I somehow feel Amit Shah deliberately didn't deploy enough police and army personnel in the first few days...I feel he wanted Delhi people to realise how a BJP govt in Delhi would have protected them and how vulnerable they can be of they don't vote for BJP.
Remember recent violence by Muslims in UP and how Muslims were beaten black and blue by police and everything came under in just two days.

There can be multiple explanations and all can be true, because at each step of the hierarchy and command structure, those that orchestrated this killings had different agendas to fulfill.

Nevertheless, actions like these don't exist in a vacuum. They are preceded with years of dehumanization of others (read Muslims in this case), so that when the killings are finally unleashed, those that are part of the system that enabled this to happen, have no regret or remorse.
