This is likely an cooked up data of the f**king burmese janta which even in 2001 with education budget of merely 99 million usd claimed literacy rate of 92%.

3. The Burmans are educated, sophisticated, get govt jobs and are well to do. They are the ruling class having privilege in all aspects. But others are either second class or non-citizen who are forbidden from education as schools/colleges are all govt owned. If there were any head count then the Rohingyas would not be counted as they don't exist.
