country by fair or foul means. Just by looking at the features of the person one can pin point that he is an illegal immigrant from China if found in the Mujahid area or Bangali in Chinese dominated area. We will have to take drastic action once caught. This will solve the problem at least for half a century until their children got married to each other or the local population.

Then what will be the cost of these mass exodus? The Burmese government did not need to spend a single pyar (Burmese currency of cents). The 31 INGOs, who do not have the slightest idea of Burmese nation building, not to mention the Burmese psyche or rationale, but requested the Burmese government to repel the 1982 citizenship law will gladly fund. Of course they will be joined by 58 civil societies, since these NGOs and civil societies can view from the humanitarian perspective only, it will be far cheaper and methodical to fund the mass exodus with the cooperation of the Burmese government then resettling them in third countries as persecuted refugees.

It will also paint the picture that Burma accepted all these aliens both Bengalis and Chinese, mercifully and magnanimously in as much the Burmese refugees are accepted in the West in all these 50 years. It will earn credit in taking her rightful place in the family of nations. Even vast countries like Canada, Australia, Germany etc have not accepted these refugees (economic and political) in millions, Burma has accepted them will be categorized as the only nation, to show to the entire world that it had accepted such massive numbers. But it also has to make it clear that it has the limits because she cannot accept any more economic refugees. Obviously, it will be a great challenge to any Burmese administration as it will have to copy and adopt a Thai policy of making anyone who chose to remain in Thailand must speak Thai. Eventually as the years go by all these aliens must become Burmese even though they can maintain their customs, language and values dedicated to the Genuine union of Burma (not only to the big Bamar/Myanmar race)

Obviously the timid and coward quasi military administration of Thein Sein will not dared to implement this scheme as it had harbour many corrupt personals but I am quite positive that once Daw Aung San Suu Kyi came to power in 2015 she will have the guts to implement for the sake of the country and people of Burma. Unlike the military administrations of 50 years Burma no longer send out the refugees but have accepted the massive economic refugees from Bangladesh and China.

kalu bhai as a learned contributer to pdf & having extensive knowledge with regards to the south Asian polity your insight is needed

http://www.defence.pk/forums/curren...akistan-has-2-choices-secularism-death-2.html

genmirajborgza786, bro I have looked at that thread. But before I could post, it was already closed.

Thanks for your confidence in my opinion. I will briefly express my feelings about that thread below:

1. I think the poster was trying to popularize and push secularism using some unrealistic scenario (no one is kicking out minorities for example), which Aeronaut, the mod, pointed out at the end of the thread:
http://www.defence.pk/forums/curren...2-choices-secularism-death-8.html#post3215967

Someone writing and expressing well does not equate to deep vision and thought borne out from real life experience

2. Currently Pakistan has a democratic setup, although the influence of Army needs to be further reduced, so civilian govt. can really call the shots, military-feudal complex has to be slowly reduced, with more land reforms and taking military welfare societies out of running major industries and businesses. I believe this can be done by uniting the civil society with some organizing, as is already happening to an extent with Imran Khan's political activity. But depending on one man I believe is always dangerous, what is needed is a system and institution that does not depend on dynastic figure-heads or charismatic leader like Imran Khan. Hopefully people like Imran Khan would concentrate on building such a system as his legacy

3. Secularism or Islamism or just having Islamic flavor in the constitution is a matter of democratic will of the people. People's representatives decide and write the constitution based on people's will, it should not be done based on some brilliant mind who know's more than the rest. So when people evolve, the constitution will also evolve with it, either to more religious or secular direction. And I have confidence on the masses and people to learn through trial and error and make the best decision for their future. So I consider Kemal Ataturks reform a mistake, he won the war and saved Turkey's landmass from annihilation with help of nationalists, but I think his extreme secularism and "westernization" had hurt Turkey. Under AKP Turkey is finally coming out of that bad direction. Egypt I believe is all set to become a good example, starting off with Muslim brother hood in a democratic setup and evolving as it experiments and goes through trial and error and thus evolve as a viable working democratic polity that improves the lot of its people and provide leadership for the Arab world.

4. No country in the world is truly secular, all that claim to be secular are actually an evolved or more secular version of their previous more religious state and this includes the so called secular states like USA or India, so I think it is an oxymoron. The truly secular states are communist states that suppressed religion and professed atheism as a form of pseudo-religion, but these have failed and are failing to keep their secular nature. Former Soviet states are going back to Christianity and Islam, to fight depression, alcoholism and population decline. China is also allowing more religion among its population. I believe historical continuity is good and change should come through evolution of societies, learning from their experiences and mistakes and then making better choices for their future, changes should not come through disruptive "brilliant" ideas of some genius like Karl Marx, Lenin or Mao:
http://www.defence.pk/forums/world-...orld-order-road-map-future-8.html#post2758071

5. Every country should strive to empower their people, so people can get good nutrition, good education and training and use their creativity to build a powerful country. We need powerful free thinking minds, who can follow religious discipline in their lives to keep them away from destructive habits and also concentrate on scientific research to maintain technological edge of a society. Religion plays an integral role in the formation of society and those that want to deny it lack depth of knowledge or are just plain enemy's and ill wishers of that society. A powerful, developed and intelligent people would never abuse their fellow minorities, only hungry, poor and ignorant people would do such things.

6. Finally I think ideologies of people (religion, nationalism etc.) should be controlled by the state and finely calibrated and not left to their own devices or outside influences. For Islam, to solve its fragmented nature, where every Mullah tries to create his own version and madhab, I recommend a Global Fiqh council of recognized Ulama's to reach consensus decisions for each Madhab and then these decisions uniformly adopted by countries that has some Muslim population.

7. Islamophobes that want to malign Islam, the core ideology of Muslims, are existential threats to all Muslims, because they want to hurt and destroy our societies, all Muslims must recognize this and not depend on Islamophobic countries for their trade or economic development.

- Majority Hindu Indian state is enemy no. 1 for the Muslim world, it is literally at war to destroy us
- Israel I believe will come round, as it is a part of the West and West, although it has past histories of conflict with Muslims, it is no longer at war despite this current GWOT nonsense. So Israeli/Zionist machinations will subside with time and I believe they are potential allies, as is already happening between Sunni monarchs and Israel in GCC against a Shia threat
- China is greatest potential friend of Muslims, but it is making some major mistakes, which I will cover in some other threads
